Amendment No. 3
RFP No.: SOL‐520‐14‐000002
Since the issuance of the RFP and submission of proposals there have been critical changes to the Guatemala health context. The health system has been further impaired by the termination of NGO contracts under the Extension of Coverage program. Additionally, the new model recently released by the Office of the U.S. Global AIDS Coordinator and Health Diplomacy
(OGAC) to halt the HIV epidemic in the short term has profound implications on how
USAID/Guatemala implements its HIV program in the Central America region. The PEPPAR initiative recently adopted the UNAIDS/WHO Fast Track which involves a 90‐90‐90 strategy (90 percent of people with HIV diagnosed, 90 percent of them on anti‐retroviral therapy (ART), and
90 percent of them virally suppressed by 2020) to address HIV epidemics around the world.
This new approach radically reduces support for direct HIV prevention activities included in the
Solicitation Scope of Work and includes a strong focus on ‘prioritized geographical areas’ where there is the greatest burden of disease (number of cases, not prevalence).
Based on the above, USAID has determined that the Scope of Work currently included in this
RFP does not respond to the current situation in the health sector in Guatemala and in the judgment of the Contracting Officer, an amendment of the RFP is so substantial that it warrants a cancellation of the RFP in order to give prospective offerors an opportunity to submit offers under a new and updated solicitation package.
