United States Coast Guard (USCG) District Nine is planning to provide non-permanent, fabric tensioning structures to its subordinate units to store small boat assets during winter lay-up months. These structures will be delivered to units designated in this document.
1.1 BACKGROUND
District Nine faces a unique challenge of repairing and storing small boats during the winter months in an arduous climate. The current permanent facilities at the units are inadequate to store the assigned small boats. These facilities will allow unit personnel to carry out required maintenance shielded from challenging environmental conditions. They will also reduce wear and tear on Coast Guard assets due to harsh winter conditions.

These structures shall not be complicated and erected/disassembled with minimal technical expertise. Time to erect or disassemble shall be no more than one week with a four person team. Final approval for color (if it is an option) will be with the Contracting Officer’s Representative (COR). Structures shall be affixed to the ground to meet load requirements with no gap between the ground and the wall. Both structures shall be capable of withstanding a live load(s) of at least 60 pounds per square foot for snow (roof) and a design wind load of at least 100 mph, any deviation of these above requirements shall be approved by the COR prior to acceptance.
