Request for Proposals (RFP) No.: SOL-182-17-000001 Amendment Issue Date: November 10, 2016, 2016 Closing Date: December 12, 2016

SUBJECT: Request for Proposal (RFP) #SOL-182-17-000001, Amendment #01

Dear Prospective Offeror:

The purpose of this amendment is to respond to questions received, Q&A attached as annex to Amendment # 01.

USAID sincerely appreciates the time and effort it takes for local organizations to put together proposals in response to solicitations.

Sincerely, Sascha Kemper Regional Contracting Officer USAID/Kosovo

Question 1:

Does the Combined Synopsis/Solicitation under solicitation number SOL18217000001 contain requirements similar to a current contract? If possible, please provide the current contract number.

Or, is this a new requirement for the government?

USAID Response: This is a new requirement.

Question 2:

In L6 Instructions for the Preparation of the technical proposal – it states there is a 20-page limit and then goes on to list a required order of documents – the CVs of key personnel (not to exceed 2 pages each) is included in this list.

Are the key personnel CVs included in the 20-page technical proposal limit? Or should they be included as an annex?

USAID Response: CVs for Key personnel are within 20- page technical proposal limit.

Question 3:

In F7 Key Personnel – it states that the following positions have been designated as key personnel but positions TBD is written and no positions are described.

Is the organization preparing the proposal meant to propose the key staff or does USAID have positions in mind for the project?

USAID Response: The offeror must propose key personnel positions.

Question 4:

In the Past performance information sheet attachment there are 20 identified spaces for previous contracts/projects to be listed. Is the organization expected to list 20 past performances, and if many of their past performances are in the PPIRS how many should they list in the provided attachment?

USAID Response: Attachment 3 must be utilized only for contracts not in the Past Performance Information Retrieval System (PPIRS). Please list all applicable contracts in accordance with L.7 (d) requirements. The column fields are mandatory and the number of contracts included is up to Offerors.

Question 5:

The RFP states “the maximum amount of the contract (including costs and fee) is in the range of $1.9

- $2.4 million, subject to the availability of funds.”

Is this amount per year or cumulative for both year of the contract?

USAID Response: The range is cumulative for the duration of the contract.

Question 6:

Is there funding available at least for the first year of the contract? Said differently, will a contract be issues for certain if the Government received a technically-qualified offer?

USAID Response: Funding is available, but USAID reserves the right to reject any offer if such action is considered to be in the best interest of the Government.

Question 7:

Is there an incumbent that is currently performing the serviced solicited (or similar)? If yes, what is the company and their award amount?

USAID Response: See response under question #1.

Question 8:

Can past performance of the key personnel be used in the response (in addition to the past performance of the Prime Contractor and Subcontractors)?

USAID Response: Past performance must be submitted for the Offeror and major subcontractors (as applicable) and not for individuals.

Question 9:

This is solicited as a cost-plus- fixed-fee (CPFF) contract. What is the typical/acceptable fixed fee the Government expects?

USAID Response: Please consult FAR 15.404-4 Profit, regarding the acceptable fee.

Question 10:

The RFP makes reference to “investigim.al operated by the Association of Journalists for Justice that USAID helped establish.”

Was there a contractor involved with this effort? If so, which firm?

USAID Response: Chemonics assisted in the establishment of investigim.al.

Question 11:

The RFP states that “HIDAA must manually scan all public officials’ declarations in a simple system that USAID helped establish about ten years ago”.

Was there a contractor involved with this effort? If so, which firm?

USAID Response: Casals & Associates assisted with the establishment of the HIDAA document management system.

Question 12:

Section (c) Part 3 – Evidence of Responsibility states “However, in the case of a small business offeror, the Contracting Officer will comply with FAR 19.6.”

Does this imply that small business Offerors are exempt from having to complete and deliver the seven items listed in this section?

USAID Response: All offerors have to provide the information required by section L.7 (c) 1 through 7.

Question 13:

Section (g) Part 7 – Portions of Section K not Available Online states “Offerors must submit those portions of Section K not available online in this section.”

Is this requirement met if we have an active SAM registration?

USAID Response: If there are additional representations and certifications in the solicitation document that offeror has not already responded to in www.sam.gov, then copy and paste those representations and certifications into a MS Word document, complete as appropriate, and submit with your offer.

Question 14:

14. Is it University from Canada eligible to participate in this solicitation?

USAID Response: Only entities falling within USAID’s authorized geographic code 937 are eligible. The geographic code 937 includes the United States, the recipient country, and developing countries other than advanced developing countries, but excluding any country that is a prohibited source.
