11. STATEMENT OF DUTIES:

1. General Statement of Purpose of the Contract The United States Agency for International Development Mission to Cambodia requires an expert Development Outreach and Communications Advisor to provide senior-level technical expertise to the development and implementation of communications strategies designed to support Cambodia’s Country Development Cooperation Strategy (CDCS) for 2020 – 2025. Exceptional efforts to communicate Mission objectives and impact are vital to USAID/Cambodia’s ability to fully implement its program in Cambodia. Similarly, USAID/Cambodia seeks to improve the quality and availability of information about U.S.

foreign assistance and its benefits in the region to a broader audience in further efforts to demonstrate U.S. comparative advantage. Strong communications and outreach policies and strategies, and forward-leaning implementation is essential to USAID’s and the USG’s ability to build foreign relations in support of U.S. national interests. For these purposes, USAID established this Development Outreach and Communications (DOC) Advisor position, an off-shore U.S. Personal Services Contract position. This position will be located in the Front Office of USAID/Cambodia and report directly to the Mission Director or their designate.

The DOC Advisor is a key member of the Mission, a member of Senior Staff, exercising broad independent decision making, and regularly coordinates directly with Mission management, and Embassy and Washington leadership. S/he will supervise the Development Outreach and Communications team, which is under the umbrella of the Program Office (PRO), and whose primary objective is to generate greater public awareness about, and support for, U.S. assistance in Cambodia to audiences in both the United States and Cambodia. The DOC team currently comprises one Resident-Hire Eligible Family Member (EFM), and one Country Cooperating Nationals (CCN). Within the Mission, the DOC team liaises closely with and provides direction to outreach and communication specialists in applicable technical offices. The Director of the Program Office has technical oversight of the DOC team and also provides direct guidance to the DOC Advisor.

Major responsibilities include developing and implementing a communications strategy that promotes USG programs to internal and external audiences. This communications strategy will ensure public awareness of programs and projects being funded by USG;

facilitate information access and sharing within the entire Mission; and, strengthen Mission reporting functions to USAID/Washington, the Department of State, and the U.S.

Congress. The communications strategy will innovatively translate the role and objectives of USG assistance into clear messaging and define how information will be used to highlight the impact of USG assistance in Cambodia—with the aim of engaging audiences in a dialogue. The policies, communications strategies and outreach plans will include developing and testing new hypotheses and theories for opening new channels of communication and sustainably improving the flow of information on development activities to local audiences.

The DOC is responsible for supervising the preparation of all external Mission Front Office communications (in collaboration with respective technical offices and Embassy interagency) to various external audiences and assisting the control officer for visits. The DOC is also responsible for preparing, overseeing, and supervising the creation of high-quality briefing materials, scene setters, briefing checklists (BCLs), and additional materials to effectively communicate USAID's work as well as developing, monitoring, and improving Mission outreach tools, including social and digital media.
