The United States Government, represented by the U.S. Agency for International Development (USAID), is seeking applications from qualified U.S. Citizens and/or U.S Resident Aliens to provide personal services under contract as described in this solicitation.

11. STATEMENT OF DUTIES
Background/Introduction
USAID/Kenya and East Africa's (KEA) 2020-2025 strategy aims to improve governance, health, and market systems; increase the resilience of vulnerable populations, address climate change; and catalyze economic growth. USAID/KEA’s staff, procurement procedures, and development approaches are enabling co-creation of technical implementation frameworks with 13 ministries currently. USAID/KEA’s County
Liaison Teams (CLT) actively engage with county officials, and Local Development Organizations (LDO) composed of hundreds of local NGOs and created with Mission support are enabling more effective civil society and private sector engagement with county governments and donors.
USAID/KEA is among the largest Missions globally with 297 staff. The Mission administers 113 grants and contracts valued at $3.5 billion including over $1.3 billion with Kenyan organizations. Due to the

mailto:pbii@usaid.gov political priority and high visibility of the embassy, USAID/KEA supports nearly monthly VIP visits including recent visits from the First Lady, the Secretary of State, and Administrator Power.
Through its Regional Development Cooperation Strategy (RDCS) 2020-2025, USAID/KEA complements bilateral efforts with solutions that enhance regional resilience, advance economic systems, and foster East
African regional stability. The program focuses on strengthening an "East African-led" foundation for a more self-reliant, prosperous, and stable East Africa.
Statement of Duties to be Performed.
The incumbent serves as the acting Office Director to the Strategic Planning and Analysis Office (SPA) for USAID/KEA and has extensive management and oversight responsibilities. S/he serves as the acting
Supervisory Program Officer (SPO) and manages seven teams within SPA while working closely with the
Front Office on advancing key Mission and Washington, DC priorities. S/he provides expert advice on all program office functions including strategic planning, project design, monitoring and evaluation, budgeting, localization, environmental compliance and reporting for both the Kenya bilateral and the East
Africa Regional platforms. As SPA Director, s/he guides Mission technical offices across the program cycle as well as resource allocation to ensure optimal program choices and overall program effectiveness.
The incumbent will lead and advise on how to strengthen USAID relationships with key regional institutions as well as with GoK. S/he reports to the Deputy Mission Director.
A. Supervision and Leadership
● Serves as a senior member of Mission staff with full responsibility for the management of SPA and provides expert program advice on all issues relating to the Program Cycle. As U.S. citizen personal services contractors (USPSCs) may not supervise U.S. direct-hire employees of USAID or other U.S.
Government agencies (but may supervise USPSCs and non-U.S. citizen employees) supervision of the office’s direct-hire employees will be assumed by the responsible Deputy Mission Director.
● Provide Mission management support to the U.S. Ambassador, USAID Mission Director, Deputy
Chief of Mission, and other members of the U.S. Country Team. This includes coordinating high level meetings, budgeting and reporting requirements across the whole of government for all foreign assistance funding to Kenya.
● Provide clear leadership across SPA and the Mission to ensure effective completion of Agency and/or
Mission deliverables including but not limited to standard processes and program cycle tasks or last minute information requests that may cut across the program cycle (strategy, budget, planning, monitoring evaluation and learning, VIP briefers, etc.) with short turnaround times.
● Mentor SPA staff to strengthen team leadership and program functions across the office. Advise SPA teams on approaches to better provide a strong balance between robust customer service to the
USAID/KEA technical teams and meeting Agency program cycle deliverables.
● Provide direct supervision to four staff in SPA, including two deputy office directors; one Information
Specialist, and one administrative assistant. As Office Director, the incumbent will also be responsible for overall supervision of all teams and staff within SPA which includes four USDHs, two offshore
U.S. Personal Service Contractors (USPSCs), three local hire PSCs, and 23 FSNs.
● Lead negotiations with GOK officials, frequently at the Ministerial level, on strategic direction, budget allocations, grant agreements/amendments, and making recommendations and providing solutions, as appropriate.
B. Portfolio Planning and Management
● Provide major programmatic and planning input on all aspects of decision-making in USAID/KEA, with particular emphasis on overseeing program strategy development and coherence; project and activity development; budgeting; monitoring and evaluation, Localization, host country, donor, and partner.
● Lead SPA and senior management teams to realize effective Mission-wide strategic level Performance
Management Plan (PMP), portfolio reviews, quarterly financial reviews and tracking of project design and procurement timelines.
● Lead the Regional portfolio and provide expert engagement with three Regional Intergovernmental
Organizations; The East African Community (EAC); The Intergovernmental Authority on
Development (IGAD); and The Common Market for Eastern and Southern Africa (COMESA).
● Provide direction and guidance to the mission on senior level interpretation of USAID Agency regulations as it pertains to implementing program cycle processes.
C. Reporting and Communication
● Coordinate the production of major Mission programming documents for USAID/Washington including the Mission’s Country Development Cooperation Strategy, Regional Development
Cooperation Strategy, Operational Plan, Performance Plan and Report, Mission Resource Request, Congressional Notifications, etc. Helps ensure quality, compliance with regulations and guidance, and clear and compelling representation of the USAID/KEA strategy and portfolio.
● Oversee performance management practices in the Mission, including management of a support contract (Localization, Inclusion, and Sustainability Activity [LISA]), maintenance of the performance management plan, evaluation schedule, and implementation of a Geographic Information System, MAPS.
● With the Mission Director and/or Deputy Mission Director(s), frequently called to brief and participate in negotiations with Senior GOK officials and high-level U.S. Government (USG) visitors.
Prepare/clear briefing papers, notes and presentations on the USAID/KEA portfolio.
D. Representation
● Frequently engages high-level Congressional and Executive Branch visitors focused on the nature of
U.S. assistance programs in Kenya.
● Guide the mission in planning and improving the USAID and U.S. Government (USG) development portfolio.
● Facilitates overall donor and partner coordination efforts, including a broad donor effort.
● Liaise with regional counterparts, USG stakeholders, donors and others as required to further
USAID/KEA development objectives.
Position Elements
Supervision Received: The Supervisory Program Officer works under the direct supervision of the
Deputy Mission Director or his/her designee.
Supervision Exercised: The incumbent will advise in his/her area of responsibility several other SPA staff as needed including TCNs, FSNs and USPSCs. The incumbent will serve as the Supervisory Program
Office Director. Supervision of the office’s direct hire employees will be assumed by the responsible
Deputy Mission Director, as U.S. citizen personal services contractors (USPSCs) may not supervise U.S.
direct-hire employees of USAID or other U.S. Government agencies, but may supervise USPSCs and non-
U.S. citizen employees.
Available Guidelines: The incumbent must understand and be knowledgeable of guidelines which include Agency regulations, Automated Directive System requirements, Africa Bureau procedural guidance, Agency procurement guidance, Mission Orders and professional development literature.
Complexity: USAID/KEA’s activity portfolio is complex, consisting of both purely regional activities as well as bilateral activities that are implemented in the East African region. As a result, the Supervisory Program Officer will be responsible for coordination surrounding strategic program and implementation functions for USAID/KEA. Due to this complexity, the Supervisory Program Officer must be able to assess alternatives and interpret Agency policies and guidelines accordingly.
Exercise of Judgment: A high degree of independent judgment is required in providing guidance and advice to the program office team and to Technical Offices, reviewing program documentation, and managing assigned programming actions and tasks such as coordinating input for the Operational Plan, Performance Plan Report, organizing portfolio reviews, or coordinating implementation of local solutions or client mission support.
Authority to Make Commitments: Within mission delegations and job responsibilities only.
Scope and Effect: Provides guidance and senior level advice to USAID/KEA to support technical teams on the relationship of projects to Development Objectives, works across several sectors to creatively identify common points of interest and best practices. Assists the SPA team to coordinate strategic program and implementation functions for USAID/KEA.
Personal Contacts: Personal contacts include USAID/KEA and USAID/KEA staff, U.S. Embassy personnel, USAID/KEA implementing partners and other concerned stakeholders. S/he will have contact with missions in the region as well. S/he must have the ability to represent USG interests by communicating effectively in English, using a great deal of tact, diplomacy, and technical knowledge as it pertains to senior management levels.
Nature, Level and Purpose of Contacts: Contacts are established and maintained internally with the
USAID/KEA Front Office, USAID/KEA Technical and lifeline Offices, and mission working groups to lead the Mission’s programming and program reporting requirements. Externally, the incumbent may serve as the mission interface with regional partners; senior government of Kenya officials and with client missions on program support. He/she may also be required to communicate and coordinate with key officials in USAID/Washington, State Department, F Bureau, and senior staff with regional implementing partners, U.S. Embassies, other USG agencies, and other donors related to program coordination and implementation in the East Africa region.
Physical Demands and Work Conditions: The incumbent will be physically located at the U.S. Embassy USAID building in Nairobi and will be expected to attend meetings and/or events.
Travel requirements: The work may require the incumbent will be expected to travel within Kenya and possibly to provide support to client missions in East Africa. Travel to the field can be physically demanding, including transport on unpaved roads and rudimentary conditions.
Support Items: The employee will be provided with the support services, equipment, and supplies necessary to perform the work. This will include shared office equipment (such as printer, scanner and shredder), and a workstation that includes a desk, computer, file cabinets, and network access, with the possibility for mobile computing devices based on need and Mission management approval.
Sunday Pay is not authorized.
12. PHYSICAL DEMANDS: The primary location of work will be on the U.S. Embassy/USAID compound in Nairobi, Kenya. No special demands are required to perform the work.
II. MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION
The U. PSC Office Director must meet the following requirements in education and professional experience:
Education:
Minimum of a master’s degree in economics, business, international development, sociology, anthropology, management, public administration, or other related social sciences, or discipline is required.
Work Experience:
Minimum of 13-15 years of progressively responsible professional or program experience in managing development programs, with multilateral and bilateral donors, NGOs, and/or government is required.
Language Proficiency:
Fluency (Level IV) in English Language is required.
III. EVALUATION AND SELECTION FACTORS
The Government may award a contract without discussions with offerors in accordance with FAR 52.215-
1. The CO reserves the right at any point in the evaluation process to establish a competitive range of offerors with whom negotiations will be conducted pursuant to FAR 15.306(c). In accordance with FAR
52.215-1, if the CO determines that the number of offers that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the CO may limit the number of offerors in the competitive range to the greatest number that will permit an efficient competition among the most highly rated offers. The following factors will be the basis for the evaluation of applications meeting the required minimum qualifications. All applications will be evaluated based on the documentation submitted with the application. USAID reserves the right to contact your previous employers for relevant information concerning your performance and may consider such information in its evaluation. The highest-ranking applicants may be selected for an interview, but an interview is not always necessary.
Education (10 points):
The applicant must have at least a Master's Degree in a field relevant to the duties described above such as in economics, business, international development, sociology, anthropology, management, public administration, or other related social sciences, or a related discipline. In cases of exceptional work experience, other relevant graduate degrees and/or work experience will be taken into consideration
Work Experience and Knowledge (30 points):
Thirteen (13)- fifteen (15) years of progressively responsible professional or program experience in managing development programs, with multilateral and bilateral donors, NGOs, and/or government.

Experience with donor agency/mission organization, procedures, and operations systems (e.g., development approaches; procedures for programming funds, defining objectives, and monitoring results;
and procedures for awarding grants and contracts). At least eight years' direct USAID/international organization experience or in an affiliated capacity.
Technical knowledge, Skills and Abilities (25 points):
Strong analytical, management and organizational skills are required.
The position requires demonstrated ability in strategic planning, technical and socio- economic analysis, and budget management and reporting skills. Considerable confidence, sensitivity, poise and maturity are mandatory as the applicant may represent USAID in meetings with mid to senior level officials and with private sector and donor partners.
The applicant should possess strong interpersonal and cross-cultural skills, the ability to work within a team setting and with minimal supervision. Strong leadership and negotiating skills.
Demonstrated knowledge and proficiency in Microsoft Windows, Word, and Excel are required.
Familiarity with Microsoft Access and Powerpoint.
Knowledge of the objectives and operations of the USG or program activities of other international donors or non-governmental organizations in East Africa and a strong understanding of the East African context.
Other knowledge, Skills and Abilities (25 points):
Broad knowledge of technical and programmatic approaches in development assistance approaches and principles is mandatory. This may include demonstrated knowledge in the areas of monitoring and evaluation, communications, activity design, performance monitoring and/or budgeting for results.
Knowledge and skill in conceptualizing programming, policies, and plans, and developing strategies for their implementation.
Significant knowledge of current USAID or similar organization’s program cycle processes, regulations and understanding of the broader range of development assistance as applied in the USAID or similar organization’s context is required.
Knowledge of the structure and workings of the U.S. government/international organization. Knowledge of the East African context, organizational culture, structure, policies, programs and operations and development priorities.
Excellent written and oral communication skills, with the ability to write clearly, quickly and succinctly and to speak clearly and persuasively.
Knowledge of the Mission’s technical sector areas--peace and governance, health and economic growth, environment, trade and agriculture, and youth development.
Strong interpersonal and leadership skills, including an ability to work as a member of a team, build consensus, provide leadership, and effectively coordinate with internal and external stakeholders in a multicultural setting is necessary.
Ability to work independently, prioritize teamwork tasks, level of effort, and assist with task completion not only through delegation but in capacity to implement and meet deadlines.

C. An up-to-date current CV/resume. The CV/resume must contain sufficient relevant information to evaluate the Offers in accordance with the stated evaluation criteria. Broad general statements that are vague or lacking specificity will not be considered as effectively addressing particular selection criteria. Complete dates (month/year) are also required on CV.
D. Applicants also must address the above Section: Evaluation and Selection Factors, in a
Summary Statement to be included in the Offers. This Summary Statement, limited to two (2) pages, must describe specifically and accurately what experience, training, education, and/or awards the applicant has received that are relevant to each selection factor above. The Summary Statement must include the name of the applicant and the announcement number at the top of each page.
E. Applicants must provide a minimum of three (3) and a maximum of five (5) references within the last five years from the applicant’s professional life, namely individuals who are not family members or relatives. Three references must be from direct supervisors who can provide information regarding the applicant’s work knowledge and professional experience. ENSURING ADEQUATE COVID-19 SAFETY PROTOCOLS FOR FEDERAL
CONTRACTORS (OCT 2021)-Alternate 70 (OCT 2021) (M/OAA-DEV-FAR22-01c)
(a) Definition. As used in this clause –
United States or its outlying areas means—
(1) The fifty States;
(2) The District of Columbia;
(3) The commonwealths of Puerto Rico and the Northern Mariana Islands;
(4) The territories of American Samoa, Guam, and the United States Virgin Islands; and (5) The minor outlying islands of Baker Island, Howland Island, Jarvis Island, Johnston Atoll, Kingman
Reef, Midway Islands, Navassa Island, Palmyra Atoll, and Wake Atoll.
(b) Authority. This clause implements Executive Order 14042, Ensuring Adequate COVID Safety
Protocols for Federal Contractors, dated September 9, 2021 (published in the Federal Register on
September 14, 2021, 86 FR 50985).
(c) Personal Services Contracts with individuals. As a matter of policy, the contractor must comply with the USAID’s guidance applicable to direct-hire federal employees.

Notice Regarding Any Court Order Affecting the Implementation of E.O. 14042
USAID will take no action to enforce the clause (FAR 52.223-99) implementing the requirements of Executive Order 14042, absent further written notice from USAID, where the place of performance identified in the contract is in a U.S. state or outlying area subject to a court order prohibiting the application of requirements pursuant to the Executive Order (hereinafter, “Excluded
State or Outlying Area”). In all other circumstances, USAID will enforce the clause, except for contractor employees who perform substantial work on or in connection with a covered contract in an Excluded State or Outlying Area, or in a covered contractor workplace located in an Excluded
