USAID’s Support to the Corruption Prevention Commission through the Armenia Support Initiative

To address issues of corruption that fueled Armenia’s 2018 “Velvet Revolution,” the Government of Armenia (GOAM) is working to stand up new institutions: the Corruption Prevention Commission (CPC), the Anti-Corruption Court and the Anti-Corruption Committee.

The CPC, established in November, 2019, is supported by USAID’s Office of Transition Initiatives’ Armenian Support Initiative (ASI) activity, and is working to ensure integrity checks within the government, among other corruption prevention efforts. The Anti-Corruption Court and Anti-Corruption Committee are both still in design phases. Once all three institutions are established, they are expected to work in tandem to address different systemic corruption issues throughout the government.

According to a government press release, during the July 3, 2020 Anti-Corruption Policy Council meeting, the Prime Minister expressed positive surprise at the CPC’s progress within just six months, stating, "For the first time, a candidate for public position was exposed to integrity checks in Armenia.” CPC Chairwoman Haikuhi Haratyunyan explained, "On the basis of the integrity methodology, the commission verified the integrity of those persons included in the lists of candidates for confiscation of illegally acquired property, prosecutors and deputy prosecutors of Armenia coordinating this area, and introduced conclusions on the assessment of the integrity of 26 candidates: in two cases the assessment was negative, in eleven cases -positive with a reservation, and in thirteen cases – positive."

To date, ASI has supported the CPC through 10 different activities, including: provision of equipment and rehabilitation of the CPC offices; website rebranding and modernization; an awareness raising campaign on the functions of the CPC as well as videos and other promotional materials; a CPC strategic planning workshop that resulted in a four-year institutional development and work plan for the CPC; interim surge staff and logistical support as CPC hires their full-time civil service staff. Additionally, a team of ASI-commissioned international experts is helping the CPC navigate the complications of building a new organization, incorporate best practices related to asset declarations and methodologies to check the integrity of appointees to public positions, including candidates for judges, prosecutors, and investigators and assess corruption risks in the system of public administration, and negotiate with international donors. The consultants have also assisted the CPC in finalizing the Terms of

Reference for the creation of a searchable asset declaration database, a critical tool for the CPC to uphold its mandate, and a central pillar of the GOAM’s anti-corruption strategy.

Through these accomplishments and activities, ASI’s rapid support to the GOAM and the CPC is laying the groundwork for longer-term donor engagements and specifically USAID/Armenia’s upcoming five-year “Integrity” project, which will build on the GOAM’s early successes in combating corruption.
