52.212-1 Instructions to Offerors - Commercial Items. (JUL 2013)
(a) North American Industry Classification System (NAICS) code and small business size standard. The NAICS code and small business size standard for this acquisition appear in Block 10 of the solicitation cover sheet (SF 1449). However, the small business size standard for a concern which submits an offer in its own name, but which proposes to furnish an item which it did not itself manufacture, is 500 employees.
(b) Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. Offers may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. As a minimum, offers must show-
(1) The solicitation number;
(2) The time specified in the solicitation for receipt of offers;
(3) The name, address, and telephone number of the offeror;
(4) 52.204-10, Reporting Executive Compensation and First-Tier Subcontract Awards (FEB 2012) (Pub. L. 109-282) (31 U.S.C. 6101 note).
(5) Terms of any express warranty;
(6) Price and any discount terms;
(7) "Remit to" address, if different than mailing address;
(8) A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall complete electronically);
(9) Acknowledgment of Solicitation Amendments;
(10) Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information); and
(11) If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation.
Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.
(c) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.
(d) Product samples. When required by the solicitation, product samples shall be submitted at or prior to the time specified for receipt of offers. Unless otherwise specified in this solicitation, these samples shall be submitted at no expense to the Government, and returned at the sender's request and expense, unless they are destroyed during preaward testing.
(e) Multiple offers. Offerors are encouraged to submit multiple offers presenting alternative terms and conditions or commercial items for satisfying the requirements of this solicitation. Each offer submitted will be evaluated separately.
(f) Late submissions, modifications, revisions, and withdrawals of offers. (1) Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that offers or revisions are due.
(2)(i) Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is "late" and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and-
(A) If it was transmitted through an electronic commerce method authorized by the solicitation, it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of offers; or
(B) There is acceptable evidence to establish that it was received at the
Government installation designated for receipt of offers and was under the Government's control prior to the time set for receipt of offers; or
(C) If this solicitation is a request for proposals, it was the only proposal received.
(ii) However, a late modification of an otherwise successful offer, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.
(3) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.
(4) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.
(5) Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers. Oral offers in response to oral solicitations may be withdrawn orally. If the solicitation authorizes facsimile offers, offers may be withdrawn via facsimile received at any time before the exact time set for receipt of offers, subject to the conditions specified in the solicitation concerning facsimile offers. An offer may be withdrawn in person by an offeror or its authorized representative if, before the exact time set for receipt of offers, the identity of the person requesting withdrawal is established and the person signs a receipt for the offer.
(g) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
(h) Multiple awards. The Government may accept any item or group of items of an offer, unless the offeror qualifies the offer by specific limitations. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified. The Government reserves the right to make an award on any item for a quantity less than the quantity offered, at the unit prices offered, unless the offeror specifies otherwise in the offer.
(i) Availability of requirements documents cited in the solicitation. (1)(i) The GSA Index of Federal Specifications, Standards and Commercial Item Descriptions, FPMR Part 101-29, and copies of specifications, standards, and commercial item descriptions cited in this solicitation may be obtained for a fee by submitting a request to-

The offeror shall enter, in the block with its name and address on the cover page of its offer, the annotation "DUNS" or "DUNS +4" followed by the DUNS or DUNS +4 number that identifies the offeror's name and address. Section B - Scope of Work
I. INTRODUCTION
The USAID mission in Bosnia and Herzegovina (BiH) is soliciting proposals from organizations or individuals with experience providing professional Social Media Consultant services to help the mission develop, implement, and evaluate an organization-wide social media strategy that will raise awareness of USAID’s programs in BiH, deliver traffic to USAID/BiH’s website, and increase two-way communication with the public.
II. USAID/BiH BACKGROUND
USAID’s democracy programs strengthen BiH’s democratic institutions while increasing citizen engagement in governance, focusing primarily on the areas of rule of law, good governance, and civil society. USAID economic growth programs improve economic opportunities and promote a business-friendly environment by supporting BiH efforts to increase competitiveness and productivity, attract investment, and reform economic policy.
USAID/BiH manages a complex and strategically important assistance portfolio, focused on creating a more stable country closer to Euro-Atlantic integration through two mutually reinforcing development objectives – democracy and governance, and economic growth. In FY 2013, the Mission's operating year budget (OYB) was $34 million (M). The USAID development program comprises 34 active assistance awards with a total multi-year portfolio value of $140M.
These programs are implemented by fifty-one (51) staff, including eight (8) U.S. Direct Hire (USDH) employees, two (2) U.S. Personal Services Contractors (USPSCs), and forty-one (41) Foreign Service Nationals (FSNs). Staff units consist of two technical offices (Economic Growth, and Democracy and Governance) and three support offices (Financial Management, Program and Project, and Executive).
III. NATURE OF SERVICES REQUIRED
A. Project Background and Approach:
USAID/BiH uses social media as a broadcast mechanism to distribute traditional content. As Facebook users expect to not only learn about what USAID is doing in this country, but to participate in two-way discussion too, USAID/BiH is interested in advancing and expanding its use of social media to create a participatory online experience with its stakeholders. USAID is therefore seeking Social Media Consulting services to develop and implement a results-oriented social media strategy for that at a minimum will achieve the following:
• Improve internal communication; help to rethink the relationship between USAID staff, and our projects and implementers;
• Improve understanding of USAID staff and partners of the potential impact of social media to make social media an aspect of USAID's organizational culture;
• Increase contributions and participation from all sections of USAID/BiH to ensure the mission effectively uses its social media accounts to communicate with development stakeholders;
• Establish a high-impact strategy, system and implementation plan for governing USAID/BiH’s everyday social media efforts and tied to accomplishing the mission's overall outreach goals:
• Amplify online engagement and communication to take full advantage of the two-way nature of the medium; and
• Deliver a measurable return on USAID/BiH’s social media investment.
B. Scope of Work to be Performed:
The Social Media Consultant(s) must have the skills and experience necessary to achieve the project goals outlined in Section A. Project Background and Approach. The scope of work to be performed includes:
Social Media Strategy Consulting Services
1. Data Collection and Analysis:
a. Social Media Audit: Field work and report writing for the first phase of work is expected to require approximately 5-10 days. The Social Media Consultant will perform on-site visits with the USAID/BiH team to gain an understanding of USAID/BiH’s core development goals, social media goals, and current social media efforts.
b. Full-day, hands-on, interactive workshop: Using the Social Media Audit as a starting point, conduct a USAID/BiH Mission full-day social media strategy session that will:
i. Define the social media goals for the Mission;
ii. Determine the social media tools that will advance those goals;
iii. Create a common social media narrative and voice;
iv. Identify proper management and oversight structures; and
v. Establish agreed-upon measurements of success.
2. Social Media Strategy and Implementation Plan: The Social Media Consultant will conclude with a deliverable strategy document that provides an actionable blueprint for USAID/BiH that:
a. Provides an integrated social media strategy, aligned to USAID/BiH’s existing organizational objectives, that uses social media techniques to increase visibility, membership and traffic.
b. Leverages and strategically utilizes the power of social media to establish a two-way participatory internet experience with stakeholders.
c. Establishes a “Learning” plan to follow-up, evaluate and gauge progress; and adjust strategies and tactics over time.
d. Identifies from all potential success metrics the correct set of robust, true, useful, and understandable social media metrics and tools for USAID/BiH to chart REAL social media progress.
e. Identifies USAID/BiH’s social media staffing, coaching and training needs to effectively implement a strategy that includes regular and timely interactive engagement.
f. Maps how USAID/BiH can achieve self-sufficiency with its social media implementation well into the future.
g. Also includes the following elements:
i. Common overall narrative and voice that the Contractor will propose for the USAID/BiH mission linked to the macro message for the mission.
ii. Identification of target audience segments to be reached to accomplish USAID/BiH’s social media goals.
iii. Recommended actions or attitude and/or behavior changes USAID/BiH should seek from target audience(s) to adopt as a result of social media outreach.
iv. Results-oriented messaging strategy that prompts positive participatory stakeholder behavior.
v. Analysis of how social media will increase awareness among key target audiences of the host country's partnership with the United States, particularly around foreign aid and economic development.
vi. Discussions of how social media will enable USAID/BiH to inform, inspire, and ultimately persuade audience members to engage in actions that support U.S. development objectives.
vii. Plan for how USAID/BiH will use official content produced by the Agency’s sources or non-official content from public sources to impart messages to audiences and to set up opportunities for two-way engagement with them.
viii. Suggestions and recommendations on the best approaches to inspire local online communities to generate their own unique content in support of U.S. development programs.
ix. For content that cannot be curated from other sources (i.e. identified, selected for applicability to
USAID/BiH’s goals, and linked to or re-published), advice on how USAID/BiH should create compelling original content.
x. Detailed section discussing delivery methods for content including:
• How content will be delivered to the identified audience segments.
• The kinds of platforms--and which platforms specifically—do the identified audience segments use to communicate with one another and to exchange information.
• The “Voice” that needs to be established for USAID/BiH on-line communications that balances between the official nature of government communications and the personal nature of social media.
• How the various social media platforms will be used distinctly—yet in mutually reinforcing ways—to buttress the overall social media effort.
• The approach and methods the Consultant will propose to deliver content in ways that spark conversations and engagement with and amongst audiences.
xi. Discussion based upon the Consultant’s research on how the use of social media will strengthen relationships and outreach with important organizations, individuals, and networks of individuals.
xii. Proposed strategies to create more opportunities for USAID/BiH to play an appropriate role in important conversations occurring online, whether they occur within U.S. Government-managed space or those operated by third parties (e.g. the websites of local or national news outlets).
Social Media Strategy Implementation and Coaching
3. Implementation and follow-up support: USAID/BiH acceptance of the final Social Media
Strategy and Implementation plan will seamlessly initiate the second phase (phase 2) of work.
During this phase, the contractor will provide eighty (80) hours of consulting, and coaching services aimed at implementing and fine-tuning USAID/BiH’s Social Media Strategy to implement and maintain the strategy as well as fine-tune what is and isn’t working.
IV. SCHEDULE
USAID/BiH is requesting the Consultant address in its proposal the timing to fulfill the key events keeping in mind that USAID/BiH wishes to have a completed final Social Media Strategy no later than April 30, 2014. The eighty (80) hours of strategy implementation and support will start two weeks after the assessment and may be drawn upon through July 31, 2014.
Proposed timeframe:
• Planning and Preparation, including questionnaires, surveys and analysis (February/March 2014)
• Field Work, Social Media Audit and hands-on, interactive workshops (March 2014). The results of the Social Media Audit will be delivered and discussed at the out-briefing on the last day of field work.
• Prepare Draft Strategy and Implementation Plan. (Delivered to the USAID/BiH Mission two weeks after the completion of field work. Mission Comments will be returned within two weeks.)
• Final Strategy and Implementation Plan (delivered to the Mission one week after comments are received, by April 30, 2014).
• Eight (80) hours of follow-on coaching and implementation support (April – July 2014).
V. OVERSIGHT AND SUPPORT
A Social Media Oversight Committee (SMOC) composed of staff from each section of USAID/BiH will be formed prior to commencement of work by the Social Media Consultant. The SMOC will be responsible for reviewing, vetting and approving all deliverables in a timely manner. The chair of the SMOC will be the USAID/BiH Program Officer, who will provide final approval and/or comments within two days of delivery by the Consultant of the final Social Media Strategy and Implementation Plan, provided that page limits are adhered to. In addition to oversight, the following logistical support may be available:
• Photocopies and limited document reproduction services. A request for all required services must be arranged 30 days in advance of the workshop to ensure that documents will be made available.
• Stationery and office supplies for Interactive Workshop. A request for all required supplies must be arranged 30 days in advance of the event to ensure availability.

A five-day workweek is authorized in Bosnia Herzegovina; telephone and video-conference facilities are available at the USAID/BiH for any communication or planning in advance of arrival in to Sarajevo.
VII. REQUIRED EXPERIENCE

Section C - Evaluation Criteria
52.212-2 Evaluation - Commercial Items. (JAN 1999)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
1. Demonstration of a clear understanding of organizational concerns, operating context, and outcomes desired (25%).
2. Degree to which the offeror uses creative and innovative approaches to achieving the objectives of this activity (30%).
3. The breadth and relevance of prior experience of the organization or consultant (30%).
4. Oral presentation of the creative concept and the presentation’s ability to convey: a) the strategic thinking behind the concept; and b) the offeror’s ability to implement the proposed approach to achieve the stated objective (15%).
Technical and past performance, when combined, is significantly more important than the price related factors. However, the perceived benefits of the higher priced proposal must merit the additional cost.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

Section D - Contract Clauses
52.212-4 Contract Terms and Conditions - Commercial Items. (SEP 2013)
(a) Inspection/Acceptance. The Contractor shall only tender for acceptance those items that conform to the requirements of this contract. The Government reserves the right to inspect or test any supplies or services that have been tendered for acceptance. The Government may require repair or replacement of nonconforming supplies or reperformance of nonconforming services at no increase in contract price. If repair/replacement or reperformance will not correct the defects or is not possible, the Government may seek an equitable price reduction or adequate consideration for acceptance of nonconforming supplies or services. The Government must exercise its postacceptance rights-
(1) Within a reasonable time after the defect was discovered or should have been discovered; and
(2) Before any substantial change occurs in the condition of the item, unless the change is due to the defect in the item.
(b) Assignment. The Contractor or its assignee may assign its rights to receive payment due as a result of performance of this contract to a bank, trust company, or other financing institution, including any Federal lending agency in accordance with the Assignment of Claims Act (31 U.S.C. 3727). However, when a third party makes payment (e.g., use of the Governmentwide commercial purchase card), the Contractor may not assign its rights to receive payment under this contract.

The Contractor shall proceed diligently with performance of this contract, pending final resolution of any dispute arising under the contract.
(e) Definitions. The clause at FAR 52.202-1, Definitions, is incorporated herein by reference.
