RECOMMENDATIONS
2 KOSOVO NOA: APPENDIXES TO MAFRD STRENGTHENING ADVISORY AND TECHNICAL SERVICES
We recommend Extension making budget for an IT department to assist the overall organization and
Extension Advisors. Ideally all web functions of the MAFRD should fall under this department so connectivity and navigation would be paramount. Specific functions to consider are:
Internal electronic communication --- Extension needs to be connected electronically and all advisors and staff should have internal email accounts. This will facilitate communication and task sharing.
Software such as Microsoft Outlook would be an option to consider. The IT department would need to maintain a server holding the communication database.
Web design ---- Extension needs a webpage and it needs to link to all municipalities and departments.
This webpage should also be linked to MAFRD sites for easy navigation.
Computer and software support --- this department could support all extension advisors with hardware and software issues. Each advisor will need computers and software and this department can provide leadership to uniformity and functionality. Microsoft professional office suite, Adobe Acrobat, Quicken, Quickbooks and photo editing software are some of the programs that will be needed. IT could maintain all of the licenses and coordinate equipment.
Other electronic equipment --- maintain equipment lists and prices to support advisors with projectors, screens, cameras, and other necessary equipment. Interns that succeed well will be great candidates to fill Extension Advisor jobs in the future or other leadership roles in the Ministry.

SECTION 1. TEST DEMONSTRATION FARM PROGRAM
OPERATING PARAMETERS
Test Demonstration Farm Program “Operating Parameters”
Beginning Steps
The Kosovo Extension Service will have the responsibility to promote the Test Demonstration Farm
Program throughout Kosovo. Extension Advisors will promote this program in their respective villages and municipalities. Farmers interested in being considered as cooperating farmers will need to complete the form titled “Preliminary Information Relating to Potential Test Demonstration” form
(found in Appendix 2, Section 2) to be considered for the program. Extension Advisors can assist farmers in completion of these farms and Extension Advisors should solicit farmers to apply for this opportunity. These forms will need to be reviewed by advisors, the Extension Director, or other advisory groups or designees to select the specific farmers to participate in this program. It is imperative that good, outstanding farmers in the villages and municipalities be considered for program participation. The farmers selected for consideration should be representative of the village or municipality.
Once a farm is selected to participate and agrees to do so, the Extension Advisor should assist the farmer in completing the “Application For a Test Demonstration Farm” (found in Appendix 2, Section 3). The completed application will need to be submitted to the Extension Director, KIA
Director and the office of the Minister of Agriculture for approval. This will authorize payment of the cash incentive by the MAFRD and establish a record of collaboration between the farmer, Extension
Advisor, Extension administration, KIA and the Ministry of Agriculture.
Extension Advisor Responsibilities:
Once farmers are selected to participate; Extension Advisors will have significant roles to conduct the program at the farm level. The following items will be done by the Extension Advisor:
Gain an understanding of how the program works
Why do such a program
Promote the program to farmers
Solicit farmers to participate
Assist farmers interested in the program complete the form – “Preliminary Information Relating to
Potential Test Demonstration Farm Selection”
Assist in selecting farmers
Assist farmers that are selected to participate complete – “The Test Demonstration Farm” application
Assist farmers in completing the following forms (these are done annually for each test demonstration farm):

Gather soil samples for each field by crop on an annual basis
Obtain samples for each forage crop
Obtain samples for feed testing if livestock enterprises are part of the farming operation – done quarterly
Collect seed samples for seed purity and germination to be sent to KIA
Collect plant disease, pest, weed and insect samples for either distance diagnosis or laboratory diagnosis
Visit each test demonstration farm on a monthly basis. On each visit document the discussions and recommendations made by completing a farm visit report (report to be designed by Kosovo
Agriculture Extension Service) and document crop production and livestock production with digital photographs. Also document digitally building, facility, and machinery purchases and improvements
Assist farmers with completing the cash expenses and cash income report forms at the close of each year --- these records should be submitted to the Economic Analysis Unit for analysis
Make recommendations to farmers
Conduct educational programs using the demonstration farm as models of success
Document each visit on the demonstration farm

Provide training to Extension Advisors and farmers
Provide recommendations to Extension Advisors
MAFRD Responsibilities:
Provide financial support to Extension, KIA and the farmer
Provide cash incentive to participating Test Demonstration Farm Program farmer participants
Promote the program
General Comments:
Each Extension Advisor should have at least one Test Demonstration Farm in their area. If budget is available two demonstration farms should be considered.
Supporting Forms for the Test Demonstration Farm Program
Appendix 2, Sections 2 - 23 contain all of the necessary forms to document the program. These forms will allow Extension to initiate the program once approval is obtained. The specific forms and their use are as follows:
This program has been used for 60 years in the Tennessee Valley administered by The University of
Tennessee Extension. It began back in 1935. As time progressed the program was expanded and focused on varying components based on available technologies and needs. You can start with a very basic plan and expand as experience and technologies allow. I am supplying a separate document titled “The Story of Sam Dalton‟s Farm in the Tennessee Valley” which shares the history and conceptual idea that started this demonstration program in Tennessee.

Farm Business Chart Cash Grain and Cotton Farms
Success in farming is the result of many factors. Farm business studies show that the most important factors under the farmers control are the size of business, productions rates of crops and animals, labor efficiency and selection and combination of enterprises.
The chart below shows the range of the experience of resource management farmers with respect to production rates and labor efficiency.
The figure at the top of each column is the average for the best 10 percent of the farms in that factor.
The other figures in the column are the averages for the next best 10 percent, the 10 percent below that and so forth. Each column is independent of the others.
To compare your farm with other resource management farms, draw a line in each column to show the rank of your farm. Where is your farm located on this business chart? The more factors you excel in, the greater are your chances for success. How well do you stack up?

Purpose for Needs Assessment
To assess needs of the people of a village and municipality
To answer the question: What needs can be met through education?
To provide direction for Extension programs conducted in the municipality
What is Needs Assessment?
First things first
What is an Extension program?
What is a program?
An Extension program is a planned educational response to an identified need.
Should include different types of educational delivery methods and involves a mix of activities and/or projects.
Should be Incremental (not a one shot deal)
Two Kinds of Needs
Needs that are known: focus groups, surveys, observation, nominal group technique and interviews
Needs that are unknown: data indicators, investigative reporting and environmental scanning
Where to Start
What are the needs of people?

APPENDIX 4. ANNUAL
PLAN OF WORK
GUIDELINES
48 KOSOVO NOA: APPENDIXES TO MAFRD STRENGTHENING ADVISORY AND TECHNICAL SERVICES
Annual Plan of Work
Why should Extension Advisors do plans of work?
Good planning will better enable advisors to be proactive as they respond to local farmer and community needs. Planning allows the advisor to determine solutions to problems that can be solved through education. This process improves the ability of Extension staff to conduct quality impacting educational programs. Education is the key and the planning process results in staff developing lesson plans, coordinating events and activities that will improve the skills and management techniques of the farmers. Direct contact with the members of the community through educational programs will result in improved community sustainability.
Planning will require Extension Advisors to make decisions and determine specific actions steps to deliver, evaluate and report extension program efforts. Additional questions from farmers should arise as advisors meet the needs of local families. During the planning process advisors can identify partners and collaborators and determine what financial and physical resources are available and required to help conduct their programs. Specific goals of planning are:
Proactive in addressing identified needs
Focus on planned education
Identify resources available & needed
Organize the program development process
Promote collaboration and connection
Evaluate program development
For planning purposes, Extension Advisors should only plan approximately 60% of time. This will allow them to respond to other questions and issues that will arise during the year.
A plan of work should contain the following components:
Issue Statement
Outcomes
Action Plan
Planned Evaluation Methods
Partners & Collaborators
Resources
Issue
Extension advisors should perform a needs assessment to identify the main concerns of local farmers, agri-businesses and with the community. Local stakeholders along with advisory committees should be consulted. Community and government leaders should also be included ensuring that a wide diversity of audiences were included in data collection. Data indicators from government sources along with private sector and NGO organizations can also be sued. The focus should be on this question: “Why does this issue matter in your village or municipality and who says so?”
Outcomes
This section lists what solutions you hope to make, or otherwise stated, “What do you expect farmers to learn or do once they gain new educational skills?” Examples could be that crop yields will be improved, livestock production will increase, farm expenses will be lowered, and/or farm profits will increase. The outcomes should relate to the issue and if possible be measurable.
KOSOVO NOA: APPENDIXES TO MAFRD STRENGTHENING ADVISORY AND TECHNICAL SERVICES 49
Action Plan
The action plan allows Extension Advisors to create educational programming targeted to specific audiences. Advisors should include programs necessary to address the problems identified in the issue for each audience type. Those educational offerings should be specific and through their delivery they should enable advisors to measure progress toward the listed outcomes. Specific things to include are:
Focus on the education you are teaching first
Secondly, list activities and events that support the education offerings
Make the plans concise
Show the scope/size of your program
Organize all effort in a monthly timeline
Describe your target audiences and the number of audience members you expect to reach
Include the use of volunteers, partners, collaborators in the plans
Partners and Collaborators
This section includes who will be involved in the planning, delivery, and/or funding of the program.
This includes individuals, businesses, organizations and colleagues. Advisors should clearly define what the role is for each partner. This area also includes any multi-advisor program efforts (this could be from different villages or municipalities).
Resources
This section allows advisors to include extra support either financial or in-kind contributions. They can be from various sources (donations, grants, NGO support, user-fees, inventive programs, volunteer time, and free use of facilities or equipment, product donations).
Planned evaluation methods
The planned evaluation section lists how the advisor will process and measure the progress made by the targeted audience. Advisors should describe their evaluation program to state when the action will take place, what audience will be evaluated, what quantity of the audience will be included, and what specific action will the advisor do. Some of the types of evaluation methods include:
Observations --- if using this type, list what you will be looking for and how you will record (this is done to maintain data integrity and consistency)
Pre and post tests
Written surveys
Surveys obtained through email, phone calls, Show of hands
Contest or test results
Economic records
Measured increases in crop or livestock yield

REPORTING
RECOMMENDATIONS
KOSOVO NOA: APPENDIXES TO MAFRD STRENGTHENING ADVISORY AND TECHNICAL SERVICES 53
Crop Reporting Recommendations
We recommend future consideration of establishing a Kosovo Agricultural Statistics Service. This would be something to consider for future years and not in this two year recommendation. The web url listed below is the link to the Tennessee section of the United States Department of Agriculture
National Agricultural Statistics Service.
http://www.nass.usda.gov/Statistics_by_State/Tennessee/index.asp
Extension advisors would play an integral role in this system. Advisors would report on local conditions to a central department. Items such as soil moisture, stage of harvest, state of planting, rainfall data, and crop production are some of the items that the statistical service collects. Advisors would report on a weekly basis and generally this is done during the main growing season which would be April through October.

Advisory Councils
General Comments
I would recommend each Extension Advisor create an advisory council during the second year. These councils can serve as local stakeholders to help direct and guide educational programing. These individuals will become ambassadors for extension and aide in promoting the Kosovo Extension
Service and help community members be informed about programing options.
Purpose
To strengthen the community partnership to deliver quality educational programming at the village, municipality and national level.
Functions
Program Input and Direction
Extension promotion in the community
Leadership and assistance at field days and demonstrations
Leadership at local agricultural fairs
Public Relations
Fund Development
Council Structure
I would recommend the council to consist of seven members. The members would include three farmers, one farmer that is female or a female farm spouse, one local teacher, one agribusiness representative and one local government member.
Council members could serve for a three year term and then rotate off for at least one year. The council should elect a chief and a secretary. Councils could meet every quarter or every six months
(that will depend on the functionality of the group and local needs).

APPENDIX 8. INTERN
PROGRAM GUIDELINES
KOSOVO NOA: APPENDIXES TO MAFRD STRENGTHENING ADVISORY AND TECHNICAL SERVICES 57
Intern Program
Extension will benefit from implementing an Intern Program. During the mission we had two interns;
Betim Bresilla and Hajrullah Cakaj join us. Each of these young men experienced a learning opportunity of a lifetime. They made significant contributions to the mission and we witnessed the professional development each gained.
We recommend Kosovo Extension employ two to four interns each year. Preferably the interns would be students studying agriculture from local universities. The interns would be placed in the municipality of Extensions choice. The goal is to have the intern work with an Extension Advisor in one of the municipalities for their appointment time.
The contracts would be for short term six to eight week appointment. The interns should also receive some small compensation of salary. Each intern would work with one or two Extension Advisors and shadow their work efforts.
Minimum education qualifications for an Intern would be students who have completed at least three years of their college training. You could also consider candidates that have graduated and working on their graduate studies.
Interns that succeed well will be great candidates to fill Extension Advisor jobs in the future or other leadership roles in the Ministry.
