About this file

This document is a Request for Information (RFI) from the Bureau of Reclamation (BOR) for one Ivium Compact.Stat.h10800, one Ivium PocketSTAT2.LC, and two Ivium iBlue modules to support their Materials and Corrosion Lab's portable potentiostat requirements.

The RFI outlines the technical specifications and capabilities required for the potentiostats, which will be used for evaluating protective coatings on BOR's infrastructure via electrochemical impedance spectroscopy. The potentiostats must be portable, highly sensitive, and compatible with BOR's existing hardware and software. Responses are due by September 3, 2024, and should include a capabilities statement, GSA number, UEI number, firm information, business size/status, point of contact, and past work experience. This is an information gathering exercise only, and no contract will be awarded as a result of this RFI.

Statement of Work (SOW)

Title: Field Potentiostats

1. Background The Bureau of Reclamation’s (Reclamation) Materials and Corrosion Lab uses portable (field) potentiostats to evaluate protective coatings on its infrastructure via electrochemical impedance spectroscopy (EIS). The potentiostats are used for in-service condition assessment and quality assurance (baseline) testing for Reclamation recoating projects.

Reclamation has two Ivium potentiostats used for condition assessment and testing of coatings on Reclamation structures: a Compact.Stat.h10800 and a PocketSTAT.dc. Both instruments are in good operating condition but are more than 10 years old. The PocketSTAT.dc has limited sensitivity for evaluating high performance protective coatings, and the manufacturer now has an updated model that can measure low currents/high impedance to meet Reclamation testing needs.

The Compact.Stat.h10800 is the only unit that is universal to all inspection needs, and the test equipment can only be used for one field trip at a time. Reclamation often has multiple field trips at the same time, and additional capacity is needed to meet BIL-funding project needs.

Purchasing additional potentiostats now will increase capability, helping to ensure efficient testing during increased workload due to BIL-funded projects. Further, the capacity to use multiple potentiostats per field trip will double or triple data collection rates and significantly reduce inspection times for personnel in the field.

The potentiostat must be able to carry long distances (through pipes) and stow easily (within backpack).

New potentiostats from Ivium Technologies are desired to maintain compatibility with all existing hardware and software. This provides efficiencies for data collection and analysis as well as for technical support from the manufacturer.

2. Scope This scope of work is to purchase one (1) Ivium Compact.Stat.h10800, one (1) Ivium PocketSTAT2.LC, and two (2) Ivium iBlue module to support the current testing that is primarily using one Ivium Compact.Stat.h10800. These instruments are extremely sensitive, allowing for the market’s best accuracy measurement of EIS on protective coatings in a portable (field) instrument with high impedance values due to their ability to measure very low currents.

The purchase is to include hardware/software, cell cables, and calibration cell, as well as shipping and lifetime technical support.
