The purpose of this amendment number two is to do the following raised under amendment one of the RFP issued and dated, February 17, 2017.

Read Liberia (SOL-669-17-00004) Follow-up Questions

1. - Per Section L6 of the Amendment 01 - RFP, USAID states: “Technical Proposals are limited to 30 pages in pdf format. Not included in this are the CVs and letters of commitment of key personnel, which are limited to 2 pages each, for each of the key personnel being proposed.”

USAID further states in L6. Section (ii)(c) pg. 102 of the revised RFP, “CVs of proposed key personnel are to be included. Letters of commitment are required for all key personnel and shall be included.”

Ans: Yes, the detailed CVs and LOCs are part of the annex.

Clarification Question: Could USAID please confirm that CVs and LOCs for key personnel are to be included in an annex?

Ans: Yes CVs and LOCs for key personnel are to be included in an annex.

2. - In USAID Answer #2: “USAID has included a five year table in the RFP that reflects these estimates.”

Clarification Question: We are unable to find that five-year table in the amended RFP. Could USAID please clarify which table they are referring to in the revised RFP?

Ans: The five-year table which should have been on page 12 of the RFP amendment one under Section C.1.4,a. is inserted here below:

3. - In USAID Answer #32: “Letter strips are printable alphabet cards for use as visual aid in the classroom”

Clarification Question: Could USAID please clarify what the difference is between these “printable alphabet cards” and the alphabet cards mentioned at the bottom of page 16 of the RFP where it lists “a set of alphabet cards, syllable cards and letter strips”?

Ans: The cards are the same.

4. Based on answers to questions 5, 18, 19, 34, will the Contractor be given access to the independent assessment entity’s baseline and endline EGRA results and be allowed to use them to report on Indicator ES 1.1 (“percent of students who, by the end of two grades of primary schooling, demonstrate reading fluency and understand the meaning of grade level text…”)?

Ans: YES Contractor will be given access to the independent assessment baseline and endline and will use it to report on indicator ES 1.1.

5. Question 64 states that international organizations without a NICRA must budget and bill all costs as direct costs to the project; however, question 73 lists out supporting documentation that must be provided if indirect cost rates are to be billed to the project. Can USAID kindly confirm whether international organizations without a NICRA are able to budget and bill indirect cost rates to the project if sufficient supporting documentation is provided?

Ans.: Yes, but on a case-by-case basis.
