Text version
The United States Agency for International Development in Indonesia (USAID/ Indonesia) intends to issue a Request for Proposals (RFP) for Sustainable Higher Education Research
Alliances (SHERA). This project will build University Partnerships (UP) which foster linkages between U.S based universities and Indonesian institutions of higher education. The university partnerships will aim to improve the quality of teaching, research, and community service within
Indonesian universities. Potential university partnerships may include the involvement of private sector actors and Government of Indonesia, and/or in joint research collaborations with public and private U.S entities in science and technology.
The contractor will be responsible for the design and management of the UP program. All activities under the UP program are intended to (1) increased research capacity among faculty, staff, Ph.D students and post-doctoral scholars, (2) strengthened research capacity at targeted
Indonesian higher education institutions, (3) increase access to research and professional development opportunities, as well as for women, and (4) increase capacity of Indonesian higher education institutions to meet the research needs to be associated with Indonesia’s development.
SHERA will thus serve as a mechanism by which U.S. based universities and targeted
Indonesian higher education institutions can work together to strengthen the quantity and quality of university-level research. Thereby helping Indonesian universities to play a more significant role in Indonesia’s development and a more prominent role in international scientific discourse.
The upcoming solicitation will be a full and open competition under which all U.S. and non-U.S.
NGOs will be eligible to compete. The procedures set forth in FAR Part 15 will apply. USAID anticipates awarding a cost plus fixed-fee completion type contract, with a total estimated cost not to exceed $20 million.
Place of Performance: Indonesia.
Period of Performance: Five years from the award date, subject to the availability of funds.
Anticipated Solicitation Released Date: on or about September 28, 2015.
