QUESTIONS AND ANSWERS

SECTION H

1) Reference Section H.20 (E): are consultants separate from subcontractors? How and where are consultants defined in the FAR, AIDAR, or ADS?

Yes, consultants are separate from subcontractors.

Consultants are defined in Section I.19 of the RFP - AIDAR 752.202-1 USAID Definitions Clause -- GENERAL SUPPLEMENT FOR USE IN ALL

USAID CONTRACTS (JAN 1990)

“(e) Consultant: shall mean any especially well qualified person who is engaged, on a temporary or intermittent basis to advise the Contractor and who is not an officer or employee of the Contractor who performs other duties for the Contractor.”

SECTION L

2) In Section L.8.3.(d)(3)(B), the offeror is requested “To supplement the narrative summary in (A), provide a list of the recent (past three years) contracts for which you submitted subcontract reports to eSRS (FAR 52.219-9(d)(10) and a copy of any similarly recent subcontracting reports if they were not submitted to eSRS.” As most of our contracts are not in the eSRS, may we provide USAID the list of all submitted SF 294s for the last three years, which shows the contracts that are in the eSRS and which contracts are not? Or, does USAID want a copy of our SF 294s for all contracts that are not in the eSRS? Please note that three years’ worth will be a very large file. Alternatively, we respectfully request the option of selecting 10 relevant SF 294s for contracts that are not in the eSRS for USAID’s review.

Request for Proposal (RFP) No. SOL‐520‐13‐000005

Amendment No. 2 Attachment No. 1

Offerors are requested to submit a list of the recent (past three years) contracts for which you submitted subcontract reports to eSRS (FAR 52.219-9(d)(10) and a copy of any similarly recent subcontracting reports if they were not submitted to eSRS. Since late 2005, eSRS has replaced the use of SF294. eSRS purpose is to ensure that business are in fact carrying out their subcontracting plans.

3) As CA completion contract referencing fee as per schedule, no fee schedule is listed. How will fee be paid?

Section B is being modified to include additional information.
