A. BACKGROUND:

The President’s Emergency Plan for AIDS Relief (PEPFAR), has saved millions of lives and has given hope to millions more. In Eswatini, PEPFAR is an integrated U.S. Government (USG) response led by the US Embassy – Department of State. USAID/Eswatini works with the U.S.

Centers for Disease Control and Prevention (CDC), Department of Defense (DOD) and the Peace Corps to implement the program. The Eswatini PEPFAR program works in partnership with several ministries and agencies including the National Emergency Response Council on HIV and AIDS (NERCHA), Ministry of Health, the Deputy Prime Minister’s Office, Ministry of Finance, Ministry of Education, and Ministry of Social Welfare to advance a multi-sectoral response.

With U.S. support, Eswatini made notable progress in controlling the HIV epidemic in a country with the world’s highest HIV prevalence at an estimated 27 percent among people 15 years and older. The recently completed 2021 Eswatini Population-based HIV Impact Assessment survey, locally known as “SHIMS3”, demonstrated sustained progress towards the ambitious UNAIDS Fast Track 95-95-95 targets set for 2025. As one of the first countries in the world to approach or surpass the UNAIDS ‘95-95-95’ HIV treatment goals across several demographics, Eswatini is entering a new phase of its HIV response. The country will need to make strategic pivots to sustain programmatic gains while ensuring equitable access to essential HIV prevention and treatment and related public health services. This position will be critical in providing strategic leadership in this new era of programming.

USAID/Eswatini implements a comprehensive PEPFAR program to support the Government of the Kingdom of eSwatini (GKoE)’s response to the HIV epidemic. USAID/Eswatini works with a range of local leaders to anchor USAID support within a locally owned and locally driven HIV response. In addition, USAID/Eswatini strengthens government systems for commodity management and supply chain, developing electronic medical record systems, and advancing allocative efficiencies in the health sector through health financing support. USAID works to complement the USAID/PEPFAR portfolio in Eswatini by leveraging private sector partnerships and support from other USAID initiatives such as Power Africa and Prosper Africa to improve health and development outcomes in Eswatini.

As PEPFAR’s focus shifts toward sustaining program achievements, Embassy Eswatini’s leadership has prioritized the mutual leveraging of PEPFAR and other development programs to catalyze solutions that will address the broader determinants of health outcomes.

USAID/Eswatini operates under USAID’s Regional Health Office (RHO), which forms part of the Regional USAID/Southern Africa Mission based in Pretoria, South Africa. This position will be based in USAID/Eswatini’s in-country office located at the US Embassy in Ezulwini.

▪ After the closing date for receipt of applications, applications will be reviewed for submission requirements and the established minimum requirements for the position. ▪ Shortlisted applicants may be further evaluated. Assessments to include English writing, computer and other technical skills may be administered to determine competitively ranked applicants for possible interviews. Competitively ranked applicants may be interviewed.
