Notice of Intent
This is a notice of intent to solicit from a single source.
The Department of the Interior’s Office of Surface Mining Reclamation and Enforcement (OSMRE) intends to a sole source a purchase order with Riegl USA for a terrestrial laser scanner and peripherals described in the attached Salient Characteristics.
Award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106- 1(b)(1) utilizing the provisions, clauses and procedures prescribed in FAR Part 12 entitled, Acquisition of Commercial Items and FAR Part 13 entitled, Simplified Acquisition Procedures, Subpart 13.5 entitled, Simplified Procedures for Certain Commercial Items.
The Riegl brand TLS system has unique capabilities both in regard to the hardware product features and to the integration with existing OSMRE’s GNSS hardware and software expertise. The Riegl V-Line of 3D Laser Scanners are the only product capable of capturing data at 400,000 measurements per second with a range of 2,000 meters (6,561 feet. 1.24 miles) required by a multitude of ongoing and future open-pit coal mining reclamation-related projects. The Riegl TLS product can also collect color and infrared pixel data via integrated Infratech cameras expanding service capabilities related to mapping and 3D modeling at active and abandoned coal mine sites. The Riegl VZ- 2000i was identified as the optimal TLS available for these SMCRA applications and compatible with OSMRE’s existing software. Extensive market research determined that Riegl USA, Inc. is the only vendor that can provide this specific scanning system that will meet OSMRE’s unique needs.
The purpose of this notice is to satisfy the requirements of FAR Subpart 5.2. This notice of intent is not a request for competitive quotes. However, interested responsible parties may respond to this notice by submitting a capability statement by the closing date of this announcement. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government’s acquisition strategy. No solicitation will be issued.
The North American Industry Classification System (NAICS) code – 334519 Other Measuring and Controlling Device and associated size standard of 600 - number of employees apply to this announcement. Product/Service Code 6675 Drafting, Surveying and Mapping Instruments.
Responses or inquiries shall only be accepted through electronic mail addressed to Susan Adams, Contracting Officer, sadams@osmre.gov and must be uploaded and received in their entirety no later than 12:00 PM ED, August 18, 2023. Responses to this notice shall mailto:sadams@osmre.gov not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
Note: In order to be eligible for award of a Government contract, vendors must be actively registered in the System for Award Management (SAM), have no active exclusions, and complete the FAR representations and certifications.
Technical Specifications/Salient Characteristics:
The following salient characteristics are required for the long-range, high-speed, terrestrial based LiDAR scanner (hardware requirements):
• Scan Registration: Automatic scan registration while moving (as background process)
• Laser Product Class: Eye Safety Class 1 (eye safe) per IEC 60825-1:2014
• Operating Mode/Measuring Principles: Time of flight measurement, echo signal digitation, online waveform processing, multiple-time-around processing, single pulse ranging
• Maximum Measurement Range at 90% reflectivity: up to 2,500 m at 50 kHz
• Maximum Measurement Range at 20% reflectivity: up to 1,300 m at 50 kHz
• Minimum Range: 1.0m at 600kHz
• Minimum targets per pulse: 4 (First and Last). Greater than 4 preferred.
• Laser Pulse Repetition Rate: 50kHz to 1.2 MHz
• Effective Measurement Rate (meas./sec): 21,000 to 500,000 (meas/sec)
• Ranging Accuracy: 5 mm
• Ranging Precision: 3 mm
• 3D Position Accuracy: 3 mm @ 50m, 5 mm @ 100m
• Laser Wavelength: Near Infrared
• Field of View: 100° vertical / 360° horizontal
• Waveform Data Output: Optional (Preferred)

• Orientation Sensors: Integrated 3-axis accelerometer, 3-axis gyroscope, 3-axis magnetometer (compass), barometer
• GNSS Receiver: At a minimum, integrated L1 GPS receiver, concurrent collection of GPS, GLONASS, Beidou. Real Time Kinematics RTK capability via GNSS Correction service via internet or Emlid Reach RS2 Base station.

• Hands-on, in-person field training for up to 4 employees on all hardware and software
