Question and Answer to the RFP Number: SOL-112-13-000006 Azerbaijan Trade Linkages and Agribusiness Strengthening (ATLAS) Activity

Question:As we are preparing our proposal in response to the subject solicitation, we wanted to bring to your attention that there is currently a very limited number of local professionals and what appears to be only one local firm with relevant WTO/trade experience that could contribute to the ATLAS project. This situation may make it difficult for USAID to have a broad competition with multiple bidders, within the USAID Forward guidelines. It also appears to be driving up costs beyond the justifiable or market rates as some bidders appear to be making extraordinary claims in terms of rates they are willing to present to USAID. May we suggest that USAID clarify that it prefers that local subcontractors selection be based on a local competitive procurement process after the award, against a reserved pool of budgetary resources for local firms (e.g. a plug). This will allow a broader group of local subcontractors and professionals to participate in the project and will ensure that USAID receives a cost-effective approach. USAID may also wish to clarify 1) whether all local staff should be within LCP and 2) whether USAID will accept a maximum escalation (e.g. 5%) over the most recent biodata rate. We believe such clarifications would result in a more competitive procurement and better value to the Government, and increased capacity for a broader group of local service providers that the prime would mentor over the duration of the project.
Answer:USAID is looking for competitive offers and is open to local subcontractors participating in the ATLAS Activity. All subcontracting should be based on a competitive procurement process to the maximum extent practicable, prior to or after the Award.

Generally, USAID expects a maximum escalation of 5% over previous compensation. At all times proposed compensation must be consistent with the Local Compensation Plan (LCP).
