Subject: Request for Proposals (RFP) No. SOL‐278‐14‐000013 USAID Schools for a Knowledge Economy Project (USAID SKEP) Amendment No. 2

The purpose of this Amendment is to revise the method for submission of proposals to eliminate submission of hard copy proposals and require submission of proposals by email ONLY. Hard copy proposals will NOT be accepted.

Accordingly, the subject RFP is hereby amended as follows:

Section L – Instructions, Conditions, and Notices to Offerors, L.7 – Receipt of Proposals and Delivery Instructions, delete in its entirety and replace with the following:

“L.7 RECEIPT OF PROPOSALS AND DELIVERY INSTRUCTIONS:

(a) Proposals submitted in response to this RFP shall be received in the following manner:

(1) Format for the technical proposal must be in MS Word, Times New Roman font size 12, text accessible. There is no specified font for graphics and charts.

(2) Proposals must be page numbered and contain a table of contents. The sections and annexes in the technical proposal must be listed in the table of contents.

(3) Offerors are instructed to submit via email all sections of your technical proposal in MS

Word readable format to aghanma@usaid.gov by the due date shown on the cover page of this RFP. When sending proposals by multiple emails, please indicate the desired sequence of multiple emails, if more than one is sent (e.g. “Technical Proposal, Part 1 of 3”). However, please note that it is preferred that you consolidate the various parts of the technical proposal into a single document. Each email has a limit of up to 10 attachments (5 MB limit per email).

(b) Closing Date and Time. All electronic proposals in response to this RFP must be received by the closing date indicated on the cover page of this RFP. Proposals must state that they remain valid for six months from the submission date.

‐2‐

(c) Technical Proposals must not make reference to pricing data in order that the technical evaluation may be made strictly on the basis of technical merit.

(d) Companies should retain for their records one copy of the proposal and all enclosures which accompany their proposal. To facilitate the competitive review of the proposals, USAID will consider only proposals complying with instructions set forth in Section L of this RFP.

(e) E‐mail Address. Proposals shall be sent to the following address: aghanma@usaid.gov.

(f) Submission of Alternate Proposals. All Offerors shall submit a proposal directly responsive to the terms and conditions of this RFP. If an Offeror chooses to submit an alternative proposal, they must, at the same time, submit a proposal directly responsive hereto for any alternate to even be considered.

(g) Government Obligation. The US Government is not obligated to make an award or to pay for any costs incurred by the offerors in preparation of a proposal in response hereto.”
