About this file

This is a Request for Quotation (RFQ) and combined synopsis/solicitation for non-personal security guard services at the Jicarilla Service Unit in Dulce, New Mexico, issued by the Indian Health Service (IHS), Albuquerque Area Office.

The Government seeks a single firm-fixed-price purchase order to provide security guard services Monday through Friday, 8:00 a.m. to 4:30 p.m. (with a 30-minute unpaid lunch), with 100% coverage of contracted hours. Services include patrol duties, monitoring and surveillance, access control, emergency response, and documentation. The contractor must provide qualified, trained, uniformed security personnel capable of performing facility patrol, visitor access management, security camera monitoring, and emergency response to all designated facility codes. Additional responsibilities include morgue support with chain-of-custody maintenance and daily activity/incident reporting. The base period covers 12 months (TBD 2026–TBD 2027), with four optional 12-month periods (TBD 2027–2031). Pricing must be submitted as an all-inclusive, fully burdened hourly rate covering labor, supervision, uniforms, equipment, travel, lodging, per diem, insurance, administrative costs, and all federal, state, local, tribal, and New Mexico Gross Receipts taxes. Performance must commence no later than 10 days after all required fingerprinting, background investigations, and security clearances are adjudicated and the Government issues official authorization.

This acquisition is set aside as an Indian Small Business Economic Enterprise (ISBEE) with cascading tiers: the first tier limits competition to ISBEE firms that are also small businesses; if insufficient competition or reasonably priced offers are not received, quotes will be considered from all other small business concerns. The contractor must hold and maintain a valid New Mexico Private Patrol Operator License and ensure all personnel pass Public Law 101-630 background investigations, IHS personnel security and suitability requirements, and character standards prohibiting felony convictions or two or more misdemeanors involving violence, sexual misconduct, or crimes against persons/children. All personnel must comply with IHS immunization requirements (MMR, Hepatitis B, Varicella, annual influenza, Tdap, COVID-19 with approved exemption option, and TB screening within 12 months), HIPAA and Privacy Act requirements, and IHS standards of conduct. Quotations are due July 17, 2026, at 5:30 p.m. Mountain Time, submitted electronically to Raelynn Ray (raelynn.ray@ihs.gov). Quotes must include three separate volumes: technical proposal (company experience, staffing plan, technical approach, and compliance plans), past performance (up to three references), and price proposal (firm fixed price for base year and all option years), along with a signed SF-18 form and signed IHS IEE Representation Form. Evaluation will be based on experience and qualifications (30%), personnel qualifications and suitability (25%), technical approach (20%), past performance (15%), and price (10%), with technical factors weighted more heavily than price. The Contracting Officer is Shandiin Dewolfe; the Primary Contracting Officer's Representative is Tammie Valdez (575-759-7302, tammie.valdez@ihs.gov), with an Alternate COR as Carol Begay (575-759-7203, carol.begay@ihs.gov). Contractor performance will be evaluated and entered into the Contractor Performance Assessment Reporting System (CPARS) in accordance with FAR Subpart 42.15.
