Amendment No. 01 - SOL 527-10-000007

SECTION L

A. Technical Approach Delete and replace in its entirety with the following:

Objective 1: Institutional, technical, and legal aspects of Peru’s forest sector governance system are strengthened.

The Offeror’s technical approach shall clearly establish priorities among geographic regions, government agencies (both national and regional), and program activities over the life of the project.

The Offeror’s technical approach shall describe how it will coordinate with and build upon ongoing efforts in Peru to improve forest management and increase compliance with international obligations.

The Offeror’s technical approach shall describe how it will integrate indigenous considerations into the program design and implementation.

The Offeror’s technical approach shall describe how it will integrate gender as a cross-cutting consideration in the design, implementation, and evaluation of this activity, addressing at least these two questions: (1) “How will gender relations affect the achievement of sustainable results?”; and (2) “How will proposed activities affect the relative status of men and women?”

The Offeror’s technical approach shall describe how it will integrate conflict prevention and conflict management considerations in the design, implementation and evaluation of is activity.

Objective 2: Biodiversity conserved in forests, protected areas, and other ecologically important ecosystems through increased private sector investment in sustainable products, services, and livelihoods.

The Offeror’s technical approach should describe how the Offeror will attract investment resources from public and private sources. The Offeror’s technical approach should identify specific target areas, groups and activities. Furthermore, the Offeror’s technical approach shall clearly identify criteria for selecting and evaluating mechanisms to attract public and private investment in sustainable forest management. The Offeror’s technical approach shall also describe the process to be used to identify and prioritize the critical skills and knowledge that will enable communities and MSME’s to benefit from the sustainable use of natural resources. The Result 2 geographic area should not overlap with the Result 4 geographic area.

The Offeror’s technical approach shall describe how it will integrate indigenous considerations into the program design and implementation.

The Offeror’s technical approach shall describe how it will integrate gender as a cross-cutting consideration in the design, implementation, and evaluation of this activity, addressing at least these two questions: (1) “How will gender relations affect the achievement of sustainable results?”; and (2) “How will proposed activities affect the relative status of men and women?”

The Offeror’s technical approach shall describe how it will integrate conflict prevention and conflict management considerations in the design, implementation and evaluation of is activity.

Objective 3: Ability of national, regional and local authorities to effectively manage natural resources and enforce environmental laws is strengthened.

The Offeror’s technical approach shall clearly establish priorities among geographic regions, government agencies (both national and regional), and program activities over the five-year life of the project.

The Offeror’s technical approach shall describe how it will coordinate with and build upon ongoing efforts in Peru to improve natural resource management and the enforcement of environmental laws.

The Offeror’s approach shall demonstrate actions it will take to ensure good coordination with other USAID programs such as those mentioned in the “Coordination” section (C.2.3).

The Offeror’s technical approach shall describe how it will integrate indigenous considerations into the program design and implementation.

The Offeror’s technical approach shall describe how it will integrate gender as a cross-cutting consideration in the design, implementation, and evaluation of this activity, addressing at least these two questions: (1) “How will gender relations affect the achievement of sustainable results?”; and (2) “How will proposed activities affect the relative status of men and women?”

The Offeror’s technical approach shall describe how it will integrate conflict prevention and conflict management considerations in the design, implementation and evaluation of is activity.

Objective 4: Biodiversity is conserved in forests, protected areas, and other ecologically important ecosystems through increased private sector investments in sustainable products and livelihoods in Alternative Development program areas.

The Offeror’s technical approach should describe how the Offeror will attract investment resources from public and private sources. The Offeror’s technical approach should identify specific target areas, groups and activities. For the purposes of this activity the Alternative Development program area is concentrated in the forested areas from Pucallpa to Aguaytia, in the Department of Ucayali.

Furthermore, the Offeror’s technical approach shall clearly identify criteria for selecting and evaluating mechanisms to attract public and private investment in sustainable forest management. The Offeror’s technical approach shall also describe the process to be used to identify and prioritize the critical skills and knowledge that will enable communities and MSME’s to benefit from the sustainable use of natural resources.

The Offeror’s technical approach shall describe how it will integrate indigenous considerations into the program design and implementation.

Below are some of USAID’s guiding principles that apply especially to this activity. The Offeror should review these themes carefully to ensure they are integrated within the Offeror’s technical approach.
