Pre-Proposal Conference
SOL-169-17-000002
Competitiveness Systems Strengthening (CSS) Activity
January 5, 2017
General Overview
Due date February 9, 2017 at 4pm Serbia time The contract type is Cost Plus Award Fee.
Period of performance is four years.
Contract range $12 to $14 million All types of organizations are eligible to compete.
The place of performance is Serbia.
Objective The purpose of the CSS activity is to enable Serbian SMEs to upgrade and become more competitive in local, regional and international markets. This will be achieved through one main objective, which is to increase the competitiveness of selected value chains within the selected sector.
What are we looking for?
TECHNICAL PROPOSAL EVALUATION FACTORS :
1. Sector Analysis and Selection food, metal, wood, or other….. if justified by:
strong local leadership and interest;
local, regional and international opportunities for market growth;
resources and opportunities available in Serbia;
potential for attributable donor impact;
potential for interventions to yield sustainable improvements in the institutional framework for SME development;
the potential for benefiting a large number of SMEs.
NOTE: we will evaluate quality and soundness of sector analysis and selection (M.2.1)

2. Implementation Approach articulate the theory of change;
how the approach will lead to achievement of goals.
3. Partner Selection proposed approach and methodology;
Partners’ interest and ability to contribute.
4. Staffing and Management Plan staffing methodology, composition, organizational structure; and explain the rationale;
proposed roles and technical expertise (including key staff).
5. Institutional Experience in managing projects of similar size, scale, complexity
NOTE: we will evaluate quality of proposed implementation approach and TOC and how likely it will lead to achievement of contract goals/objectives We will also evaluate quality of proposed local partner selection approach/methodology and how likely these will lead to ability to contribute to implementation of activity in meaningful/sustainable way We will also evaluate against quality of management and staffing plan and extent to which it properly delineates processes, approaches and staff necessary to accomplish Section C requirements Will also evaluate quality and quantity of experience

Award process Offerors submit their proposal by following solicitation instructions, Section L of RFP Proposal must be sent electronically to Branislav Bulatovic at e-mail bbulatovic@usaid.gov and Albert Rexhepi at email arexhepi@usaid.gov USAID reviews proposals in accordance with evaluation criteria, Section M of RFP.
