Context
Vision/Focus
Ukraine needs to transform the way its economy produces goods and services if it is to get back on its feet economically and stand up politically in the region.
Ukraine’s renewed commitment to an alliance with Europe requires the Government of Ukraine (GOU) to make extensive economic reforms to comply with European Union (EU) conditions for integration.

OBJECTIVE: The financial sector supports businesses of all sizes with products that serve a wide range of business needs

Overview of the Solicitation
• USAID/Ukraine anticipates awarding one cost plus fixed fee term type contract with a period of performance of five (5) years.
• Offerors are expected to submit Technical Proposal and Cost Proposal in accordance with the requirements described in the RFP.

CEP Goal
Economic transformation:
• New companies that would introduce competition in domestic market
• Emerging industries producing goods and services that could compete beyond Ukraine’s borders

CEP Purpose
To encourage startup businesses and small and medium sized enterprises (SMEs), increase domestic market competition, and support the competitiveness of Ukrainian firms in international markets.

• Assist new industries and SMEs to develop and compete
• Develop an export promotion capacity in the GOU

• Section F regarding deliverables is meant to be in harmony with Section C. Please let us know if you see any discrepancies.

Follow all RFP instructions carefully Pay close attention to Sections C, L, M Submit ALL required information

Technical Proposal
• Detailed instructions found in Section L.6 of the RFP
• Technical proposal should take into account requirements of the program and evaluation criteria found in the RFP
• The proposal must be written entirely in English
• The technical proposal is limited to 50 pages
• Any pages that exceed these limits will not be evaluated unless specifically stated in the RFP

Cost Proposal
• Detailed instructions found in section L.7 of the RFP
• Cost Proposal must be completely separate from the
Offeror's technical proposal
• Must be in English with cost estimates in US$ Dollars
• While there is no page limit, Offerors must provide the necessary detail and supporting information to address the solicitation requirements and to allow a complete analysis of each line item cost

• The cost proposal must be compatible with Excel, include all unlocked formulas, and be an unlocked spreadsheet that is not password protected
• The detailed narrative for the cost proposal must be in Microsoft Word, be readable, and be text accessible. It should describe the assumptions made as well as detailed explanations about how each proposed cost was estimated by line item
• Past performance is part of the cost proposal

Offerors must include a detailed budget and budget narrative that supports the proposed costs. The budget summary must be presented in the following format (see RFP for full template):

Submitting the Proposal
Proposals must be sent to mcapobianco@usaid.gov and eparinova@usaid.gov

Evaluation of Full Proposals
The evaluation of full proposals will be conducted in two parts:
I. The Technical Proposal will be evaluated by a technical evaluation committee (TEC)
II. The Cost Proposal, including past performance, will be analyzed by the Contracting Officer with cost realism input from the TEC
Technical and Cost Evaluation will be conducted in strict accordance per the guidance in section M of the RFP

Cost Proposal Evaluation
Each cost proposal will be evaluated, but will not be assigned a rating.
The Government will evaluate cost proposals in accordance with FAR 15.404.
Cost will not be evaluated on Offerors whose technical proposal is not deemed technically acceptable.

Selection and Award
• If the Contracting Officer determines that discussions are necessary, s/he will establish a competitive range composed of only the most highly rated proposals.
• In accordance with FAR 52.215-1(f), the Government intends to award a contract resulting from this solicitation to a responsible Offeror whose proposal represents the best value after evaluation in accordance with the factors as set forth in the solicitation.
