SECTION C – DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

C.1 PURPOSE

The purpose of this Statement of Work (SOW) is to procure the services of public outreach support professional to provide a variety of inputs and services in support of activities related to the anniversary celebrations of 25 years of partnership between USAID and Armenia.

C.2 DELIVERABLES

The Contractor shall provide the following public outreach related inputs and services:

2.1 Highlights of the 25 year partnership

The contractor will review archival and other materials, to be provided, and capture the highlights and main success stories of the 25 year partnership. This will be presented via a fluent and high level descriptive narrative, and visually via photo stories and or a timeline with the highlights shown. The contractor will also capture these historical highlights and successes (1992 – 2017) in a ready to use speech for Mission Management.

2.2 Current or recent success stories

The contractor will review a selection of the Mission’s existing and/or recently ended activities (projects) and capture ten compelling success stories. Each should be innovatively packaged in a way that is easily digestible to lay audiences and clearly and compellingly conveys the positive impacts of USAID activities on either: the lives of ordinary Armenian citizens or families; the capacity and sustainability of Armenian organizations; or the effectiveness of Armenian institutions.

2.3 Partner and beneficiary interviews

The contractor shall conduct very brief interviews (translation will be provided where necessary) and develop approximately 25 short clips capturing beneficiary stories for publication and/or posting on social media or elsewhere. This content should be captured for publication or presentation either visually (in a short video clip) or in written format (up to five bullet points or up to one paragraph) as appropriate. The selection of interviewees will be informed by: the two deliverables specified above; consultations with relevant USAID Mission staff; and the contractor’s insights and discretion. Beneficiary stories will be collected in both Yerevan and the regions. It is anticipated that a significant number of interviews will be conducted during the “America on the Road” activity in the first two weeks of July 2017. Much of this content will be prepared in advance and will be ready to feed into the events and activities in September 2017 to celebrate the specific date of the 25th Anniversary of USAID assistance in Armenia.

2.4 America on the road

The contractor will provide close support for the planned America on the Road activities, which will take place in Yerevan and via two loops around the Northern and Southern regions of Armenia, during the first two weeks of July. The contractor will: 1) provide close logistical support as required; 2) assist on site to ensure the effectiveness and success of each USAID sponsored event; and 3) leverage opportunities during this concentrated period of public outreach activity, to capture narratives and visual content. This may include producing relevant press releases. Regarding the latter, specifically, the contractor will produce photographs and short video clips during the U.S. Embassy’s America on the Road activity, which will run in Yerevan on July 1, around a circuit in Armenia’s North on July 2-4, and in the South of Armenia on July 7-11. (Note: This will entail several consecutive days of regional travel and overnight stays).

The contractor will be expected to produce high quality photos and HD short videos (30-60 seconds max) for sharing on USAID Armenia’s Facebook page. Content will be saved to a laptop, and select photos and videos will be uploaded / posted, with the advice and assistance of the consultant, to social media on the day of shooting.

2.5 Quotes from former USAID leadership

The contractor will interview and collect memories from three former USAID Mission Directors.

Discretion is allowed as to the content and composition of these quotes -- e.g., whether they involve personal memories or recollections of important outcomes of USAID’s partnership with Armenian individuals, organizations, or institutions.

2.6 Blogs

Produce four blogs for publication by USAID Armenia during the six month period of performance. The subject of these blogs is to be determined in consultation with USAID. The following are illustrative examples of subjects for blogs: the completed Livelihoods Improvement through Fostered Employment (LIFE) activity which supported employment for persons with disabilities; the two ongoing rural economic development activities (PRP and ARDI); the ongoing activity in support of Armenia’s IT sector (ISTC); and the ongoing My Armenia tourism and cultural heritage activity.

2.7 25th Anniversary Celebration (September 2017) Similar to the support for America on the Road, the contractor will provide close support for the planned 25th Anniversary celebrations, to be held at a venue in Yerevan at a date in September to be determined. The contractor will: 1) provide close logistical support as required; 2) assist on site to ensure the effectiveness and success of the event; and 3) leverage opportunities during the event to capture narratives and visual content. This may include assisting with a press release.
