10. SCOPE OF WORK

The United Nations (UN) ranks Mali among the world’s poorest countries with the lowest performing social indicators. Over the past two decades, Mali was led by a stable, democratically-elected government. The central government has been weak and faced many challenges in providing adequate access to quality health care, nutrition and education for its citizens. Economic growth rates have averaged over 5% over the past decade but have not kept pace building opportunities sufficient to compensate for the high population growth rate of 3.6% and the rapidly expanding youth population seeking work. On March 22, 2012, a military coup replaced the elected president and his administration. At the same time, armed rebels took over control of the three northern regions. Mali is a focus country for four Presidential Initiatives: the Feed the Future (FtF), the Global Climate Change, the Global Health Initiative (GHI), and the President's Malaria Initiative (PMI). The Mission’s fiscal year (FY) 2011 budget was nearly $140 million. USAID/Mali has more than 30 implementing partners and liaises with nearly 30 donor organizations. USAID works closely with interagency colleagues from the Departments of State, Defense, and Agriculture; and the Centers for Disease Control (CDC). The Mission's Health Office had a FY 2012 budget of $64.5 million including significant nutrition, water, sanitation and hygiene resources.

Mali maternal mortality has dropped from 582 to 464 deaths per 100,000 live births in five years (2001 to 2006), and under-five mortality has dropped from 251 to 191 deaths per 1000 live births in ten years (1995-2006). USAID/Mali is committed to helping Mali achieve the Millennium Development Goals 4, 5 and 6 to reduce maternal and child health morbidity and mortality and the burden of infectious diseases. To achieve this, USAID/Mali works to improve the health of Malians by increasing the use of high-impact health services and the uptake of healthy behaviors. The health portfolio focuses on maternal and child health, family planning and reproductive health, malaria, nutrition, water, sanitation, and hygiene, HIV/AIDS, and health systems strengthening, contributing directly to the objectives of the Government of Mali’s ten year strategic plan (PRODESS) and to USG foreign assistance goals.
