ISBEE Cascading Set-Aside Offers will be solicited from Indian Small Business Economic Enterprise (ISBEE) concerns. If we do not receive enough competition and/or reasonably priced offers from the ISBEE set-aside, we will then evaluate quotes and consider for award to other small business concerns. Any acquisition resulting from this cascading set-aside will be from such a concern as follows:
1. ISBEE
2. All other Small Business Concerns
3. Other than Small Business Concerns (large businesses)
1. General Information
1.1 Background
The IHS is responsible to provide water, sewer and solid waste facilities for Native American housing at, adjacent to, or near Indian Reservations as authorized by Public Law 86-121. Community sizes range from 15 to 10,000 people. The Indian Health Service (IHS) is authorized to design, construct and improve facilities, acquire lands and right-of-way for sanitation facilities, projects, and transfer complete facilities to Native American Tribal organizations or other public authorities for operation and maintenance.
The Environmental Health Support Center (EHSC) serves as the national coordinator of IHS based training for OEHE. In addition, this office also serves as the national liaison for training activities with all twelve Indian Health Service Areas and other governmental, public and private institutions. Authority for this justification is mandated under 41.USC.253(c)(1) as implemented by FAR 6.100
The purpose of the proposed requirement is to provide interactive groundwater and wells training for tribal utility and IHS staff in the lower 48 States and Alaska. The successful vendor(s) will be able to provide off-the-shelf and customized trainings that support the design and operation of individual and community drinking water wells.
2. Scope
2.1 General
The Contractor shall be able to provide groundwater and well design, operation, and maintenance training courses for engineers, technicians, and project managers. The contractor shall have the ability to create customized trainings to meet IHS needs per the Contracting Officer Representative’s (COR) request. Courses shall be one-hour (virtual short topic trainings) to five days in length (in-person or virtual) and shall be presented by the Contractor at a 1) IHS-provided facility,
2) contractor-provided facility, or 3) on-line. Locations of in person trainings will vary throughout the Continuous U.S. and Alaska.
Training courses shall focus on groundwater and well topics, at a minimum, supporting the following:
▪ Well site selection
▪ Ground water hydrology
▪ Well design
▪ Well drilling
▪ Pump testing
▪ Well water quality testing
▪ Well maintenance
▪ Well rehabilitation
Target Audience The target audience will consist of engineers, technicians, and project managers with variable experience levels and backgrounds (including staff where English is a second language). In-person courses shall be presented for up to 40 students per session unless otherwise authorized by both the Contractor and the COR. Instructor led live virtual courses shall be presented for up to 250 students per session unless otherwise authorized by both the Contractor and COR.
Cancellation Policy The EHSC reserves the right to cancel or reschedule contracted courses a maximum of 4-weeks (unless otherwise agreed upon with the Vendor in writing) prior to the course start date should the minimum number of registrations not be achieved. The EHSC will make all efforts possible to recruit training attendees.

5. Miscellaneous
5.1 Proposal Travel Requirements
Proposals shall include an itemized cost breakdown of all travel expenses. The maximum for proposed travel expenses under this contract are based on the various rates published by the General Services Administration (GSA). Links to applicable rates are listed below.
▪ Travel expenses are limited to the lowest airfare rates published to reasonably meet course scheduling requirements by advance purchase (to the maximum extent feasible given the individual circumstance) and the published federal rates for meals and incidentals per diem, lodging per diem, mileage reimbursement (where a Contractor employee or official uses their personal or company vehicle for travel to a project site) and car rental requirements.
• Car rental expenses proposed shall be based on the minimum size vehicle necessary for reasonable comfort of the number of estimated travelers, distance proposed for travel. For example, where a single individual is proposed for travel involving a journey of, say, 400 miles’ roundtrip, a compact sedan would be the appropriate maximum size vehicle. The status of the traveler within the firm has no bearing on the vehicle size or type allowed for contract travel.
• Federal travel per diem rates are based on the location of the travel destination. Please note that for all days of travel (usually only the first and last day of each trip) the meal and incidentals maximum reimbursement Per Diem is limited to 3/4th (75 percent) of the published daily rate for each location. The Contractor is responsible for using the then-current federal rates for travel expenses in each proposal. Federal travel rates are updated as changes occur and available for reference at the following URLs:

The Alternate COR responsibilities will be to help coordinate with the contractor the technical aspects of this service and the review of performance hereunder. The Alternate COR does not have the authority to change or alter the order amount, terms and conditions.
The Contract Officer’s Representative responsibilities include ensuring contractor accountability, monitoring the contractor's technical progress- including the surveillance and assessment of performance and recommending to the Contracting Officer changes in requirements, interpreting the statement of work, performing technical evaluations as required, performing technical inspection and acceptance required, assisting the contractor in the resolution of technical problems encountered during performance and receiving and processing invoices for payment.
HHSAR 301.602-3, Ratification of Unauthorized Commitments: The Government is not bound by agreements with, or contractual commitments made to, prospective contractors by individuals who do not have delegated contracting authority. Unauthorized commitments do not follow the appropriate process for the expenditure of Government funds.
Consequently, the Government may not be able to ratify certain actions, putting a contractor at risk for taking direction from a Federal official other than the contracting officer. See FAR 1.602-1. Government employees responsible for unauthorized commitments are subject to disciplinary action. Contractors perform at their own risk when accepting direction from unauthorized officials. Failure to follow statutory and regulatory processes for the expenditure of Government funds is a very serious matter.
