The solicitation number is 75H70726Q00104, issued on August 28, 2026, with quotations due by September 03, 2026, at 12:00 PM Mountain Time. Quotations must be submitted electronically to shannon.eldridge-shorty@ihs.gov. The requirement is for QC materials and related support for the Zuni Comprehensive Health Center Laboratory in Zuni, New Mexico, with delivery to that location. The acquisition is set aside for Indian Small Business Economic Enterprises (ISBEEs) under the Buy Indian Act, with a cascading tier evaluation process that includes Service-Disabled Veteran-Owned Small Businesses, HUBZone Small Businesses, Small Disadvantaged Businesses, and All Other Small Business Concerns if award cannot be made at preceding tiers. Technical Capability and Past Performance combined are weighted more heavily than Price. Quotations must include completed IHS Indian Economic Enterprise Representation forms (if applicable), signed SF 1449, pricing schedules for all periods, past performance documentation, and technical capability information addressing manufacturer identification and authorization status. 3. Delivery, Place(s) of Performance, and Period of Performance Place of performance / delivery: Zuni Comprehensive Health Center, Route 301 North 21 B. Avenue, Zuni, NM 87327.

Period of performance: Base plus four option periods.

F.O.B. point: Destination.

Inspection and Acceptance: QC materials and related support are subject to Government inspection and acceptance for compliance with the Statement of Work, including applicable product, delivery, and performance requirements.

4. Evaluation and Basis for Award The Government will evaluate quotations using a comparative evaluation and make award to the responsible quoter whose conforming quotation represents the best value to the Government, considering Technical Capability, Past Performance, and Price. Quotations may be compared directly against one another and will not be assigned numerical scores or adjectival ratings. The non-price factors, when combined, are more important than price.

Factor 1 – Technical Capability The Government will evaluate the extent to which the quotation demonstrates the quoter's ability to meet the requirements of the Statement of Work. Technical Capability will include consideration of:

• Availability and Lot Stability – Availability of required QC materials, including adequate shelf life and lot stability.

• Compatibility – Compatibility with the Laboratory's existing instruments, methodologies, and testing requirements.

• Delivery – Ability to provide prompt and timely delivery, including standing-order requirements, as applicable.

• Technical/Training Support – Availability of QC charting, data-management support, lot information, and technical and educational support.

• Manufacturer/Authorized Distribution: Identify the manufacturer of the proposed QC materials and state whether the quoter is the manufacturer or an authorized distributor/reseller. The Government may request documentation verifying authorization.

Factor 2 – Past Performance The Government will evaluate recent and relevant past performance as an indicator of the quoter's ability to successfully perform the requirement. Recent means performance within three (3) years of the date of this RFQ, and relevant means similar in size, scope, and complexity.

The Government may consider information from available sources, including CPARS, references, and subcontractor experience. A quoter without relevant past performance will not be evaluated favorably or unfavorably.

Factor 3 – Price The Government will evaluate the quoted price for fairness and reasonableness. The total evaluated price will include the Base Period and all four Option Periods, including transportation to the destination.

4.1 Basis for Award

Award will be made to the responsible quoter whose conforming quotation provides the best value to the Government, considering price and non-price factors. Technical Capability and Past Performance, when combined, are more important than Price.

The Government may make award without communications or may communicate with one or more quoters and request revised quotations.

4.2 Quotation and Award

A quotation is not an offer and cannot be accepted by the Government to form a binding contract. Any resulting purchase order constitutes the Government's offer, and a binding contract is formed upon the contractor's acceptance or commencement of performance.

4.3 Late Quotations

Quotations should be submitted by the date and time specified in the solicitation. The Government may consider a quotation received after the stated deadline when permitted under the applicable solicitation procedures.
