About this file

This is a Request for Quote (RFQ) for the provision of Bordetella-free baboons for pertussis infection and vaccination studies. The FDA's Center for Biologics Evaluation and Research (CBER) is acquiring 20 baboons, six to eight months old, unvaccinated, and confirmed free of Bordetella exposure through blood and nasopharyngeal testing. The contractor must deliver all animals in one shipment to the FDA White Oak Campus in Silver Spring, Maryland (Building 72 CBER Vivarium) within 90 calendar days of contract award. All baboons must be examined by a licensed veterinarian experienced in non-human primate medicine and certified to be in good health prior to shipping. The vendor is responsible for coordinating with USDA-licensed carriers, maintaining liaison with carrier personnel to ensure proper care during transit, and complying with all IACUC protocols and animal welfare standards outlined in approved animal safety protocol ASP#2009-19.

The contract is structured as a firm fixed-price commercial item acquisition under FAR Part 12, with CLIN 0001 covering the provision of 20 baboons at a unit price to be filled in by the offeror and extended total, and optional CLIN 0002 covering the return of baboons at the conclusion of FDA studies at the same unit pricing. The estimated award date is July 24, 2026, with the FDA study period estimated from October 26, 2026 to December 25, 2027. Payment terms are Net-30 days after government acceptance, with all invoices submitted electronically through the Department of Treasury's Invoice Processing Platform (IPP). Quote validity must extend through September 30, 2026. Evaluation criteria prioritize technical capability (ability to meet all stated requirements), past performance (within three years), and price, with technical capability weighted as most important. This acquisition is not set-aside for small business. Questions are due by July 2, 2026, and offers are due by July 10, 2026, both at 1:00 P.M. Central Time, directed to Contract Specialist David Kramer at david.kramer@fda.hhs.gov.

Statement of Work Center for Biologics Evaluation & Research (CBER)

Provision of Bordetella-Free Baboons for Pertussis Infection and Vaccination Studies

1. Background Pertussis is an acute, highly contagious, potentially life-threatening respiratory disease, caused by the Gram-negative bacterium Bordetella pertussis. The underlying factors leading to the failure of public health measures to control pertussis disease using currently licensed vaccines are poorly understood. A more complete understanding of this disease and of the mechanisms of vaccine-mediated protection is a critical public health need.

The baboon model of pertussis, developed in the laboratories of the Food and Drug Administration (FDA) Center for Biologics Evaluation and Research (CBER), is the only animal model of pertussis that recapitulates the disease as observed in human patients.

Refinement of the baboon model to include establishment of infection by means of natural transmission will enable a more refine evaluation of the differences between the licensed acellular pertussis vaccines that fail to prevent infection and the whole cell vaccines that reduce infection. The performance of this study requires the purchase and delivery of twenty, Bordetella-free baboons.

2. Purpose The purpose of this solicitation is to obtain baboons for studies to be conducted at FDA/CBER Facility in Silver Spring, Maryland.

3. Requirements The contractor(s) shall provide and deliver twenty baboons and shall meet the specifications below:

1. Twenty, six to eight-month-old, Bordetella-free, unvaccinated baboons delivered to CBER in one shipment.

2. The vendor will draw blood and perform nasopharyngeal washes prior to shipment. The nasopharyngeal washes will be plated to confirm absence of Bordetella and sera will be sent to CBER laboratories for serology. Only animals that test negative for Bordetella exposure, as determined by the CBER principal investigator, will be included in the shipment.

3. All baboons shall be examined by a licensed veterinarian, Doctor of Veterinary Medicine (DVM) as defined by the Animal Welfare Act Regulations (9 CFR, Subchapter A, Part 1 - Definition of Terms), experienced in Non-Human Primates (NHP) medicine and surgery, and found to be in good health prior to shipping.

Solicitation: 75F40126Q00204 (Page 3)

4. The vendor will coordinate with USDA-licensed carriers and the CBER division of veterinary services for the delivery of baboons into quarantine at the CBER primate facility on the FDA White Oak Campus in Silver Spring Maryland.

5. The contractor shall maintain liaison with carrier personnel to ensure the animals receive proper care in accordance with USDA standards and guidelines during transit.

6. Shipping, quarantine, and animal handling procedures comply with the CBER Institutional Animal Care and Use Committee (IACUC) and are detailed in the approved animal safety protocol (ASP#2009-19) The CBER Animal Assurance Number is A4295-01.

7. Contractors must commit to accept return of animals that clear infection and return to good health following conclusion of B. pertussis studies at CBER.

4. Special Requirements: Animal Welfare The shipment of animals to CBER and the conduct of animal studies at CBER will be performed under approval of the CBER institutional IACUC as outlined in the approved animal study protocol ASP#2009-19.

Delivery acceptance criteria are that the animals be of the age, gender and weight specified in the animal order, the animals be free of exposure to Bordetella, and that the animals arrive in good health. Acceptance of the animals will be made by the supervising veterinarian at the quarantine facility upon completion of a quarantine entry physical.

The contractor shall be responsible for meeting all requirements associated with shipment and delivery of animals.

5. Delivery Delivery must be coordinated with the COR in advance.

Quote Validity Period. Submitted quotations shall be valid, at a minimum, through September 30, 2026.

The provision at FAR 52.212-2 Evaluation-Commercial Items (Deviation) (RFO Aug 2025). The specific evaluation criteria to be included in paragraph (a) of that provision are as follows:

• The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

o Technical Capability o Past Performance o Price

Technical Capability is more important than Past Performance. Past Performance is more important than Price. However, if the Government determines the non-price factors to be essentially equal among competing offerors price becomes more important as a discriminating factor.

The Government reserves the right to request additional information or conduct discussions at any time. Once the Government determines the offeror that is the best-suited (i.e., the apparent successful offeror), the Government reserves the right to communicate with only that offeror to address any remaining issues, if necessary, and finalize a contract with that offeror. These issues may include technical, price or other issues.

Options (if applicable). The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).

Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

352.239-7[8] Information and [Communication] Technology Accessibility Notice [Feb 2024] [(Deviation)]

(a) Any offeror responding to this solicitation must comply with established HHS Information and Communication Technology (ICT) accessibility standards. Information about Section 508 is available at https://www.hhs.gov/web/section-508/index.html.

(b) The Section 508 accessibility standards applicable to this solicitation are stated in the clause at 352.239-79 Information and Communication Technology Accessibility. In order to facilitate the Government’s determination whether proposed ICT supplies, products, platforms, information, and documentation meet applicable Section 508 accessibility standards, offerors must submit an appropriate HHS Section 508 Accessibility Conformance Checklist (see https://www.hhs.gov/web/section-508/accessibilitychecklists/index.html) or an Accessibility Conformance Report (ACR) (based on the Voluntary Product Accessibility Template (VPAT) see https://www.itic.org/policy/accessibility/vpat), in accordance with the completion instructions. The purpose of the checklists and conformance reports are to assist HHS acquisition and program officials in determining whether proposed ICT supplies, products, platforms, information, and documentation conform to applicable Section 508 accessibility standards. Checklists and ACRs evaluate—in detail—whether the ICT conforms to specific Section 508 accessibility standards and identifies remediation efforts needed to address conformance issues.

(c) If an offeror claims its supplies or services meet applicable Section 508 accessibility standards, and it is later determined by the Government, i.e., after award of a contract or order, that supplies, products, platforms, information, documentation, or services support delivered do not conform to the described accessibility standards, remediation of the supplies, products, platforms, information, documentation, or services support to the level of conformance specified in the contract will be the responsibility of the Contractor at its expense.

(d) In order to facilitate the Government's determination whether proposed ICT supplies meet applicable Section 508 accessibility standards, offerors must submit an Accessibility Conformance Report, in accordance with its completion instructions and tailored to the requirements in the solicitation. The purpose of the Report is to assist HHS acquisition and program officials in determining whether proposed ICT supplies conform to applicable Section 508 accessibility standards. The template allows offerors or developers to self-evaluate their supplies and document, in detail, whether they conform to a specific Section 508 accessibility standard, and any underway remediation efforts addressing conformance issues. Instructions for preparing the HHS Section 508 Evaluation Template are available at https://section508.gov/.

(e) In order to facilitate the Government's determination whether proposed ICT services meet applicable Section 508 accessibility standards, offerors must provide enough information to assist the Government in determining that the ICT services conform to Section 508 accessibility standards, including any underway remediation efforts addressing conformance issues.

(f) Respondents to this solicitation must identify any inability to conform to Section 508 requirements. If an offeror claims its supplies or services meet applicable Section 508 https://www.hhs.gov/web/section-508/index.html https://www.hhs.gov/web/section-508/accessibilitychecklists/index.html https://section508.gov/

Solicitation: 75F40126Q00204 (Page 18) accessibility standards, and it is later determined by the Government, i.e., after award of a contract or order, that supplies or services delivered do not conform to the described accessibility standards, remediation of the supplies or services to the level of conformance specified in the contract will be the responsibility of the Contractor at its expense.

(g) Items delivered as electronic content must be accessible to HHS acceptance criteria.

Checklist for various formats are available at https://section508.gov/. Materials, other than items incidental to contract management, that are final items for delivery should be accompanied by the appropriate checklist, except upon approval of the Contracting Officer or Contracting Officer’s Representative.

(END OF PROVISION).

Notice to Offerors:

• System updates may lag policy updates. The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in this solicitation. Contracting officers will rely on representations from offers based on provisions in the solicitation. Entities are not required to, nor are they able to, update their entity registration to remove these representations in SAM.

• Funds are not presently available for this effort. No award will be made under this solicitation until adequate funds are available for it. The Government reserves the right to cancel this solicitation, either before or after the closing date of it. If the Government cancels this solicitation, the Government has no obligation to reimburse an offeror or quoter for any costs associated with it, including proposal or quote preparation costs.

• One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements.
