ATTACHMENT B

This attachment contains responses to potential offerors’ questions received by e-mail which were inadvertently left out of Amendment 2.

Q1:The RFP lists a masteral degree requirement for Chief of Party and Deputy Chief of Party. Could equivalent training and work experience substitute for this requirement? Would USAID apply the Philippine Civil Service Commission recognition of the completion of the degree of Bachelor of Laws as appropriate for appointment in positions requiring a master’s degree – CSC MC 29 s.1995?
A1:Yes.
Q2:On page 92 of the RFP, the offeror is required to submit sufficient evidence of responsibility for the contracting officer to make an affirmative determination of responsibility in relation to:
--adequate financial resources to perform the contract, or the ability to obtain them
--ability to comply with the required or proposed delivery or performance schedule, taking into consideration all existing commercial and governmental commitments
--satisfactory performance record
--satisfactory record of integrity and business ethics
--possession of the necessary organization, experience, accounting and operational controls, and technical skills, or the ability to obtain them (including, as appropriate, such elements as production control procedures, property control systems, quality assurance measures, and safety programs applicable to materials to be produced or services to be performed by the prospective contractor and subcontractors)
--possession of the necessary production, construction, and technical equipment and facilities, or the ability to obtain them
--being qualified and eligible to receive an award under applicable laws and regulations.
--other certifications regarding e.g., anti-kickback, equal opportunity, affirmative action, nonsegregation, etc.

Will the submission of such evidence be contained in a profile of the offeror or are there certain certifications that must be obtained from the US government?

A2: Should the offeror be considered for award of the contract, the offeror must be able to provide the necessary documents to allow the Contracting Officer to make a responsibility determination.

Q3:Will audited balance sheets and profit and loss statements for the last two complete years, and the current year-to-date statements, be required for principal partners and subcontractors?
A3:The audited financial statements are required for the offeror and major subcontractors and shall be submitted as part of the cost proposal.
