Text3: No other ecologists are within reasonable proximity or have the experience necessary to conduct these surveys on the small islands within the San Juan islands.
Text2: Market research identified Susan Waters, PhD, as the appropriate ecologist to do these surveys. Susan is well known for her work conducting plant-pollinator surveys in Washington and has already conducted these surveys on Protection and Smith Island within the San Juan Islands. Institute of Applied Ecology, through contractor Quamash EcoResearch LLC, was identified to assist Susan with establishing this agreement so that Susan can concentrate on the field work.
Text1: Washington Maritime National Wildlife Refuge Complex is in need of a baseline plant and pollinator surveys on multiple small islands in the San Juan Islands archipelago in the Strait of Juan de Fuca, Washington state. These surveys will help to determine management strategies, such as protecting and/or restoring native plant populations that support wildlife, such as pollinators, on these islands
Text4: Plant-pollinator surveys require unique skills not only for the on-site surveys but also for identification of pollinator species in the lab. Pollinator specimens (excluding Lepidoptera and queen bumble bees) are collected and identified to the lowest taxonomic level feasible. These skills can only be conducted by a trained ecologist. Susan Waters is a University of Washington graduate and is very familiar with the Pacific Northwest and Puget Sound area. Susan has conducted plant–pollinator surveys on both Protection and Smith Islands in the San Juan Archipelago. Since 2019, Susan has also collaborated with partners in Oregon and Washington to develop a comprehensive, long‑term dataset on prairie plant–pollinator networks in the Pacific Northwest, a key outcome of the ongoing Willamette Valley Prairie Pollinator Studies.
Text6: Costs are considered fair and reasonable based on a comparison to the costs associated with the work that was conducted previously on Protection and Smith Island.

Text5: Susan Waters has extensive experience in plant-pollinator surveys and is qualified to do this work. Susan has conducted similar work in the Willamette Valley and on Protection and Smith Islands. She has worked with the Washington Maritime National Wildlife Refuge Complex staff in the past.
