Second Round Q&A_SOL-167-16-000021 Transparent, Effective and Accountable Municipalities (TEAM) activity in Kosovo

SECOND ROUND QUESTIONS AND ANWERS (Q & A) SOL-167-16-000021

Q.1 Questions and Answers (Q&A) SOL-167-16-000021, Page 2, A.6: USAID states that “[It] believes that 40 pages are sufficient to submit the Technical Proposal including; Cover Page [emphasis added], Executive Summary, Table of Content, Acronyms and CVs for Key Personnel.” On page 73 of the revised RFP, however, USAID only lists the cover letter, executive summary, table of contents, technical proposal, and CVs for key personnel as components of the technical proposal. Would USAID please confirm that while a cover letter is subject to the 40 page limit, a cover page is not subject to the same limit?

A.1 Only a cover letter is required. If an offeror decides to provide a cover page as well that will also count to the 40 page limit.

Q.2 Would USAID please confirm that Offerors may use dividers to separate sections of their technical proposal and that those dividers will not count towards the 40 page limit?

A.2 Offerors are required to submit only electronic copies via email, so dividers are not required and will be count towards the 40 page limit.

Q.3 Questions and Answers (Q&A) SOL-167-16-000021, Page 6, A. 28: In the first round of questions, Q.28 asked if USAID would require subcontractors to submit Evidence of Responsibility and Section K. USAID answered, “Evidence of Responsibility is not required for subcontractors. It is prime contractor’s responsibility to conduct the responsibility determination for their subcontractors.” Would USAID please confirm that Section K is also not required from subcontractors?

A.3 Correct, Section K is not required from subcontractors

Q.4 Does USAID anticipate the disposition of vehicles from other projects to the TEAM

Activity or should Offerors budget vehicles according to their technical approach?

A.4 No, at this moment, we do not anticipate that USAID will have vehicles available for disposition for TEAM program.

Q.5 Can USAID confirm that the World Bank will continue to support the development and implementation of the e-procurement system developed under its Public Sector Modernization Project beyond December 2016?

A.5 This year, World Bank is undergoing development of their 5 year strategy. USAID, up to now, has not been able to obtain, from WB, their future plans, related to continuation of their engagement with support to e-procurement in Kosovo, after their current project (PSMP) will be completed on December 2016.

Q.6 Can USAID confirm that the $350,000 specified in the RFP to support creation of the Contractor Past Performance Records system should be included within the TEAM activity’s Support Fund?

Second Round Q&A_SOL-167-16-000021 Transparent, Effective and Accountable Municipalities (TEAM) activity in Kosovo

A.6 Yes, the amount of $350,000 for PPIRS should be included within the TEAM activity’s

Support Funds.

Q.7 Section L.6 of the revised Kosovo TEAM RFP (page 73) no longer allows for a cover page to be submitted as part of the technical proposal. Please confirm that offerors may include a cover page to their technical proposal that does not count against the page limit.

A.7 Please see answer A.1.

Q.8 Due to the risk associated with the managing of the GUCs, can the government confirm that the inclusion of a modest management fee is allowable?

A.8 Management of Grants Under the Contract are inherently linked to the development objectives of the TEAM activity, thus cost of their management should be incorporated in the overall cost structure which has already a fee factored in the proposed total award fee, so no additional fee will be paid for the management of Grants Under the Contract.
