About this file

This document is a Solicitation/Contract for Commercial Items (Standard Form 1449) for the U.S. Fish and Wildlife Service's Northeast Fishery Center. The solicitation (DOIFFBO250074) is a sole-source, firm-fixed-price contract for EBT Tech to purchase 10 custom-designed Clean Rooms ISO 8 and Gowning Areas for the Lamar NFH and NE Fishery Center. The project aims to support environmental DNA (eDNA) research by providing specialized laboratory spaces with positive pressure, HEPA filtration, and UV-C germicidal lighting to detect invasive species in the Great Lakes region.

The total estimated contract value is $249,417.97, with an anticipated award date of July 1, 2025, and a proposed delivery date of August 31, 2025. The solicitation is not a competitive quote request but a notice for potential capability statements. The contract is set aside for small businesses, with a size standard of 1,000 employees. Interested parties must submit capability statements demonstrating that competition would be advantageous to the government by 2:00 PM EST on 6/10/2025, with specific email subject line requirements. The project is supported by the Fish and Wildlife Act of 1956 and the Great Lakes Fish and Wildlife Restoration Act of 2006.

(2) project for LAMAR NFH AND NE FSHRY CTR.

This contract action is for commercial services under NAICS code 115310, Support Activities for

Forestry for which the agency intends to award with only one source under Authority, FAR

13.106-1(b), Simplified Acquisition procedures.

Scope of work for: The Purchase of 10 Cleanroom

Spaces and UVC germicidal lighting The U.S. Fish and Wildlife Service¿s Northeast Fishery Center uses environmental DNA (eDNA) to detect the presence of invasive species. Use of eDNA greatly increases our ability to monitor invasives species presence across large spatial scales at a reduced costs over traditional methods, thus increasing the agencies efficiency and ability to provide actionable data to resource managers.

Within the Great Lakes, an early detection and monitoring program for invasive species detection is critical for protecting native species and ecosystem function. Management actions taken while population are small are more cost-effective and lead to greater long-term savings. This action is supported by key regulation, including The Fish and Wildlife Act of 1956 (16 USC 742e) and the Great Lakes Fish and Wildlife Restoration act of 2006 (16 USC

authority to protect and conserve fisheries resources of the United States. Protections that include the early detection and management of aquatic invasive species to safeguard native species.

Using advanced eDNA methods for invasive species requires specialize equipment to maintain contamination free laboratory conditions. Two common contamination control methods are working within positive pressure cleanrooms environments and UV-C germicidal lights for surface decontamination. Purchase of ten prefabricated cleanroom spaces will provide needed laboratory expansion to meet growing eDNA processing needs.

Each room is a self-contained ISO 8 cleanroom with HEPA filtered air and positive pressure to ensure sample integrity. These spaces allow separation of various parts of the laboratory workflow which essential for contamination control. In addition, the cleanrooms and adjacent laboratory space will be outfitted with UV-C germicidal lighting for surface decontamination.

Routine decontamination of surfaces reduces the buildup up DNA contamination in the laboratory space and further ensure sample integrity.

A cleanroom is a controlled environment designed to minimize dust, airborne microorganisms, and other particulate contaminants. They are used in industries where high cleanliness is critical, such as electronics manufacturing, pharmaceuticals, and medical device production.

Clean room design and function has been designed closely with the design of new laboratory space to ensure proper function and operation of the

HVAC systems being installed to manage air handling and climate control and electrical systems to ensure proper electrical drops are provided and located appropriately for access and clean room installation. Its essential that clean room design and construction is integrated with the ongoing lab construction process to ensure proper fit and function of the rooms in the laboratory space. Without the proposed cleanrooms and germicidal lighting, the new laboratory space would not be suitable for the early detection of

invasive species based on current laboratory best management practices. This would greatly reduce sample throughput and negatively impact the

Pricing should also include design and engineering fees, technical drawings, shipping and handling charges and on site installation.

FWS anticipates an award in July 1 2025 with a proposed delivery date of August 31, 2025 with an estimated total contract value of $249,417.97.

This announcement constitutes the only notice.

This is not a request for competitive quotes. All responsible sources may submit a capability statement, which must demonstrate clear and convincing evidence that competition would be advantageous to the Government and would not be cost or time prohibitive. Responses received from this solicitation will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the agency not to compete this proposed contract based upon responses to this notice is solely within the discretion of the agency.

Questions or comments to this NOI should be directed to Contracting Officer, Merenica Banks at Merenica_Banks@fws.gov no later than 2:00pm, EST, Tuesday 6/10/2025. Telephone inquiries will not be accepted. Please indicate in the subject of your email: Notice of Intent Capability
