A. INTRODUCTION:

PEPFAR is the largest commitment by any nation in history to combat a single disease. Working in over 50 countries, PEPFAR has saved and improved millions of lives, prevented millions of HIV infections, and changed the course of the global HIV/AIDS epidemic.
The RHO is a PEPFAR Technical Assistance (TA) platform to the southern Africa region and is responsible for the management oversight for the two USAID non-presence kingdoms of Eswatini and Lesotho. The RHO and the two kingdoms have a combined staff of 48, an annual budget of about $95 million, and 29 implementing partners. RHO also provides TA upon request to Angola, Botswana, Namibia, Madagascar, Malawi, Mozambique, South Africa, Zambia and Zimbabwe.
RHO has technical Advisors in HIV Care and Treatment (including TB); OVC and HIV Prevention in Adolescent and Young Women; Digital Health; Strategic Information / Epidemiology; and in Localization and Sustainability. RHO also has a Regional Health Advisor who among other responsibilities, focuses on RHO’s response to emerging health pandemics in the region, such as
COVID-19.
B. BASIC FUNCTIONS OF THE POSITION:
The regional Senior Strategic Information (SI) Technical Advisor/Epidemiologist is responsible for, and provides support to a variety of institutional components in the areas of SI to PEPFAR programs in the region. S/he is considered as the foremost expert in SI and in Epidemiology in support of the Southern Africa region and is the first point of call for PEPFAR teams in the region when a new initiative is introduced, when there is staff turnover, or when there is limited expertise that can be drawn on within the countries themselves. Specific technical expertise requested from the incumbent varies, and often peaks during preparation and submission of the Country Operational Plans (COPs) and during reporting times.
The most common requests received by RHO for this position are likely to relate to assistance in all aspects of data analyses for the planning of COPs; assistance with UNAIDS EPP/Spectrum modeled estimates; assisting with routine reporting, including quarterly, semi-annual and annual PEPFAR reports, portfolio reviews, assistance with surveillance studies, Demographic Health Surveys (DHS) PHIAs, size-estimations, and other special studies. As a result of occasional staff shortages, the incumbent may also be requested from time to time to be COR/AOR or Activity Manager for programs in one of the client countries as required.

Reference checks will be made only for the interviewed applicants.
■ Following the interview, during which the applicant will be evaluated against the established criteria, the TEC will make a preliminary determination of applicants to be considered for employment and conduct and document reference checks. References will only be solicited for those interviewed applicants who are being considered for ranking. The applicant’s references must be able to provide substantive information about their past performance and abilities. As a positive medical clearance and security certification are a condition of employment, the selected candidate will undergo a stringent investigation prior to employment with USAID/SA.
USAID policy specifies that U.S. citizens or resident aliens (USNs) are preferred over third country nationals (TCNs). Therefore, USN and TCN offers will not be evaluated together.
