NOTICE OF INTENT
The United States Agency for International Development's Mission to Nigeria (USAID/Nigeria) intends to award a contract modification to Chemonics International for the expansion of the Mission’s flagship Feed-the-Future activity. The proposed modification will increase the total estimated cost (TEC) of USAID/Nigeria MARKETS II Contract #AID-620-C-12-00001 by $4,200,000.00. The MARKETS II Project enhances agricultural productivity by building the capacity of farmers to maximize yields and respond to market demands. National in scope, the Project works across eighteen states in Nigeria and seven value chains, including: aquaculture, cassava, cocoa, rice, sorghum, soybean, and maize. The increase supports agricultural interventions in the Niger Delta region, in partial fulfillment of the Memorandum of Understanding (MOU) signed between USAID and the Foundation for Partnership Initiatives in the Niger Delta (PIND) in February 2011 to support the Integrated Peace and Development Alliance (IPDA).
The Authority permitting Other Than Full and Open Competition is AIDAR706.30270(b)(5): "an award for the continued provision of highly specialized services when award to another resource would result in substantial additional costs to the government or would result in unacceptable delays."
The award of this contract modification is planned on or before July 8, 2016.
Interested organizations may signify interest and capability to respond to the requirements or may submit proposals. This notice of intent is not a request for competitive proposals. A determination not to compete this proposed contract modification based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement for this proposed modification.
