RFP No. SOL-687-14-000006 Amendment 01
A. Answers to the questions received during the pre-proposal conference:
QUESTION 1: What is the deadline for USAID to answer all the questions?
Answer: There is no established deadline. However, USAID will strive to provide answers as soon as possible to allow sufficient time for the offerors to reflect them in their proposals; if it takes longer USAID will consider extending the proposal submission deadline.
QUESTION 2: Is a consortium among the firms allowed?
Answer: Yes. However, the proposal needs to clearly identify the prime as USAID will award only to one firm.
QUESTION 3: What is the main target? CHV or the patients?
Answer: The work needs to be done at the CHV level.
QUESTION 4: Is it possible that the same CHV be observed both for the child and reproductive health?
Answer: It is advised not to draw the same CHV twice.
QUESTION 5: Are the dates in the schedule calendar days or working days?
Answer: They are calendar days.
QUESTION 6: Getting the agreement of the patient to be observed seems difficult. Is it possible to do the assessment without this agreement?
Answer: This was not an issue when conducting the same assessment in 2012. It is advised to get the patient agreement prior to the assessment.
QUESTION 7: What does “Gold Standard” mean?
Answer: “Gold Standard” refers to the treatment provided by a medical doctor who will also treat the sick child. His or her treatment is the “Gold Standard” used as benchmark for the treatment provided by CHVs.
QUESTION 8: What is the USAID consultant’s exact role?
Answer [During the pre-proposal conference, USAID responded that it would clarify the exact role to be played by the USAID Health Officer, and would inform the offerors accordingly]: The USAID Health Officer will participate as an observer. The section C.9.1 of the solicitation is amended accordingly.
QUESTION 9: If provision of the approval of the survey protocol by the National Ethics Committee of the Ministry of Health is delayed, what will be the impact on the performance? Can the 2012 approval be re-used since USAID has done similar assessment?
Answer: The USAID assessment on the malaria received National Ethics Committee approval from the Ministry of Health in 2014. Therefore, it is expected that this CHV evaluation will receive the approval within 15 days. If the National Ethics Committee’s approval is delayed beyond 15 days, USAID would revise the scheduling accordingly. The Section C.9.3 Scheduling is amended to add 15 days receipt of the approval.
B. Answers to the questions received by the established deadline:
QUESTION 10: What are the required qualifications for the “Expert Observer” and the “Gold Standard”?
Answer: “Expert Observer” and the “Gold Standard” staff could be medical doctors, mid-wives, nurses or "aide-sanitaires". However, these staff must be familiar with IMCI and FP/RH treatment provided by CHVs.
QUESTION 11: Can the “Expert Observer” be polyvalent (c-IMCI and FP/RH)?
Answer: Yes, “Expert Observer” may be polyvalent (c-IMCI and FP/RH)
