EVALUATION FACTORS

The Government intends to make award to the responsible offeror whose quote represents the best value, considering the factors below.

Factor 1 – Technical Capability and Approach The Government will evaluate the offeror’s ability to meet all requirements of the Statement of Work, including understanding of regulated medical, sharps, and pharmaceutical waste handling; proposed methods for collection, transportation, treatment, and disposal; regulatory compliance; pickup reliability; container exchange and storage procedures; and the ability to perform services safely with minimal disruption to Government operations.

Factor 2 – Past Performance The Government will evaluate the offeror’s record of performance on similar medical or pharmaceutical waste removal services. This includes quality and timeliness of services, regulatory compliance, customer satisfaction, and accuracy of documentation. References for recent and relevant work may be required.

Factor 3 – Personnel Qualifications and Training The Government will evaluate the qualifications and training of personnel proposed to perform the work, including certifications for handling regulated waste, DOT hazardous materials training, any required OSHA training, and the adequacy of staffing levels.

Factor 4 – Licensing, Certifications, and Regulatory Compliance The Government will evaluate whether the offeror holds the required State and Federal licenses, permits, and http://www.acquisition.gov/ https://www.hhs.gov/policies/hhsar/subpart352.html

The offeror must be able to maintain all required credentials throughout the contract.

Factor 5 – Price Price will be evaluated for fairness and reasonableness. The Government may consider total evaluated price for the base period and all option periods.

Relative Importance of Factors All non-price factors combined are significantly more important than price. As quotes become more equal in technical merit, price may become the determining factor.
