About this file
This is a product specification document for SOLBERG SPARTAN 1% Fluorine-Free Class A/B Foam Concentrate submitted in response to the City of Pittsburgh Bureau of Fire's solicitation for Class A Firefighting Foam. The product is a dual-purpose foam concentrate designed for use on both Class A fires (structure, wildland, vehicle, and dumpster fires) and Class B hydrocarbon fuel fires (gasoline, crude oil, aviation fuels, and diesel) at 1% proportioning. SOLBERG SPARTAN 1% is UL 162 listed for Class B hydrocarbon fuel fires and functions as a UL/ULC classified wetting agent for Class A fires in accordance with ANSI/NFPA 18. The foam concentrate features low viscosity comparable to water, enabling easy proportioning with conventional firefighting equipment including inline eductors, self-inducting nozzles, monitors, and Compressed Air Foam Systems (CAFS). The product is available in three packaging options: 5-gallon pails (43 lbs), 55-gallon drums (468 lbs), and 265-gallon totes (2,255 lbs), with part numbers 20962, 20963, and 20964 respectively.
The product specification details technical properties including a specific gravity of 1.020-1.060, viscosity of 2-10 cP, pH of 7.0±0.5, and a lowest temperature for use of 35°F with a freezing point of 23°F. SOLBERG SPARTAN 1% is formulated without intentionally added PFAS (per- and polyfluoroalkyl substances), aligning with modern environmental standards for firefighting foams. The product requires annual testing per NFPA 11 standards to maintain certification, with samples submitted to the manufacturer or qualified third-party laboratories to confirm physical properties and foam quality. When stored in original containers within the specified temperature range of 0°C to 50°C, the foam concentrate has demonstrated effective firefighting performance for 10 years or greater. Perimeter Solutions, the manufacturer, provides a Certificate of Analysis (CoA) with each batch and offers technical support through its worldwide Fire Safety offices to address equipment compatibility questions and provide ordering information through authorized distributors and factory sales representatives.

DESCRIPTION
SOLBERG SPARTAN™ 1% is our most effective fluorine-free Class A/B foam concentrate. This world-leading technology is designed to provide firefighters with a tactical advantage to achieve total fire suppression on structure, wildland, vehicle, gasoline, and dumpster fires.
One foam, 99% of fires. Providing cooling and fire suppression power, SOLBERG SPARTAN 1% knocks down flames fast, reduces flashover conditions, and shields structures from heat and flame. It delivers fast fire knockdowns, efficiency, and great resource utilization. Its fast extinguishment reduces water usage and property damage.
SOLBERG SPARTAN 1% has low viscosity and is easy to proportion. Engineered for rapid knockdown, it extends tactical endurance and reduces strain on critical resources --allowing crews to operate more efficiently.
APPLICATIONS
SOLBERG SPARTAN 1% fluorine-free foam concentrate is designed for use on Class A and Class B hydrocarbon fuel fires (gasoline, crude oil, aviation fuels, diesel, etc.) at 1% proportioning.
The foam concentrate is not intended for use on Class B polar solvents or water miscible fuels, such as alcohols, ketones, esters and others. On Class A fuels, the foam concentrate is used as a wetting agent in accordance with ANSI/NFPA 18.
SOLBERG SPARTAN 1% is compatible with conventional firefighting equipment, such as inline edcutors, self-inducting nozzles, low-expansion non-air aspirating and air aspirating nozzles, monitors, medium-expansion foam devices and Compressed Air Foam Systems (CAFS). With similar viscosity to Class A foam, SOLBERG SPARTAN is also compatible with onboard proportioning systems.

INSPECTION
SOLBERG SPARTAN 1%, or a premix solution, should be tested annually per National Fire protection Association (NFPA 11). A sample of the foam concentrate should be sent to the manufacturer or qualified third-party lab to confirm physical properties and foam quality meet the specifications of the foam as originally supplied as per the requirements of NFPA 11.

CLASS A/B FOAM CONCENTRATE
STORAGE/MATERIAL COMPATIBILITY
SOLBERG SPARTAN 1% should be stored between 0 ºC and +50 °C, preferably in the original containers. It is compatible with multiple materials of construction found in firefighting equipment. For questions about material of construction compatibility, consult Perimeter Solutions technical services.
The shelf life of any foam concentrate is maximized by proper storage conditions and maintenance. Factors affecting shelf life are wide temperature fluctuation, evaporation, dilution, and contamination by foreign materials. When stored in original containers or in manufacturer-recommended equipment and within the specified temperature range, SOLBERG foam concentrates have demonstrated effective firefighting performance for 10 years or greater.
SOLBERG-manufactured products are thoroughly inspected and undergo rigorous quality control tests. These evaluations analyze the foam’s physical parameters as well as the finished product’s fire performance. A Certificate of Analysis (CoA) is issued with every batch.
