RFP SOL-685-13-000005 REGIS-AG Questions and Answers – Amendment 03

1. Amendment 01 Response 19: Are we expected to provide anticipated replacement candidates during the proposal stage, or during the course of implementation, as strong candidates emerge and are trained?

A: Offerors should identify and propose qualified personnel for all positions indicated in their proposal. Also all key personnel should be available and committed to the program for at least two years.

2. Amendment 01, Q&A 112, Page 24 and Q&A 116, Page 25, addresses the format required for the Consolidated Budget. Please further clarify the format that

USAID is expecting for the Consolidated Budget. It seems that this format does not follow the traditional flow down budget presented in L.7.(b)2. of the RFP as the Prime detailed budget, in which the subcontractor costs are incorporated in a single line supported by a segregated subcontractor detailed budget. Confirm if the co-mingling of costs is required for the Consolidated Budget or if the single detailed budget identified in L.7.(b)2 is the only detailed budget required.

A: Amendment 01, answer 112 is correct. The flow down consolidated budget needs to show the information for the Prime and also the totals for each sub-awardees using the cost elements found in L.7(b)2 page 139-140 of the RFP. A detailed budget must also be submitted for the Prime and each proposed sub-awardee reflected in the consolidated budget showing the breakdown in support of the cost elements. Please see the following example of a consolidated budget format:

3. Amendment 01 Response 123 adds to Section L.6.(a)(3) – Collaboration and

Coordination Plan: “The offeror shall describe how they will handle relationships with the respective REGIS-ER and SAREL programs in each office and using these spaces, including any proposed cost-sharing, pooled funding or other mutually supporting processes…It is expected that the REGIS-ER partner will open a primary office in Niger with a sub-office in Burkina Faso (or workout shared space arrangements with REGIS-

AG, and the SAREL program via a Memorandum of Understanding.”

a. Should offerors assume that all REGIS-supported staff will be sharing office space and resources that will be managed by REGIS-ER, or may offerors to present a different office set up?

A: Offerors should assume that REGIS-ER will identify the office space that all REGIS partners will be co-located in. REGIS-AG will work out a

Memorandum of Understanding (MOU) with REGIS-ER to determine the modalities of cost sharing for the co-located office space. A different office set up is not acceptable.

b. May offerors assume that resources can be combined to create synergies for baseline surveys, training in literacy and numeracy, and other programmatic activities?

A: USAID expects that the REGIS programs will work out MOUs that clarify the financial collaboration amongst the three programs as it relates to office space and possibly program implementation. Any efficiencies through collaboration are welcome.

c. Does USAID envision awarding REGIS-AG, REGIS-ER, and SAREL simultaneously?

A: USAID expects to award all three programs within a close timeframe.

Given that negotiations are not time bound, USAID cannot guarantee that they will be awarded simultaneously.

4. Amendment 01, Q&A 124, Page 26 - To enable all Offerors to establish a basis for a fair and consistent determination of ratio costs, please provide the total number of

REGIS staff anticipated by USAID to be co-located in each supporting office.

A: REGIS-AG should prepare a stand-alone budget for their staff and operations.

REGIS-ER will identify space that can accommodate REGIS-AG and SAREL. USAID expects that post-award the successful offeror will work out a MOU with REGIS-ER for the co-located space. The REGIS-AG budget may be revised at that time if costs for space are significantly different than those planned.

5. Amendment 01 Response 124 adds to Section L.7.(b) – Proposed Costs/Prices:

“The offeror shall provide in the illustrative budget expenses related to co-location costs associated with their portion (ratio) of supporting 2 offices in Niamey (Niger) and

Ouagadougou (Burkina Faso) to serve as a base for staff from all REGIS-supported programs. They should show how resources in the budget will be used to support their portion of set-up and functioning of each office such as rental, utilities, procurement and maintenance of vehicles, equipment and supplies; and any upgrades or refurbishments that may be necessary.”

a. Would USAID kindly confirm that offerors should present two budgets: one within a main budget that includes only costs for REGIS-AG assuming stand-alone offices, and a second illustrative budget that would show costs for operating REGIS-AG within shared space that would be managed by the implementer of REGIS-ER.

A: One budget that shows costs for operating REGIS-AG assuming stand-alone offices will be sufficient. REGIS-ER will identify office space that is sufficiently large to accommodate REGIS-AG. Post-award both partners will develop a Memorandum of Understanding to outline how costs will be allocated on a pro-rated basis to each organization.

b. Would USAID kindly provide guidance regarding how many staff are envisioned under REGIS-ER and SAREL so we can calculate REGIS-AG’s portion (ratio) of supporting costs?

A: Please see answer to question 5A above. At this time please prepare a budget for a stand-alone REGIS-AG operation.

c. As part of the illustrative budget, should offerors assume there will be cost savings by consolidating office space with other REGIS implementers?

A: Please see answer to question 5A above. Yes, USAID expects that there will be programmatic efficiencies and reinforced collaboration due to the consolidated office space. Cost savings may also be another benefit of consolidated space but is not the primary reason for co-location.

6. Amendment 01 The attached local compensation plan published by USAID is from 2010. Are contractors permitted to factor in inflation during the past two years and allow for a salary increase for candidates who have been working for at least a year at their current rate?

A: The amounts published in the July 4, 20120 Local Compensation Plans for

Burkina Faso and Niger remain unchanged. There has not been any increase. Please also refer to RFP page 53, H.11(h) Annual Salary Increases for guidance on yearly employee salary increases.
