About this file
This is a Request for Quotation (RFQ) for preventive maintenance and repair services for boiler, water heater, and chiller equipment at two Indian Health Service facilities in New Mexico.
The Albuquerque Area Indian Health Service seeks a firm-fixed price Purchase Order to provide preventive maintenance and repair services for the Santa Fe Indian Health Center (1700 Cerrillos Road, Santa Fe, NM 87505) and the Taos-Picuris Indian Health Center (1090 Goat Springs Road, Taos, NM 87571). The base year period of performance is TBD/2026 through TBD/2027, with a 60-calendar day performance window from award date. At Santa Fe, services cover five Camus boilers, six Noritz tankless water heaters, a chiller system, and cooling tower pump system. At Taos-Picuris, services include boiler, chiller, and associated pump systems. Preventive maintenance tasks include inspections of burners, ignitors, filters, gaskets, combustion analysis, balancing valve inspection and adjustment, replacement of manufacturer-recommended PM kits, pump inspections, and equipment operational verification. Deliverables include written inspection reports, combustion analysis documentation, deficiency reports with cost estimates, and signed service tickets. The contractor must respond to emergency service calls within four hours and submit inspection reports within five business days.
This solicitation is a total Indian Small Business Economic Enterprise (ISBEE) set-aside with cascading tiers: first tier ISBEE concerns, second tier all other small business concerns. The NAICS code is 561210 with a $47.0 million size standard. Quotations are due by 04/30/2026 at 1230 MT. Award will be made on a best-value basis considering technical qualifications (experience with listed equipment, qualified personnel, response time capability), past performance on similar healthcare facilities, and price, with technical capability weighted more heavily than price. Quoters must submit three volumes: technical qualifications demonstrating SOW capability, past performance on up to five similar contracts within five years, and pricing. Required documents include a signed SF-1449, IHS Buy Indian Act Indian Economic Enterprise Representation Form, and acknowledgment of any amendments. The Contracting Officer is Stephanie Begay, (505) 256-6750, with questions due by May 11, 2026. Invoices must be submitted electronically via the Department of Treasury Invoice Processing Platform (IPP) at www.ipp.gov, with a W-9 form required for tax reporting purposes.
