STATEMENT OF WORK - Dosimeters
BACKGROUND
The Food and Drug Administration has a requirement for Dosimetry service for occupational radiation monitoring, area radiation monitoring, emergency response and other specialized services. The Dosimetry program monitors occupation radiation exposure for Office of Inspections and Investigations (OII), Office of Specialty Laboratories and Enforcement Support (OSLES), Office of Analytical and Regulatory Laboratories (OARL), and eight Human Foods Program Office of Regulatory Testing and Surveillance (HFP ORTS) labs. The Dosimetry program monitors occupation radiation exposure for personnel through whole body and may include wrist and ring badges (the latter dependent upon the position). This program is administered and managed by the FDA/OC/OCS/OSLA/ROSS Radiation Safety Officer and other designated personnel under the auspices of FDA/OC/OCS/OSLA/ROSS. This service helps to ensure that Employees radiation recorded doses remain below Nuclear Regulatory Commission and Occupational Safety and Health Administration occupations exposure limits.
SCOPE
Obtain the proper equipment and services that will allow OII, OSLES, OARL, and HFP ORTS labs to monitor employee’s radiation recorded doses remain below Nuclear Regulatory Commission and Occupational Safety and Health Administration occupations exposure limits.
REQUIREMENTS
It is critical that whole body and wrist badges be Optically Stimulated Luminescence (OSL) Dosimeters since this technology allows much more durability for users who need dosimeters in the field. The exposure information carried on these units does not fade over time. These units are also heat resistant, while having high sensitivity. For ring badges, another technology may be used (Thermoluminescent Dosimeter (TLD)) , since OSL technology does not yet exist for this type of dosimeter. Whole Body (chest), and wrist dosimeters shall have Optically Stimulated Luminescence technology. The contractor shall meet the following requirements:
• High sensitivity down to 1 mrem
• Ability to reanalyze data
• Ability to determine if the dosimeter was in motion (and possibly used by an employee) during the time of exposure greater or equal to 100 mrem
• Exposure data on dosimeter does not fade over time
• Environmentally durable and heat resistant
• Wide energy range capable detecting Photons (gamma rays, x-rays) and high energy beta radiation
• Ability to distinguish between beta and photon exposure
• Tamper resistant
Contractor Requirements:
• Service continuity is essential due to the nature of the program
• Contractor shall have the ability to supply whole body, wrist and ring badges
• The Nuclear Regulatory Commission (NRC) requires the supplier selected shall be accredited by the National Voluntary Lab Accreditation Program (NAVLAP)
• Incumbent Contractor shall be able to transfer historical data to prospective Contractor
• Continuity of data is crucial; the radiation exposure records of employees shall continue as a cumulative lifetime record
• Contractor shall provide Quarterly and Annual dosimetry reports
• Contractor shall be able to support a large program – 1000-2000 employees o Contractor shall be able to support a large number (100-200) of user locations with no additional cost for adding locations or assigning individuals from location to another
• Contractor shall allow a 120 days period to return Dosimeters before incurring late return service fees.
• Contractor shall be able to provide approximately 500 emergency badges within a time frame of 2-3 days during emergency response events
• Contractor shall have the capability to allow for online internet program monitoring:
o Users shall have ability to access to their individual badge report online o Up to 10 FDA assigned users will have full administrative access to the system
• Internet System capabilities shall include the following:
o Monitoring of WEAC Account o Adding/deleting badges o Adding to new locations for badges o Transfer badges to different locations o Badge Processing System o Bar Coder Reader o Track badges o Badge inventory o History of badges received and returned o Active users/non-active badges o Capability for a paperless option with all dosimetry reports accessible online and available for printing within three days of dosimeter processing.
o Online storage of All Dose Reports
• Reports shall be made available upon request and online o Incident Reports – Notification to RSO if radiation exposure exceeds limits set by
RSO
o Dosimetry reports to the Radiation Safety Officer (RSO) o Annual reports sent to the RSO o Notification of late badges sent to the RSO o Notification to RSO is readings are below ROSS set notification limits o NRC Form 5 Termination Reports shall be available for all badged individuals upon termination of contract o Dose History Summary (Broken down by wear period, annual, and lifetime) upon termination of contract

FAR/HHSAR PROVISIONS:
The provision at 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services (SEP 2023), applies to this acquisition and with the following addenda:
PROPOSAL SUBMISSION FORMAT:
*The solicitation does not commit the Government to pay any cost for the preparation and submission of a quote or proposal. It is also advised that the Contracting Officer (CO) is the only individual who can legally commit and obligate the Government to the expenditure of public funds in connection with the proposed acquisition.* The offeror or applicant shall submit all electronic documents for Microsoft Office suite products without the use of “macros”. When submitting proposals via email, DO NOT include .exe,.mso, or any other executable file types that could potentially trigger email security protections (i.e. email blocks, quarantine). If the offeror or applicant submits documents that contain macros, macro referenced files, and/or executable files, the Government will not be able to view or open such documents and the submission will be considered non-responsive to the solicitation. No additional time will be given to an offeror or applicant to correct the document submission and the Government will not inform the offeror or applicant that their http://www.hhs.gov/web/section-508/accessibility-http://www.itic.org/policy/accessibility/vpat) submission is non-responsive prior to award. It is the offeror’s or applicant’s responsibility to ensure all electronic documents are submitted without the use of macros.
The provision at 52.212-2, Evaluation—Commercial Items (NOV 2021), is applicable to this requirement. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows:
The Government will award a firm fixed priced contract resulting from this solicitation to the responsible quoter whose quote meets the requirements listed under this solicitation and is the lowest priced quote received in response to this solicitation. The quoter shall submit pricing in accordance with section v of this solicitation. Quotes that do not have pricing for all line items may be deemed non-responsive.
Therefore, award will be made to quoter whose quote is determined to be Lowest Price Technically Acceptable. The Government intends to evaluate quotes and award an order without discussions. Quoters' initial quote should contain the Quoters’ best terms from a price standpoint as well as demonstrate the ability to meet the solicitation requirements. If the contractor fails to demonstrate the solicitation requirements than it will be deemed technically unacceptable.
All quotes will be evaluated on a Lowest Priced Technically Acceptable (LPTA) basis. FDA will issue the purchase order to the Offeror whose proposed solution meets all technical requirements and the terms and conditions identified within the solicitation and whose overall price is lowest. Quoters are advised that additional terms and conditions submitted with their quotation that is in conflict of the terms and conditions of this solicitation may be deemed as technically unacceptable and may not be considered for award. The government intends to evaluate offers and award without discussions. The quote should contain the offeror's best terms from a price standpoint. The government may reject any or all offers or not award if such action is in the best interest of the government; and waive informalities and minor irregularities in offers whose offer does not meet the solicitation requirements.
A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful quoter within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
The Provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (MAY 2024) (DEVIATION FEB 2025), applies to this acquisition. The quoter shall complete only paragraph (b) of this provision if the quoter has completed the annual representations and certification electronically via the System for Award Management (SAM) website located at https://www.sam.gov/portal.
