Overview of the Solicitation
• USAID anticipates the award of one cost plus award fee type contract with a period of performance of five years
Overall Objective
Improve the overall economic resilience of eastern Ukraine in response to Russian aggression, which has disrupted critical market linkages, catalyzed the economic decline of previously dominant industries, and caused massive population disruption.
Objectives:
• OBJECTIVE 1: Provide assistance to stabilize the economy of eastern Ukraine
• OBJECTIVE 2: Support the sustainable development of small and medium enterprises (SMEs) in eastern Ukraine
• OBJECTIVE 3: Build confidence in the future of the eastern Ukrainian economy
• Synergies: Interventions under different objectives should complement one another
Objective 1: Stabilization
• Address short-term, post-conflict economic recovery needs now and in response to future scenarios
• Objective most focused on building on USAID’s Office of Foreign Disaster Assistance and Office of Transition Initiative programs
• Address immediate economic impacts of conflict in terms of creating new economic opportunities and rehabilitating conflict-affected, small-scale infrastructure
Objective 2:
Small and Medium Enterprise (SME) Development
• Address medium-term economic needs of the region
• Support entrepreneurs and SMEs to develop in emerging industries
• Facilitate access to markets in western Ukraine, the European Union, and other international markets
• Support the emergence of new and reformed human capital development resources in the region
• Facilitate greater access to finance and improve the business enabling environment
Objective 3: Confidence in the Future
• Address long-term economic needs of the region
• Help build confidence in the economic future of the region
• Build coalitions between private and public actors to develop and implement a new “vision” of the economy in eastern Ukraine
Flexibility, Adaptability, and Learning
• The fluid political environment in eastern Ukraine calls for flexibility in implementation.
• The Contractor must respond quickly to changing realities and priorities. As elaborated throughout this SOW, this requires the Contractor to adapt to changes in the operating environment.
• The Contractor must be specifically prepared to adapt to any number of scenarios that could impact or require altering the geographic and programmatic focus of ERA.
Cooperation, Coordination, and Partnerships
• ERA is expected to contribute to USAID/Ukraine’s commitment to a multi-faceted Collaborating, Learning and Adapting (CLA) approach to development.
• The CLA approach is based on the understanding that development efforts yield more effective results if they are coordinated and collaborative, test promising, new approaches in a continuous yet also rapid, targeted search for generating improvements and efficiencies, and build on what works and eliminate what doesn’t.
• Strong coordination needed with other USAID, international donor, non-governmental, and Government of Ukraine efforts in the region 12
