SOL-182-11-000003 PLGP – Q&A for Amendment #3

30. Page 89, 2) Draft First Year Annual Work Plan Please confirm that the Draft First Year Annual Work Plan is an ANNEX, as this point is not stated in the relevant paragraph on page 89.

It is an Annex. Clarification is added to the RFP.

The requirement to submit a Draft First Year Annual Work Plan has been removed from the RFP entirely. It is not a required document for the proposal review. RFP has been revised to reflect this deletion.

74. Does the 35-page limit on the technical approach include the 2-page executive summary?

Yes, the 35-page limit included the 21 page executive summary.

76. USAID confirms in its answer to question #30 that the work plans (specifically the first annual work plan) is an annex to the technical proposal and lists them as such in the list of annexes in section L.7(b). However, in section L.7(c)I.d of the revised RFP USAID the revised language suggests that both the life-of-project summary and Year 1 work plans should be part of the technical proposal, striking the language stating that they are to be annexes. In section L.7(b), by fact of not marking the two work plans with an “EX” USAID also indicates that the two sections will count against the 35 page limitation. Please clarify whether the work plans are to be annexes to the technical proposal or part of the technical proposal. Also, considering the length of draft work plans, would USAID kindly consider determining that the work plans should be annexes and will not count against the page limit?

The Offeror will provide a draft summary Life of Project Work Plan (LoPWP). For technical proposal organizational purposes, the Offeror shall submit it as an annex to the technical proposal. This annex does count against the page limit.

The requirement for a Draft First Year Annual Work Plan as an annex has been removed from the RFP. USAID does not require a Draft First Year Annual Work Plan as part of proposal submission.

77. Per section L.7(b) of the revised RFP the 1-page Innovations Summary remains an annexed document, but by fact that it is not marked with “EX” it appears that it will count against the 35 page limitation for the technical proposal. It is unusual for an annexed document to count against the page limit. Would USAID please clarify and kindly determine that as an annex the Innovations Summary annexed will not count against the page limit?

The one-page Innovations Summary is an annex that counts against the page limit.

78. AIDAR 752.226-2 states that it is to be included in accordance with AIDAR 236.7007, which states that it is to be included in contracts and modifications of which more than $500,000 is to be funded from appropriations cited in Section 706.302-71(a)(1). As indicated below, it appears that the appropriations cited therein refer to development assistance and assistance for famine recovery and development in Africa. Given that this program is covering Albania, it appears that this procurement may not be funded through the cited appropriations, which would seem to be an appropriate exception to this requirement. Could you please confirm that the funding for this procurement has not been made through the specified appropriations, and therefore offerors would not be required to subcontract 10% of the funding to Disadvantaged Enterprises?

(2) Except to the extent otherwise determined by the Administrator, not less than ten percent of amounts made available through the appropriations cited in paragraph (a)(1) of this section for development assistance and for assistance for famine recovery and development in Africa shall be used only for activities of disadvantaged enterprises…

AIDAR Clause 752.226-2 is deleted from the RFP.

79. In the revised RFP, Section L.7.b.V. Annexes requires both work plans, the project staffing structure and the innovations summary to be included in the 35 page limit. Both work plans require large amounts of information that will require multiple pages of text.

Would USAID reconsider excluding all annexes from the page count?
