SECTION C – PERFORMANCE WORK STATEMENT

<Performance Work Statement to be developed by the offeror, based on the content of this RFP and inserted at the time of award>

[END OF SECTION C]

Page: 10

SECTION D – PACKAGING AND MARKING

D.1 AIDAR 752.7009 MARKING (JAN 1993)

a. It is USAID policy that USAID-financed commodities and shipping containers, and project construction sites and other project locations be suitably marked with the USAID emblem.

Shipping containers are also to be marked with the last five digits of the USAID financing document number. As a general rule, marking is not required for raw materials shipped in bulk (such as coal, grain, etc.), or for semi-finished products which are not packaged.

b. Specific guidance on marking requirements should be obtained prior to procurement of commodities to be shipped, and as early as possible for project construction sites and other project locations. This guidance will be provided through the contracting officer’s technical representative (COTR) indicated on the cover page of this Order, or by the Mission Director in the Cooperating Country to which commodities are being shipped, or in which the project site is located.

c. Authority to waive marking requirements is vested with the Regional Assistant Administrators, and with Mission Directors.

d. A copy of any specific marking instructions or waivers from marking requirements is to be sent to the Contracting Officer; the original should be retained by the contractor.

D.2 BRANDING AND MARKING POLICY

All USAID-funded foreign assistance (including programs, projects, activities, public communications, or commodities) must be communicated, promoted, and marked as coming from the American People through USAID. Specific communications and promotion measures must be described in the “Branding Strategy” and “Branding Implementation Plan,” and specific marking will be described in the “Marking Plan” for the contract. Branding and marking under this contract must comply with the USAID Automated Directive System Chapter 320 Branding and Marking (ADS 320) at http://www.usaid.gov/policy/ads/300/320.pdf.

D.3 CURRENT WAIVER

USAID/Iraq currently has a blanket waiver that allows the Contracting Officer to waive and Branding and/or Marking requirements under certain circumstances. The contractor must receive Contracting Officer prior, written approval to waive the Branding and/or Marking requirements for specific cases. The Contracting Officer will only waive specific instances on a case by case basis that clearly involve security concerns. The contractor’s request to waiver Branding and/or Marking requirements must contain sufficient specificity that clearly demonstrates a real and present security concern.

D.4 BRANDING

The name of the project:

The project name is Iraq Governance and Performance Accountability Project.

Translations to other applicable languages must be proposed by the contractor and approved by USAID as part of the Branding Implementation Plan.

How the materials and communications will be positioned:

In all project communications and materials the project will be referred to as USAID’s. In all public events and public communications the project will also acknowledge and make it visible and understandable that the project, all its activities and/or materials/deliverables are made possible by the American People. Any http://www.usaid.gov/policy/ads/300/320.pdf

Page: 11 materials and communications produced by any sub-contractor must follow USAID branding requirements.

The desired level of visibility:

The contractor must ensure that the project (as well as the fact that it is made possible by the American people through USAID) receives broad visibility not only among its beneficiaries and counterparts, but also among the general public. USAID’s experience in Iraq demonstrates critical importance and multiple opportunities for public outreach through information dissemination.

Any other organizations to be acknowledged:

Co-branding and co-marking of public communications with local partners, in particular municipal governments and partners in public-private partnerships, is allowable and encouraged in order to promote local ownership of the initiatives supported by USAID. Co-branding and co-marking is to be specified in the branding implementation plan and will require approval by USAID.

D.5 APPROVAL OF BRANDING IMPLEMENTATION AND MARKING PLAN

The contractor’s Branding Implementation and Marking Plan will be finalized and submitted for Contracting Officer approval prior to award. The contractor will follow the approved plan during implementation of this contract unless a waiver is requested and approved.

The contractor must conduct a Gender Analysis that will be used to develop a strategy and carefully monitor activity implementation to ensure that female and males benefit equally from contract activities. The Gender Implementation Strategy must identify triggers and mitigating factors that the contractor will undertake to address gaps or monitor project implementation to ensure that activities are addressing female and male needs in relation to equitable access to trainings and other planned interventions. Both are due within 90 days of contract award date with updates to the Gender Implementation Strategy annually with the annual work plan submission.

F.5.4 Conflict Sensitivity Analysis and Implementation Strategy

The contractor must ensure that conflict sensitive approaches are incorporated throughout implementation.

The contractor must ensure a ‘do no harm’ approach is integrated into activities to minimize potential negative impacts and maximize positive impacts. The contractor must analyze the two-way relationship between conflict and governance/decentralization, how conflict and emergency situations in the Iraq is adversely impacting capacity of IGPA to deliver services; while also identifying key strategies that governance interventions in the target provinces can mitigate these factors and effectively respond to population needs despite the potential constraints. Both are due within 90 days after contract award date with updates to the Conflict Sensitivity Implementation Strategy annually with the annual work plan submission.

F.5.5 Activity Monitoring and Evaluation Plan

The contractor must include an Activity Monitoring and Evaluation Plan (AMEP) that will describe how the project’s performance will be monitored. The AMEP must include an appropriate set of indicators to

Page: 15 accurately measure project outputs and outcomes. The contractor may draw upon relevant USAID standard indicators (http://f.state.sbu/Pages/Indicators.aspx) and develop custom indicators, as required. For each indicator, the AMEP must clearly identify data sources, frequency of data collection, collection methods, the party responsible for data collection, baseline information, and annual targets. The contractors must include costs of data collection, analysis, and reporting as a separate line item in their budgets to ensure that adequate resources are available. (203.3.5 Monitoring Activities/Implementing Mechanisms, Effective Date:

11/02/2012). In addition, the AMEP must include a narrative detailing: the planned staffing structure and resource allocation for M&E; how data collection, analysis and reporting of performance data will be managed under the project; how data quality assessments will be undertaken; how gender analysis will be incorporated into the M&E methodology; and how data will be shared and used to inform programming. The planned calendar of M&E activities must be presented in a Gantt chart. The resource allocation will appear as a separate line item in the proposed budget and correspond with the level of effort outlined in the AMEP.

A draft AMEP is requested in this solicitation as part of the evaluation, a finalized AMEP must be submitted within 45 days after the contract award date.

F.5.6 Baseline Political Economy Assessment (PEA)

The contractor must carry out a baseline country-level PEA that will draw upon a wide range of long-term factors (e.g., social, cultural, political, economic, etc.) to provide a deeper understanding of how targeted institutions and key stakeholders are motivated to behave and make decisions. The analysis also will draw upon current events to detail how they are impacting decisions and behavior. The analysis will document the norms of how targeted and influential institutions make decisions formally and informally that influence project outcomes. This understanding may provide some insight for why there is limited progress in the GOI’s efforts to improve service delivery, implement decentralization and public financial management. The resulting PEA must provide a nuanced understanding and enable IGPA to identify change agents and pathways to help it achieve its intended results. The contractor will carry out the baseline PEA in close coordination with the COR and the U.S. Embassy, which may want to participate in meetings with key stakeholders and review the proposed questions that the baseline PEA will explore. The PEA must identify opportunities for assistance activities to advance IGPA objectives, and risks to IGPA supported activities as a result of changes in government policy, processes and functions. The finalized assessment is due within 30 days after the contract award date.

F.5.7 PEA Updates

A national-level PEA update will be done six months after Provincial Elections in 2017 (Update 1) and six months after 2018 national elections (Update 2). Additionally, periodically IGPA will be requested to carry out PEAs by sector/institution or on a specific problem/issue. IGPA will coordinate closely with the COR to identify each PEA’s scope and purpose and to offer the U.S. Embassy an opportunity to participate with the PEA team, attend meetings with key stakeholders, review proposed questions that the PEA will explore, etc.

The national-level PEA report will serve as the Guide Book of local government in Iraq, which would guide strategic vision of the project in its implementation. During the period of IGPA implementation it is expected that the report will be a living document, and the contractor must keep updating it as appropriate (i.e.

whenever new legal reforms take place, old practices change, new models/approaches accepted and decentralizations takes its route).

F.5.8 Public Opinion Survey

The contractor must undertake a baseline, 120 Days after contract award date, and perception surveys and public opinion polls, on an annual basis, to measure changes in public perception of IGPA supported sectors, and measure their change relative to non-IGPA supported sectors. Building on insights from activity-supported Political-Economy analysis, public opinion surveys will focus on advancing the state of knowledge on how local governance accountability and performance can best be achieved through high-visibility, high-impact interventions. Surveys must be designed to break ground in terms of measuring and assessing the relationship between citizen participation in local decision-making and improved outcomes in terms of public financial management and use of resources to deliver needed services. The poll must also measure public awareness of USAID, its brand recognition, and associated attitudes.

F.5.9 Annual and Final Complexity-Aware Reports

The contractor will deliver as an appendix to the annual and final reports, an evaluation, using a complexity aware approach. The evaluations will be carried out with the understanding that USAID will use the findings for two purposes: the first is to inform future programming by better understanding the process of change or the causal linkages between public sector reforms and improvements in Iraqi governance. The second is to test the efficacy of complexity aware evaluations as a methodology that could be used in other USAID complex programs.

The Final Complexity Aware Report must be employ an “Outcomes Harvesting” approach, to document the most significant activity outcomes and the contribution made to these outcomes by the contractor. The final outcome harvest will review information from the AMEP, activity reports, sector assessments, and the public opinion surveys. While significant changes in survey data provide an interesting insight into Iraqi society, they cannot establish a link between the changes highlighted in the report and the activities undertaken by the contractor. By using an outcome harvesting approach USAID expects to determine changes that occurred in service delivery, public financial management, and monitoring/oversight outcomes, and the extent of the contribution made by IGPA activities to these changes in behavior.

F.5.10 Weekly Reports

The report must contain updates to the activity calendar covering a three week “look ahead period,” as well as a detailed description of planned activities for the week ahead. The report must also summarize outcome of activities from the preceding week, as well as news clips and media reports germane to IGPA supported sectors.

As circumstance warrant, the COR may instruct the contractor to provide atmospheric analysis in the weekly reports, commenting on trends, both positive and negative, in the operating environment (e.g., commenting on government decrees, passage of legislation, security events, public statements of influential politicians, or public demonstrations). The report must not be duplicative of information contained in media clips, quarterly reports, and will instead focus on analysis of programmatic themes and assumptions (e.g., those identified in the baseline Political Economy Assessment, the Sustainability plan, the Gender and Vulnerable Population Integration Plan, the Conflict Assessment, and the Public Opinion survey.)

The weekly report is due to the COR by opening of business the Sunday of each week.

F.5.11 Quarterly Performance Reports

The contractor must submit quarterly performance reports no later than 30 calendar days following the end of each standard USG fiscal quarter (i.e. October 30, January 30, April 30, July 30) to the COR and a copy to the Contracting Officer. Reports may be submitted electronically. Regardless of the start date of the contract all reporting will be adjusted to the USG fiscal year calendar.

The quarterly performance report will include details of major activities, achievements, media coverage and other public recognitions of IGPA in the Iraqi press and by Government of Iraq Officials, and an indicator data table. These reports will include progress toward achievement of milestones, the Annual Work Plan and success stories, as well as provide progress toward standard indicators for Operational Plan (OP), Activity Monitoring and Evaluation Plan (AMEP) and other USAID reporting purposes.

The contractor must develop quarterly at least four social media stories and at least two success stories that highlight beneficiaries, successes, progress, and activities. These must written and formatted in a manner that is ready for publication, requiring no substantive editing from USAID, and include a Arabic and English version, and as directed by the COR, include a Kurdish language version, with accompanying pictures and graphics that can be shared social media and other media outlets

The reports will include financial information on the expenses incurred, available funding for the remainder of the activity any variances from planned expenditures. This report will also include explanation of problems, delays or adverse conditions and actions taken or contemplated to resolve the situation, or any assistance needed to resolve the situation.
