About this file

This is a Request for Quotation (RFQ) for cleaning services at the Desert National Wildlife Refuge (NWR) Complex in Las Vegas, Nevada. The RFQ was issued by the U.S. Fish and Wildlife Service (FWS) on April 28, 2026, with quotations due by May 1, 2026 at 5:00 PM Eastern Daylight Time. The contract is not a small business set-aside and is being conducted as a sole-source acquisition under the Simplified Acquisition Threshold (SAT).

The requirement is for cleaning services at the Desert NWR Visitor Center and Administrative Office area, with a minimum frequency of once per week and up to three times per week, varying by season and visitation patterns. The contractor is responsible for planning, scheduling, coordinating, and assuring performance and effective completion of all work. The period of performance is October 1, 2025 through September 30, 2026, with delivery required by September 30, 2026. The contract will be awarded for one year with an option to extend for an additional six months if necessary. The issuing office is FWS SAT Team 1 in Falls Church, Virginia, with technical points of contact Michael Matthews (702-879-6110) and Christa Weise (702-515-5452). The sole-source justification document indicates that Opportunity Village, an AbilityOne vendor, was identified as capable of meeting program requirements and is being used to ensure compliance with FAR Part 8 Required Sources and continuity of services, as the vendor has provided these services for the previous five years.

Title

AUTHORIZED FOR LOCAL REPRODUCTION Previous edition not usable
Standard form 18 (Rev. 6/1995)
Text3: There may be other capable commercial sources that can provide services to meet this requirement; however, because Opportunity Village is a viable AbilityOne vendor, they are therefore considered a FAR 8 Required Source. We are moving toward meeting this requirement by sole-sourcing to this vendor while Source America organizes the paperwork and makes arrangements for this specific requirement to be placed on the Ability One planning list for next year.
Text2: A dynamic small business search was conducted, along with outreach to SourceAmerica to assess potential AbilityOne Program participation. Opportunity Village was identified as capable of meeting the program’s requirements. However, this requirement is not yet on the AbilityOne Planning List, a process which takes 6-9 months to complete. To address this, a one-year contract will be awarded, with an option to extend for an additional six months if necessary, to Opportunity Village. This approach ensures compliance with FAR part 8 Required Sources as well as continuity of services and business operations for Opportunity Village, who has been providing these services for the previous five years.
Text1: The Desert NWR Visitor Center and Administrative Office area requires cleaning a minimum of once per week, up to three times per week. Cleaning efforts and requirements vary with seasons and visitation fluctuations. The Contractor is responsible for planning, scheduling, coordinating and assuring performance and effective

completion of all work under this contract.

Text4: Barriers to competition are not considered applicable in this situation because the use of the AbilityOne Program is not a discretionary restriction imposed by the agency, but rather a statutory requirement. Under the Federal Acquisition Regulation (FAR), supplies and services on the AbilityOne Procurement List are designated as mandatory sources.
Text6: Market research was conducted by comparing the quoted price with historical pricing for similar buildings and square footage, as well as with prior janitorial cleaning costs for the refuge.
Text5: The contractor qualifications include having previously held the contract, performed the work, and completed all requirements in full compliance, demonstrating accountability and successful contract fulfillment.
