Kenya Accountable Devolution ‐‐ summary 1 | P a g e

WB Analytical and technical assistance ‐‐ Accountable Devolution

With support from AusAid and DFID, the World Bank is providing targeted analytical and technical assistance to support the devolution process. This program, which is being refined to meet the needs of the new devolved structure, currently supports:

County data and performance management. Global experience highlights the importance of comparative data and information on sub‐national service delivery to promote a focus on results, positive competition, and early identification of capacity gaps/needs.

Analysis of existing data to determine county baselines and needs. A set of Kenya County Fact Sheets developed with Commission on Revenue Allocation provide comparative baseline data for all 47 counties on health & education outcomes, access to infrastructure, and service delivery coverage. Datasets to be expanded drawing on other sub‐national data (poverty, service delivery).

County performance assessment. Support design and roll‐out of system(s) to define key county performance indicators, establish benchmarks, gather data, and monitor county performance.

Transition to devolved government. Sequencing and supporting transition, including function assignments and costs, setting up basic county systems, and inter‐governmental relations.

Targeted support on transition and function assignment (e.g., support to the Transition Authority to prepare a Guidebook for County Governors to be followed by detailed County Govt Handbook).

Estimating costs of devolved functions, through data‐gathering and analysis with coordinating agencies, responsible line ministries and county governments, to provide clarity on the assigned functions versus associated historical costs. (e.g., with health sector counterparts)

Support inter‐governmental coordination arrangements with options and knowledge exchange, drawing on global experience and models.

Support design of inter‐governmental financing arrangements that provide funding and incentives for improved service delivery such as: conditional grants to counties; an urban services grant; county development finance; national framework on county revenues and user fees.

Support design of capacity assessments on county functions and systems, and training of county civil servants (see below on public sector capacity building).

Strengthening systems for citizen participation. In line with the emphasis in Kenya’s Constitution and new legal framework on participation and transparency, many county governors are developing new ways to communicate, share information with, and elicit feedback from citizens. Support includes:

Analysis of Kenya and global experience with social accountability initiatives, with focus on lessons that can inform the design of county systems for responsive service delivery.

Support participation & transparency in county planning, financing, service delivery.

Integrating provisions for participation and transparency into guidelines, procedures and training programs related to devolution.

Supporting pilots to operationalize participatory county planning, budgeting, and service delivery monitoring.

ICT‐enabled citizen feedback and open data. Support applications to improve the dissemination and use of county performance data. Test ICT‐enabled solutions to generate feedback on county service delivery.

Strengthen social accountability measures in selected development projects (record‐keeping, reporting, disclosure, complaint handling, participatory planning and monitoring), apply lessons in ongoing support for decentralization, CDD, local services.

Kenya Accountable Devolution ‐‐ summary 2 | P a g e

Public financial management (PFM) reforms. Support roll‐out of the PFM Act, associated regulations, and operationalization of PFM systems at county level. Depending on demand, this may include:

Development of county PFM guidelines and associated training on integrated county planning and budgeting, budget execution, internal audit, accounting procedures, Chart of Accounts at county level. Strengthening the audit function at the county level.

County revenue policy, generation and administration. Support assessment of revenue generation capacity, development & dissemination of guidelines on county revenue policy and administration.

In coordination with the national parliament and county assemblies, guidelines for budget scrutiny for the new national and county legislatures.

Public sector capacity building: The Constitution gives county government substantial autonomy over their public servants. This component will, in close collaboration with GoK partners, support the development of public sector management frameworks at the county level, such as:

Development of a set of model public service regulations and manuals that apply to all county governments, to ensure a proper framework for public service management.

In collaboration with the Public Service Transformation Department and the Kenya School of Government, develop and roll out selected public service leadership, ethics and capacity building programs in line with Chapter 6 of the Constitution

Undertake governance, institutional, and political economy diagnostic work that will inform the design of future medium to long‐term support in public sector governance

Provide flexible and responsive support to counties on PSR (e.g. records management in selected counties, establishment control systems etc.)

Support the development and testing of service standards in 1‐2 selected sectors in a few counties
