3.1 Background
The issue of food waste is an important topic in the United States and worldwide. In the U.S. alone, approximately 160 billion pounds of food waste is generated each year1. The EPA issued recommendations on how to deal with food waste in the form of the Food Recovery Hierarchy2. One of the preferred methods of dealing with food waste is diversion to animal food. Feeding food scraps to animals was common practice for centuries until the mid-1980s when several disease outbreaks prompted regulation of the practice. Since that time, food waste processing has become more industrialized, with larger scale facilities reprocessing food waste into animal food. As of 2013, food manufacturers donated or recycled 94.9% of food waste, with 85% repurposed for animal food3. The retail and wholesale sector diverted less to animal food (26.2%), partly due to the difficulties of dealing with packaging removal3. The food waste processing industry has responded with the invention of food waste depackaging systems which mechanically separate the food from its packaging so that animal food can be produced free of packaging4.
The Food and Drug Administration regulates animal food, including the use of expired human food. The Association of American Feed Control Officials (AAFCO) publishes the Official Publication (OP) which contains a list of defined animal food ingredients, including human food byproducts (section 40 of the OP). In the OP, AAFCO makes clear that the non-edible portion (packaging) should be separated from the food:
Dried Bakery Product (40.15) is “a mixture … which has been mechanically separated from non-edible material…”. Sugar Foods By-Product (40.35) “shall be free from foreign materials harmful to animals”. Pasta Product (40.93) “…has been mechanically separated from any non-edible materials”. In Restaurant Food Waste (40.97), “Processing and/or handling must remove any and all undesirable constituents including crockery, glass, metal, string, and similar materials.” Recovered Retail Food (40.100) “must not contain packaging materials (e.g., plastics, glass, metal, string, Styrofoam, cardboard, and similar materials)”.
While there are many reports and articles on packaging strategies to reduce food waste5–7, less is known about the efficacy of packaging removal in the industrial food waste depackaging systems. In one study from 2005−2010, microplastics were found in 52−96% of the investigated swine food samples from bakery waste products.8
3.2 Objectives
The impact of plastic consumption on animal health depends on several factors including the animal species, animal age, and the size, shape and composition of the plastic. This project aims to determine the fate, and thereby the safety, of residual plastic material in animal food made from human food by-products and the accompanying manufacturing practices (grinding, separation, etc.). This information will be used to determine the presence of plastic residues in animal foods.
This project will use a functional, small scale model of the equipment used in the food waste processing industry (i.e., https://www.bakeryfeeds.com/, http://reconserve.com/bakery-services/, https://www.turborecycling.com/) to quantify the efficacy of plastic removal and determine the composition (i.e., size and shape) of plastic materials remaining in the output animal food. Quantification of micro- and Nano plastics are difficult in food matrices, so the plastic packaging on the human food by-products will be replaced with plastic labeled with fluorescent particles (quantum dots) before running the human food by-product through the small-scale system. The use of these fluorescent particles makes analysis of residual micro and Nano plastics possible.
3.3 Statement of Work/Salient Characteristics
The contractor shall provide the Government with the service that meets or exceeds the salient characteristics described below:

Pricing will be firm fixed price.
a. Scope/Performance / Specifications: The Supply/Service shall meet the following performance / specifications:
Supply/Services will include all of the following:
Evaluate Plastic Residues in Animal Foods from Human Food By-Product Processing. Proposals should include that this contract specifies using a small-scale human food by-product processing system (hereafter referred to as the ‘system’) that mimics the type of equipment used in industry. In order to make quantification of Nano plastics possible, input food waste packaging will be replaced by plastics embedded with a known concentration of quantum dots. The system should run approximately 2 kg batches of human food by-products to minimize the use of quantum dot plastics (quantum dot plastics may be diluted up to 10:1 with standard plastic to allow for larger batches if this quantity is too small to be representative). The contractor shall be responsible for running approximately 30 batches through the system and properly cleaning the system between each batch to avoid contamination. The quantum dot films provided are limited to 65mm in width, so the contractor should consider how to scale food waste, packaging, and the system to accommodate this size constraint. Following each batch, the contractor will collect samples and send the samples to the FDA for analysis.
1. The contractor shall purchase, lease, rent, or design/build appropriate small-scale equipment comparable to industrial human food by-product processing systems used for animal food production (i.e., https://www.bakeryfeeds.com/, http://reconserve.com/bakery-services/, https://www.turborecycling.com/).
Contractor shall be responsible for researching the type of equipment used in industry and designing the system to have equivalent capabilities (i.e.., grinding, separation) at a smaller scale.
2. Contractor shall purchase 1,500mg of quantum dots from nomcorp.com and have them shipped to FDA (Timothy V Duncan, Center for Food Safety and Applied Nutrition, US Food and Drug Administration, 6502 South Archer Road, Bedford Park, IL 60501).
• Each batch shall require approximately 50mg of core-shell CdSe/ZnS quantum dots dispersed in tolune or organic solvent (i.e., from nomcorp). FDA will create quantum dot plastics for the batches specified in (6).
The quantum dot imbedded plastics supplied by FDA to the contractor will have a maximum width of 65mm and supplied in sheet form.
3. Contractor shall purchase human food by-products for each batch shown in step 6 to be used in the system.
4. Contractor shall replace human food by-product packaging material (LDPE, PET, PS, PP or HDPE)1 for each batch with the corresponding quantum dot imbedded plastic provided by FDA. Contractor shall be responsible for creating appropriate packaging from quantum dot imbedded plastic sheets supplied by FDA (i.e., folding the sheet in half and using a hot iron to melt the edges into bag form).
5. Prior to running any quantum dot imbedded plastic packaging material, the contractor shall provide a validation package to FDA to demonstrate functionality of the system. Contractor shall allow FDA up to 10 business days for review and acceptance of the validation package.
6. Contractor shall run the following batches (total of 30 batches), with a thorough cleaning between each batch.
Cleanings between batches should include physical removal of food waste and residual plastics. Residual plastic pieces may be extremely small in size (i.e. microplastic and Nano plastic) and may adhere to equipment, so a thorough wipe down of internal and external components using appropriate solvents is necessary. (Note: each batch should be approximately 2 kg to minimize the use of quantum dots):
1 Low density polyethylene (LDPE), Polyethylene terephthalate (PET), Polystyrene (PS), Polypropylene (PP), High density polyethylene (HDPE).
https://www.bakeryfeeds.com/ http://reconserve.com/bakery-services/ https://www.turborecycling.com/
4 | P a g e
• 3 batches each of bakery waste (i.e., a combination of breads, pasteries, donuts, muffins, etc.) packaged in 3 different plastic polymers (LDPE, PET, and PS), for a total of 9 batches of bakery waste.
• 3 batches each of snack foods (i.e., a combination of chips, candies, bars, etc.) packaged in 2 different plastic polymers (PET and PP), for a total of 6 batches of snack food.
• 3 batches of cereal in HDPE.
• 12 batches of mixed food waste in mixed packaging from above.
7. For each 2 kg batch, contractor shall collect 2 samples of original human food by-product input packaging material (without quantum dots), 4 samples of processed food output, and 2 samples of plastic output in 50mL conical polypropylene centrifuge tubes. Sample collection procedures will be provided by the FDA.
8. Contractor shall ship the samples for each batch to FDA (Timothy V Duncan, Center for Food Safety and Applied Nutrition, US Food and Drug Administration, 6502 South Archer Road, Bedford Park, IL 60501) using appropriate packaging methods to ensure no damage to the samples and using a shipping method so that samples will arrive within two days after the batch was run. Contractor shall include batch number and information in the packaging.
9. Contractor shall be responsible for the costs of quantum dots in (2), food by-products in (3), sample collection materials in (7), and shipping materials in (8).
10. Contractor shall assist FDA in producing documentation (i.e. reports or manuscripts) regarding the project.
