Pre-solicitation 613-16-000011 GGP – Questions & Responses
1. Does USAID/Zimbabwe’s intent to solicit the Governance and Growth Program as a competitive 8(a) set-aside. I noticed in the subject line of the announcement that it states
“full and open competition” and wanted to clarify that this opportunity is intended to be set-aside for 8(a) businesses on a competitive basis. It was a government error this solicitation is intended to be a full and open competition.
2. In addition, the recent FY2016, 3rd Quarter Business Forecast Questions and Responses stated that USAID/Zimbabwe plans to compete this opportunity under the Public
Financial Management (PFM) IQC. The Public Financial Management IDIQ will not be used for this requirement.
3. We kindly request that you please clarify how this opportunity will be competed. Will it be a task order under the PFM IQC? Will it be released via www.fbo.gov for full and open competition? Or will it be released on www.fbo.gov as a small business set aside solicitation? If it will be released for small business set aside competition, please clarify if the competition will be limited to 8(a) firms. This solicitation is intended to be a full and open competition. This solicitation will be issued on www.fbo.gov at a later day.
4. I am emailing in response to pre-solicitation Number: SOL61316000011. We are very interested in submitting our proposal to perform the GGP scope of work. We would greatly appreciate if you would email us the Solicitation documents when it comes available. The government does not take responsibility for providing individual proposals via email. Please click on the, “Watch This Opportunity,” button and you should receive updates each time this opportunity is updated with additional information.
5. Our efficient operating infrastructure will provide the Agency for International
Development with a small business partner that has the support infrastructure of a large business without the additional cost or inefficiencies. As an 8(a), we are able to provide the Agency for International Development with a timely, efficient, and cost-effective method of contracting. Would it be possible to arrange a short meeting with you to discuss our capabilities and how we can bring terrific value to your organization? This solicitation is intended to be a full and open competition. We will unable to allow presentations at this stage. However, we do look forward to reviewing your proposal if submitted.
6. Is this a follow-on requirement? If so, could you please provide the incumbent contract number for this opportunity? If not, is this a new requirement? Yes this is considered a follow-on requirement. The incumbent is Nathan Associates Ins., for the amount of
$12,739,623.00 from October 1, 2011 to September 30, 2016
7. This is to inquire about the pre-solicitation # SOL-613-16-000011/Governance and
Growth Program (GGP). The pre-solicitation notice on FedBizOpps mentions that this is a set-aside for Competitive 8 (a). We would like to know if the entire solicitation will be a set-aside, or there will be a portion the overall contract amount that will be a set-aside.

Can ‘other than small business’, for profit, organizations participate in this full and open competition? None of the contract is intended to be a set-aside. It was a government error, which was corrected. This solicitation is intended to be a full and open competition.
8. We were excited to learn about the presolicitation notice to Award a Contract for
USAID/Zimbabwe Using Full and Open Competition – Governance and Growth Program
(GGP). We notice that there is a response date set to June 15; is this for questions regarding the Award? If so, when do you expect the full proposal to be due for this opportunity? Please disregard the June 15th date. We hope to release the solicitation no later than June 15 th
