The estimated cost of this activity is $.
(2) Nature and/or description of the action being approved: This is a sole source brand name procurement action in accordance with the simplified acquisition procedures set forth in the Federal Acquisition Regulation (FAR) 13.106(b)(1). This is a local procurement for supplies and services up to $250,000.00, carried out in accordance with the Agency for
International Development Acquisition Regulation (AIDAR) 706.302-70(b)(2), authorized by 40 U.S.C. 474. The solicitation will be distributed to all responsive and responsible sources available locally.
(3) A description of the supplies or services required to meet the Mission 's needs: 28 Dell
Optiplex 790 workstations and 6 Dell Ultrasharp U2412M 24" monitors with LED for
USAID/Bosnia-Herzegovina program and administrative support staff. The specification of the workstations is an integral part of the solicitation package.
(4) An identification of the statutory authority permitting other than full and open competition: 41 USC 253(c)(1), FAR 6302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.
(5) A demonstration that the proposed contractor's unique qualifications or the nature of the acquisition requires use of the authority cited: Brand and model have been selected due to compatibility and configuration reasons.
Compatibility: Since the beginning of the mission USAID/BiH has been using DELL workstations and we are in possession of a number of spare parts for DELL workstations.
Previous purchases were conducted once a year in accordance with the FAR Part 13.106-
1(c)(1). We currently have 45 DELL workstations. Brand name purchasing ensures consistent configuration and interchangeability of spare parts.

Configuration: USAID BiH has already prepared standard USAID computer image for this model. Therefore, deployment of these new workstations would be more time-effective than if we change a model now.
(6) A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable: Based on the information obtained from the manufacturer web site, the authorized Dell dealers in Bosnia-Herzegovina are DISTI d.o.o. and KIMTEC d.o.o.
Until recently, and for a few years, DISTI was the only locally available dealer of Dell equipment. Both companies will be solicited to provide their price quotation. This justification, along with the solicitation package will be posted on the GPE on the date of solicitation, in accordance with the FAR 6.305. Synopsis is not required pursuant to the authority set forth under AIDAR 705.202(b).
(7) A determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable: The award will be made to the responsive and responsible contractor with the most competitive price. The price will be determined fair and reasonable based on the price comparison, USAID/BiH historical data and market research.
(8) A description of the market research conducted and the results: Market research is a continuing effort and commitment of USAID/Bosnia-Herzegovina contracting activity and other parties, such as the Mission's IT Department and Program Offices as applicable.
Based on the Internet research, consultations with collocated Department of State counterparts, personal knowledge and informal collecting of information about the brands and sources that would meet USAID requirements, especially the speed and capacity-wise, it has been reasonably determined that Dell, as the only one responsible source will be solicited.
(9) Any other facts supporting the use of other than full and open competition: Warranty and maintenance of locally purchased brand name workstations: when purchasing brand name computer equipment from local dealers, the warranty terms provide for a continuous availability of spare parts and services free of charge under the manufacturer warranty period. Under all other circumstances, part found defective under warranty are replaced free of charge, but shipping and handling costs are not covered under the warranty and will be charged to the purchaser.
(10) A listing of the sources, if any, that expressed, in writing, an interest in the acquisition:
This information will be available after the solicitation closing date. Two reasonably known sources are Sarajevo-based DISTI and KIMTEC.
(11) A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: If the conditions on the local market as well as interoperability and compatibility between different brands change, the barriers for full and open competition will be removed.
USAID/Bosnia-Herzegovina conducts market research on a regular basis, and, in consultations with authorized Agency personnel, determines the nature and level of competition for computer equipment purchased in support of its programs in the field.
(12) Contracting officer certification that the justification is accurate and complete to the best of the contracting officer's knowledge and belief.

FROM li D E ti OffAd G i tt: nan ja ov epu y xecu ve icera c, THROUGH: Phillip M. Cherry, Supervisory Executive Officer `3
SUBJECT: Purchase of new workstations - Brand name justification
USAID mission Bosnia & Herzegovina needs to buy 28 workstations to replace outdated hardware.
Selected brand and model is Dell Optiplex 790.
Brand and model justification is due to compatibility, configuration and maintenance issues.
Compatibility: Since the beginning of the mission USAID BiH has always been using DELL workstations and we are in possession of number of spare parts for DELL workstations. We currently have 45 DELL workstations. This ensures consistent configuration and interchangeability of spare parts.
Configuration: USAID BiH has already prepared standard USAID computer image for this model.
So, deployment of these new workstations would be a lot easier than if we change a model now.
Maintenance: USAID BiH has been cooperating with company named DISTI who is DELL dealer for Bosnia & Herzegovina. We are very happy with their service and responsiveness.
