Agency Requirement: The U.S. Fish and Wildlife Service (Service) is seeking an expert dive company to collect substrate samples for Snake River physa (SRP) surveys from Bear Lake, Idaho. We seek a vendor who has the knowledge and experience (ten or more years) to find and collect appropriate substrates from SRP habitat using a Venturi suction dredge with minimal disturbance to surrounding habitat. The samples will be searched by Service personnel for SRP, an ESA listed Idaho endemic aquatic snail. This snail is currently only reliably found in an 11-mile stretch of the Snake River near Burley, Idaho and is endemic to the Snake River in Idaho. This survey effort will help inform the 2023 5-year review; shells matching the description of the species were found in this location, which is outside of the known range of the species.
Circumstances: We recommend K+M Welding as they are the only diving service used for SRP sampling by the Service and partners, and have the unique knowledge, experience, and equipment for SRP sample collection.

They have the required experience sampling for SRP and have been collecting samples for annual population monitoring with the Service and U.S. Bureau of Reclamation (BOR) since initiation of annual monitoring in 2012. They have also collected samples for SRP range delineation efforts by the Service, BOR, and Idaho Power Company since 2002, and are the only diving company currently working with the species.

Other Capable Sources: There are two other diving companies that do work in the project area (both about 3 hours from Bear Lake), but neither company has experience sampling for Snake River physa; they are primarily underwater cleaning, welding, and/or salvage. One company, Cross Marine, has done work with local wildlife agencies in the area (primarily fish projects) and has experience diving with a suction dredge; however, they have not performed snail surveys or mollusk surveys involving suction dredging. Being 6 hours from Service personnel trained in the SRP collection protocol, it would be difficult to determine if their dredge system is appropriately set up to filter out and retain the appropriate size of substrate or make modifications.

Barriers: Although other dive companies within a similar distance to Bear Lake have small-scale underwater dredge capabilities, K+M Welding is the only company who has experience in SRP collection protocols. All surveys for the species since 2002 have been performed by them; as such, utilizing this vendor is important to collecting the best scientific data and maintaining scientific consistency. At this point, K+M welding has more experience in SRP collections and habitat identification than anyone currently working for the Service, BOR, or IPC, and it would be nearly impossible to train a vendor to the same level of knowledge and experience in only one week. It is advantageous to the government to utilize this unique vendor as it will allow for maximized sampling for the set amount of funding; time will not need to be spent training the vendor on sampling protocols or SRP habitat identification, nor in modifying equipment. The lake is large and has not been surveyed specifically for SRP; reducing training time and maximizing the amount of collections made will grant us a higher likelihood of finding the species if it is present.

Additionally, using the same vendor as in all other sampling efforts will allow for the direct comparison of data collected from this effort to existing SRP data (e.g., estimating a reasonable probability of detection, estimating any population densities). Changing vendors and equipment at this point could have greatly increase the number of confounding variable and make it difficult, if not impossible, to compare any data collected to that collected previously. Since the information that comes from this survey effort has the potential to greatly expand the known range of the species, will be informing the upcoming SSA, and could potentially lead to a change in ESA listing status, minimizing the impacts to the quality of the data collected is extremely important.

K+M Welding has unique and extensive experience collecting substrate samples using methods developed for this species, knowledge of the habitat parameters for the species, and equipment on hand that is set up to collect the specific substrate utilized by SRP. Using this vendor assures sound science and is advantageous to the government in effort, ESA benefits, and cost.
