B.3 ISSUANCE OF TASK ORDERS & MINIMUM GUARANTEE
The IDIQ contract CLINS consist of the cost for products and services, as well as fixed hourly rates that will remain unchanged throughout the contract’s period of performance, for specific key personnel as included in this contract and as required by Orders. All individual Orders shall be issued in accordance with the IDIQ contract CLINS TBD through TBD. Concurrent Orders may be issued. All Orders will be issued in writing after quantities and deliveries are verified by the Government.
B.4 GUARANTEED MINIMUM & MAXIMUM AMOUNTS
Only those Contracting Officers specifically in the U.S. Department of Labor (DOL), Office of Administrative Services and Management (OASAM), Business Operation Center (BOC), Office of the Senior Procurement Executive (OSPE); within the limits of their warrant shall award and administer an order for work covered by this contract.
The guaranteed minimum amount for this IDIQ is $10,000.00. The minimum guarantee shall be satisfied by issuance of an Order concurrent with award of this contract. The guaranteed minimum applies to the base period of the IDIQ contract. Individual Orders will be awarded in accordance with Section G.
The total maximum amount for all Orders placed in this IDIQ contract shall not exceed $TBD. The contract maximum represents the total contract value for the life of the contract (1-year base period and two (2) 1-year option periods) including options if exercised.
SECTION C – DESCRIPTION/SPECIFICATION/WORK STATEMENT
PERFORMANCE WORK STATEMENT (PWS)
BLS-HEADQUARTERS RELOCATION PROJECT
PART 1
GENERAL INFORMATION
1.1 Description of Services/Introduction: The Contractor shall provide professional Project Management and Construction Management Advisory services that use project management techniques to oversee and manage the planning, design, construction, turnover, and occupancy phases of the Bureau of Labor Statistics’ ongoing relocation program. The Contractor shall provide BLS with written evaluations, recommendations, estimates; schedules; presentations;
meeting agendas and minutes; field, inspection, and safety reports; outreach materials and other documentation defined herein. The Contractor shall perform to the standards in this PWS and all resulting orders.
1.2 Background: The Bureau of Labor Statistics (BLS), an agency within the Department of Labor (DOL), is executing an ongoing program to relocate the BLS National Office Headquarters from its current location at the Postal Square Building (PSB) in Washington, D.C.
This prospectus level relocation project currently establishes the future location as the Suitland Federal Center (SFC) in Suitland, Maryland. The proposed building currently has two occupants, the Census Bureau (Census) and the Bureau of Economic Analysis (BEA), that BLS will join.
As such, the relocation program entails interdependencies related to shifting Census and BEA in order to open space for BLS.
The primary objective of this Indefinite Delivery/Indefinite Quantity (ID/IQ) contract is to provide all necessary support to meet relocation program objectives, assisting BLS in the delivery of a project that meets agency mission, timeline, quality and budget requirements, while satisfying all the statutes, regulations, policies applicable to this work.
To satisfy program requirements, the BLS requires Project Management and Construction Management services throughout the planning, design, construction, burn-in, turnover, and decommissioning phases of this project while also coordinating change management, contracts activities, and other ancillary services related to BLS requirements within the scope provided in this PWS and as negotiated and detailed in each order.

1.3 Objectives: The objective of this requirement is to provide Project Management and Construction Management Advisory services to the Bureau of Labor Statistics in support of an ongoing relocation program.
1.4 Scope: The Bureau of Labor Statistics intends to award one indefinite delivery/indefinite quantity (IDIQ) contract to a vendor with the expertise to provide Project Management and Construction Management Advisory services that include, but are not limited to: program management and coordination; record keeping; requirements development and planning;
construction management and design-build quality assurance and inspections; cost estimating;
schedule management; communications; and change management. Critical to the success of this contract is the Contractor’s familiarization with project management best practices as well as the Federal and local statutes, regulations, standards, guidelines, policies, and documents that a design-build contractor is required to follow when completing a GSA capital project. The Contractor shall also assist the BLS in ensuring that stakeholder and contract requirements are coordinated and enforced with regard to program scope, schedule, budget, quality, and risk.
The BLS requires a contracting vehicle that utilizes an experienced company to provide
1 Represents current conditions at Suitland Federal Center (without BLS) sound management advice regarding all services to be performed, collaborate with the entire program team, anticipate problems and delays to minimize or eliminate their adverse impact to the project schedule, budget, and approved design, promptly resolve conflicts, mitigate circumstances that could lead to claims, and keep BLS advised of any potential disputes and program delays, and exercise due diligence to ensure that all aspects of this program meet client requirements as well as codes, regulations, standards, and construction documents.
1.4.1 Key Responsibilities: The following are key Contractor responsibilities:
To directly assist BLS on a daily basis with the regular communication and management of program progress.
To track and report to BLS on a daily basis the status of critical program components, including but not limited to:
o All program schedule and budget details, ensuring that the program proceeds in a risk-averse manner with attention to minimizing unforeseen costs and delays;
o Program stakeholder-dependent information, where such information may be missing, outdated, or not coordinated with information from other stakeholders;
To directly assist BLS with the coordination of requirements gathering and management through the completion of the design of the new facility, and to verify program requirements through the build-out of the facility;
and to provide Quality Assurance and inspection support through build-out, burn-in, turnover and decommissioning.
To directly assist with all required coordination activities amongst BLS, Census, BEA and GSA.
To directly assist with communications and change management activities.
1.4.2 Project Delivery Team Roles and Responsibilities: Successful project delivery requires close coordination across several entities, involving complex interdependencies. BLS envisions a highly collaborative design build delivery approach for this project. The expectation is that the Contractor will work closely with all program stakeholders to assist BLS with its management of project components, coordinating with elements of the GSA team, GSA’s contractors, as well as Census and BEA entities.
The Project Delivery Team is still forming at this time and is subject to change. It is anticipated to include the BLS project management team and functional work stream leaders, the GSA project management team, GSA’s contractors such as the planning Architect Engineer (GSA AE) for the Feasibility Study, the program Construction Manager (GSA CM) and Commissioning Agent (GSA CxA), GSA’s Design-Builder (GSA DB), in-house GSA personnel, and various other BLS contractors (such as an FFE vendor and others to-be-determined). The key members of the Project Delivery Team and their respective roles and responsibilities at this time are as follows:
DOL Contracting Officer (DOL CO): The individual authorized to act on the behalf of BLS in the administration of this ID/IQ contract and subsequent orders is the Department of Labor (DOL) Contracting Officer. The DOL Contracting Officer may delegate certain of his or her authorities to others, and if so, will notify the Contractor in writing of the specific authorities delegated to, and limitations placed upon, named authorized representatives. The Contractor shall not take any direction, or act upon any information, from individuals other than those having the requisite authority as confirmed by the DOL Contracting Officer’s written notification.
BLS Contracting Officer’s Representative (BLS COR): The BLS COR serves as the primary contractual point of contact with the Contractor. The BLS COR provides contractual guidance in response to Contractor questions and concerns, and works the DOL CO to address all Contract change orders. The COR reviews and approves invoices. The BLS COR receives regular updates from the Contractor that relate to the delivery of Contract goods and services in support of the processing of invoices.
BLS Project Manager (BLS Federal PM): The BLS Federal PM serves as the common, day-to-day point of contact for the Contractor’s team, along with the BLS COR. The BLS Federal PM facilitates coordination between the Contractor and BLS component representatives, in-house specialized service teams, and other contractors.
The BLS Federal PM team provides access to BLS spaces, systems, etc. as necessary for the Contractor’s completion of the work. The BLS Federal PM will coordinate the Contractor’s use of BLS offices for key personnel as appropriate, as well as the short-term use of BLS office space for Contractor staff that are not located at the BLS site full-time.
The Contractor: The Contractor’s contractual responsibility is to BLS, and not to GSA, consultants, or local community & stakeholders where the Project is to be constructed. The Contractor shall direct all questions and requests regarding the Project PWS, schedules, and cost, to the DOL CO, BLS COR or BLS Federal PM. The Contractor shall work within communication protocols established by BLS when contacts involve non-BLS entities. The Contractor shall not release any oral, written or graphic information regarding this project to outside sources without obtaining prior consent from BLS. Use of project information for marketing purposes, press releases, or shareholder reports is prohibited, without prior approval from the BLS. All requests for information concerning the project from outside entities, such as the media or the public, will be referred to BLS for response.
The Contractor shall establish and maintain communication and professional relationships with BLS, GSA, and all other program stakeholders. In the conduct of all activities required for or otherwise related to the performance of the contract work, the Contractor shall conform to and uphold all established ethical principles and professional standards of practice governing the construction management segment of the construction industry, including the Construction Management Association of America (CMAA) Code of Professional Ethics. Furthermore, the Contractor shall not, at any time, engage in activities that are, by law, considered to be inherently Governmental (reference FAR 7.5). When unsure of whether an action would violate these requirements, the Contractor shall contact either the DOL CO or BLS COR/PM for a formal determination prior to beginning any effort associated with the activity in question. The Contractor shall not issue oral instructions to, or make any agreements with, the GSA Design-Build contractor or any other contractor performing services on the project. The Contractor shall understand and fully comply with the principles of Federal contracting, including contract administration in accordance with Federal Acquisition Regulation (FAR).
The Contractor is responsible for ensuring that BLS’ scope and quality requirements are met within the limitations of schedule and budget. The Contractor shall serve as a facilitator and coordinator of the activities of all parties to ensure that the project execution proceeds according to plan. During the planning phase, the Contractor shall confirm and develop project requirements, coordinate internal and external workgroups, advise on project schedule, project risks and mitigation strategies, and assist with strategic communications and change management efforts.
During the design phase, the Contractor shall perform design reviews, stakeholder requirements coordination and review against the design submissions, and scheduling and cost evaluation services.
The Contractor shall also perform Construction and Closeout phase inspection, submittal review, and coordination services to ensure that the design is implemented in a manner that effectively realizes BLS’ requirements. The Contractor shall be the primary facilitator of the coordination of BLS Tenant Improvement (TI) activities in the core-shell built out spaces, ensuring that design has been coordinated across BLS activities, has stakeholder buy-in, is tracked and inspected, and completed in a manner that minimizes program cost and schedule risk.
BLS Furniture, Fixtures and Equipment Vendor (BLS FFE): It is anticipated that BLS will contract with an FFE vendor for provision of Tenant Improvement personal property outfitting and physical relocation/move services. (Some real property outfitting aspect also may apply). The Contractor will be responsible for in performing market research on FFE requirements, and generating detailed FFE requirements documentation, and technical exhibits for government review and approval. The Contractor also shall provide technical advice and reporting to assist the government in reviewing of FFE contractor submittals, overseeing quality assurance and integration of the BLS FFE contractor deliverables. The Contractor shall assist the BLS project management team in ensuring effective coordination of each FFE activity with other program components (e.g.: GSA core shell, IT integration) through all project phases. The Contractors shall recuse itself from participation in competition for award of BLS FFE requirements. BLS retains final decision-making authority on program requirements determinations. The DOL CO retains full decision-making authority on all aspects of any contract awards.
GSA Construction Manager (GSA CM) and Commissioning Agent (CxA): It is anticipated that a GSA CM will be procured for the management of GSA core-shell design and build-out at the SFC. The GSA CM is expected to be an important point of contact for the Contractor through the completion of the program. The Contractor will be required to assist with the coordination of any commissioning activities with any simultaneous BLS TI activities.
GSA Building Assessment Study AE (GSA AE): The GSA AE has been tasked with reviewing the proposed co-location facility: the Suitland Federal Center (SFC) located at 4600 Silver Hill Road, Suitland, MD. This stakeholder is responsible for providing information pertinent to the evaluation, costs and program schedule phasing, and preliminary test-fits at the proposed co-location facility. It is also responsible for producing a Workplace Recommendations Report for BLS, BEA and Census that includes a Program of Requirements for each agency.
GSA Design Build Contractor (GSA DB): It is anticipated that GSA will contract with a Design Build Contractor for core-shell portion of the project. The GSA DB is required to design and construct core-shell for all three tenants. Other members of the DB’s team may include architects and engineers; commissioning coordinator; and various trade subcontractors. The Contractor will collaborate with the GSA DB as appropriate to ensure adherence BLS program requirements and proper alignment of core-shell and BLS interior tenant fit-out.
1.5 Period of Performance: The period of performance shall be for one (1) Base Period of 12 months and two (2) 12-month option periods. The Period of Performance reads as follows:
1.6 General Information
1.6.1 Quality Control: The Contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The Contractor’s quality control program is the means by which he assures himself that his work complies with the requirement of the contract. As a minimum, the Contractor shall develop quality control procedures that address the areas identified in Technical Exhibit 1, “Performance Requirements Summary”. After acceptance of the quality control plan the Contractor shall receive the contracting officer’s acceptance in writing of any proposed change to his QC system.
1.6.2 Quality Assurance: The government shall evaluate the Contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the Contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).
1.6.3 Government Remedies: The contracting officer shall follow FAR 52.212-4, “Contract Terms and Conditions-Commercial Items” or 52.246-4, “Inspection of Services-Fixed Price” for Contractor’s failure to perform satisfactory services or failure to correct non-conforming services.
1.6.4 Recognized Holidays: Based on project needs, the Contractor may be required to perform services on holidays:

1.6.5 Hours of Operation/Place of Performance: The Contractor is responsible for conducting work on-site within the hours provided per Orders. Hours are generally Monday thru Friday, except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. Depending on project requirements, work outside of these hours, including evenings, weekends and holidays, may be required to meet performance objectives and timelines. The Contractor must at all times maintain an adequate work force for the uninterrupted performance of all tasks defined within this statement
Base Period TBD Option Period I TBD Option Period II TBD of work when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the work force are essential.
Key personnel are expected to work primarily from the government work site, however telework may be permitted with COR approval as appropriate. Work also may be performed at the Contractor’s worksite if deemed effective and secure by the COR. Offsite meetings at other locations will be required.
1.6.6 Type of Contract: The Government intends to award a Single award IDIQ with subsequent issuance of Fixed Price (FP), Unit Pricing, Time and Material (T&M), and Labor Hour (LH) or Hybrid orders.
1.6.7 Security Requirements: The Contractor will be responsible for ensuring compliance by its employees with the security regulations of the Bureau of Labor Statistics and other Government installations where work is performed under this Contract. This includes the safekeeping and display of Government-provided temporary photo ID badge for employees of the Contractor while these employees are in federally owned or leased property. The Contractor’s employees must provide a current photo identification to gain access to the BLS government facilities.
The Contractor’s employees, performing work in support of this contract shall have been granted a HSPD-12 Personnel Security Clearance.
Homeland Security Presidential Directive-12 requires that all federal entities ensure that all Contractors have current and approved security background investigations that are equivalent to investigations performed on federal employees.
Those contract personnel determined to be in a Low Risk position will require a National Agency Check with Written Inquiries (NACI) or equivalent investigation.
Those Applicants determined to be in a Moderate Risk position will require either a Limited Background Investigation (LBI) or a Minimum Background Investigation (MBI) based on the Contracting Officer’s (CO) determination.
Those Applicants determined to be in a High Risk position will require a Background Investigation (BI).After the required background investigations have been initiated, the Contractor may request authorization for employees whose investigations are pending to access systems supporting BLS applications.
1.6.7.1 Data Security Requirements: The Contractor shall comply with the BLS Confidentiality and Security Requirements. In addition, contractor personnel with access to BLS confidential information also must comply with the requirements that govern the work to be performed under the Performance Work Statement (PWS) including the BLS Confidentiality and Security Requirements. Such contractor personnel will need to become BLS-designated agents and complete BLS confidentiality training. BLS Confidentiality and Security Requirements and the BLS Agent Agreement are attached to this PWS. See (Appendix A).
1.6.7.2 Physical Security: The Contractor shall be responsible for safeguarding all government property provided for Contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured.
1.6.7.3 Key Control: The Contractor shall establish and implement methods of making sure all keys/key cards issued to the Contractor by the Government are not lost or misplaced and are not used by unauthorized persons. NOTE: All references to keys include key cards. No keys issued to the Contractor by the Government shall be duplicated. The Contractor shall develop procedures covering key control that shall be included in the Quality Control Plan. Such procedures shall include turn-in of any issued keys by personnel who no longer require access to locked areas. The Contractor shall immediately report any occurrences of lost or duplicate keys/key cards to the Contracting Officer.
In the event keys, other than master keys, are lost or duplicated, the Contractor shall, upon direction of the Contracting Officer, re-key or replace the affected lock or locks; however, the Government, at its option, may replace the affected lock or locks or perform re-keying. When the replacement of locks or re-keying is performed by the Government, the total cost of re-keying or the replacement of the lock or locks shall be deducted from the monthly payment due the Contractor. In the event a master key is lost or duplicated, all locks and keys for that system shall be replaced by the Government and the total cost deducted from the monthly payment due the Contractor.
The Contractor shall prohibit the use of Government issued keys/key cards by any persons other than the Contractor’s employees. The Contractor shall prohibit the opening of locked areas by Contractor employees to permit entrance of persons other than Contractor employees engaged in the performance of assigned work in those areas, or personnel authorized entrance by the Contracting Officer.
1.6.7.4 Lock Combinations: The Contractor shall establish and implement methods of ensuring that all lock combinations are not revealed to unauthorized persons. The Contractor shall ensure that lock combinations are changed when personnel having access to the combinations no longer have a need to know such combinations. These procedures shall be included in the Contractor’s Quality Control Plan.
1.6.7.5 Conservation of Utilities: The Contractor shall instruct employees in utilities conservation practices. The Contractor shall be responsible for operating under conditions that preclude the waste of utilities, which include turning off the water faucets or valves after using the required amount to accomplish cleaning vehicles and equipment.
1.6.8 Special Qualifications: The Contractor is responsible for ensuring all employees possess all required licenses used in the execution of this contract.
1.6.9 Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. The contracting officer, Contracting Officers Representative (COR), and other Government personnel, as appropriate, may meet periodically with the Contractor to review the Contractor's performance. At these meetings the contracting officer will apprise the Contractor of how the government views the Contractor's performance and the Contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government.
1.6.10 Contracting Officer Representative (COR): A COR will be delegated under separate cover.
1.6.11 Contract Manager: The Contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the Contractor when the manager is absent shall be designated in writing to the contracting officer.
The contract manager or alternate shall have full authority to act for the Contractor on all contract matters relating to daily operation of this contract.
1.6.12 Identification of Contractor Employees: All contract personnel attending meetings, and working in other situations where their Contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. They must also ensure that all documents or reports produced by Contractors are suitably marked as Contractor products or that Contractor participation is appropriately disclosed. Any identification required of Contractor personnel will be identified per site, per Orders.
1.6.13 Warranty: All work shall be warrantied for a minimum of 12 months, in addition to any product or manufacturer warranties.
1.6.14 Personnel: The Contractor shall designate persons as key personnel and essential for the successful completion of all work assigned under this contract:
The Contractor shall provide staff that is fully qualified in their respective labor categories to provide all service requirements specified in this Performance Work Statement (PWS) and tailored to each specific Orders. All Contractor staff assigned to perform in accordance with this contract are subject to Government review and approval. The Contractor is required to remove any employee whose conduct or performance is such that retention would not be in the best interest of the Government. In addition to Key personnel, the Contractor may propose the following labor categories, but not limited to:

1.6.14.1 Senior Project Advisor (SPA): Qualifications: The SPA shall have significant prior experience in leading complex, long-term, multi-year project management/construction management activities on multiple federal, GSA prospectus level projects, similar in size, scope and complexity to the one set forth in this solicitation. This includes, but is not limited to:
Developing and controlling budgets and funding strategies;
Scheduling and coordination of project interactions among existing and occupied facilities;
Managing interdisciplinary teams of professionals and supporting labor categories;
Integrating competing and/or conflicting elements into the planning and execution processes so that project requirements flow smoothly;
Providing expert technical advice on the management of similar projects;
Experience managing projects that have required furniture, fixtures and equipment (FFE), interior design services, transition/move services, security system design, IT/AV design, installation services, and other ancillary services/products; and
Managing projects in a federal labor relations environment.
In addition, these individuals shall possess the following:
Knowledge science fundamentals;
Knowledge of Federal Appropriations processes and requirements;
Knowledge of GSA real property and facility management policy and operating procedures.
Outstanding interpersonal and oral communication skills focused on multiple levels of project management;
Outstanding written communication skills, with experience in preparing correspondence, written reports, and in briefing clients and management personnel Knowledge of local and national codes;
Knowledge of construction means and methods Ability to perform and evaluate engineering economic analyses, and evaluate proper systems to meet scope requirements and ability to verify the adequacy of all building systems;

The SPA shall possess either:
A degree in architecture, engineering, business management or construction management (from an accredited college/university) and
At least15 years of management experience in the construction management or closely-related field.
Functional Responsibility: The SPA is a senior expert in construction management/project management/project architecture with significant experience in the field. They are responsible for providing knowledgeable strategic, technical/managerial advice on all aspects of the project to ensure that it moves forward in a timely, efficient and cost effective way, and so that the end product is effective and high-quality.
1.6.14.2 Senior Project Manager/Architect (PM): Qualifications: The PM shall have prior experience, where the individual served as the lead project manager on a federal GSA prospectus-level relocation project involving greater than 300,000SF of space and great than 1,000 employees.
Experience must include, but is not limited to the below areas:
Developing and controlling budgets and funding strategies;
Scheduling and coordination of project interactions among existing and occupied facilities;
Managing interdisciplinary teams of professionals and supporting labor categories;
Integrating competing and/or conflicting elements into the planning and execution processes so that project requirements flow smoothly;
Coordination experience managing projects that have required furniture, fixtures and equipment (FFE), interior design services, transition/move services, security system design, IT/AV design, installation services, and other ancillary services/products;
Managing projects in a federal labor relations environment;
Advising on change management activities.
In addition, these individuals shall possess the following:
Outstanding interpersonal and oral communication skills focused on multiple levels of project management;
Outstanding written communication skills, with experience in preparing correspondence, written reports, and in briefing clients and management personnel;
Outstanding skills in financial analysis/budget estimating and controlling.
Outstanding skills in the use of Microsoft Excel for complex analysis Knowledge of building science fundamentals;
Knowledge of Federal Appropriations processes and requirements;
Knowledge of GSA real property and facility management policy and operating procedures.
The PM shall possess either:
A degree in architecture, engineering, business management, construction management or closely-related field(from an accredited college/university) and
10 years of management experience in the construction management or closely related field.
Functional Responsibility: The PM is the principle PM employee responsible for providing overall management of all PM activities and personnel on this project. The PM shall be the primary point of contact with the BLS PM, COR, and project team. The PM shall use best practices to implement solutions to address BLS’ objectives and priorities as they relate to the services requested.
1.6.14.3 Construction Manager (CM): Qualifications: It is preferred, but not required, that the CM be a Certified Construction Manager (CCM) from the Construction Management Association of America (CMAA). The CM shall be from an appropriate architectural, engineering, or construction discipline, and have at least ten (10) years specialized previous experience.
Additionally the CM shall possess the following:
Experience in preparing correspondence, and maintaining official construction site records. Experience in preparing correspondence, and maintaining official construction site records.
Experience in conducting meetings to resolve problems on construction projects, and briefing clients and management personnel.
In-depth knowledge of construction practices and workmanship, including experience in proper uses of construction materials and installation methods
In-depth experience in interpreting construction drawings and specifications on construction projects
Ability to accurately calculate construction costs and time impacts for changes Experience in making materials take-offs for construction work, pricing the value of needed work, evaluating proposals and Bill of materials, negotiating equitable contract adjustments
Ability to interpret Architectural and Engineering plans and specifications, fluent skills in the use of all required software
Knowledge of safety practices in the construction industry including a background of familiarity with OSHA safety requirements on construction projects
Familiarity with removal/disposal of hazardous materials such as asbestos, PCB's, etc.
Knowledge of construction codes, means and methods, e.g. proper applications of construction materials and methods of installation in the Architect’s or Engineer’s area of expertise.
Ability to inspect materials, workmanship, construction and installation of various systems in the Architect’s or Engineer’s area of expertise.
Knowledge of safety practices in the construction industry, including specifically, a background that indicates familiarity with Occupational Safety and Health Administration (OSHA) safety requirements on construction projects.
Functional Responsibility: The CM is the Contractor employee designated as the Contractor’s key, on-site representative. The CM is responsible for ensuring the delivery of day-to-day quality management and field inspection oversight services during the construction/build-out and turnover/occupancy phases of this program. The CM will oversee the approval/rejection of materials, workmanship and equipment; monitor labor and safety issues; maintain logs and records of defects and omissions; and provide other necessary oversight activities.
1.6.14.4 Change Manager: Qualifications: The Change Manager shall have bachelor’s degree and a minimum of five (5) years of experience in a change management capacity. The Change Manager shall have prior experience leveraging and maximizing workplace transitions and introducing cultural changes and new ways of working for federal government clients. Prior experience with federal labor relations is preferred.
In addition, these individuals shall possess the following:
Outstanding interpersonal and oral communication skills focused on multiple levels of project management;
Outstanding written communication skills, with experience in preparing correspondence, written reports, and in briefing clients and management personnel;
Outstanding skills in the use of Microsoft Office suite;
Industry recognized change management certifications preferred
Functional Responsibility: The Change Manager will support and advise on all critical aspects of change management. This individual is responsible for reviewing and drafting change management plans, conducting data-gathering activities (surveys, focus groups, interviews, etc.), engaging with BLS supervisors and management personnel, and supporting management and union engagement. The Change Manager will also support internal and external project communication, assess the tone, content and look of communications, and ensure changes are communicated in a clear, open and timely fashion. The Change Manager will track change management communication and engagement activities and ensure they align with other project timelines.
1.6.14.5 Project Support Specialist (PSS): Qualifications: The PSS shall be familiar project management principles and display proficiency utilizing computer analysis tools, such as Microsoft Excel, Project, and Office. The PSS shall also have prior experience supporting the following activities:
Tracking budgets and funding information Scheduling and coordination of project interactions among existing and occupied facilities Supporting interdisciplinary teams of professionals Integrating elements into the planning and execution processes so that project requirements flow smoothly
In addition, these individuals shall possess the following:
Ability to communicate effectively both orally and in writing Experience in preparing correspondence, written reports, and in briefing clients and management personnel
The PSS shall possess:
A bachelor’s degree (from an accredited college/university) 2 years of experience in the construction/project management field
Functional Responsibility: The PSS is responsible for supporting project management and administrative tasks.
1.6.14.6 IT/Telecom/AV/Building Security Designer: Qualifications:
Certified, Registered Communications Distribution Designer (RCDD): 10 years’ experience
Experience with and knowledge of current technologies and implementation materials and methods, various system use trade-offs
Experience in preparing correspondence, and maintaining official construction site records
Experience in conducting meetings to resolve problems on construction projects, and briefing clients and management personnel
Experience planning, organizing and directing activities concerned with the construction and maintenance of IT/telecom structures, facilities, and systems
In-depth knowledge of construction practices and workmanship, including experience in proper uses of construction materials and installation methods
Ability to interpret Architectural and Engineering plans and specifications, fluent skills in the use of all required software
Familiarity with inspecting projects materials and workmanship against building and safety codes and project requirements
Functional Responsibility: The IT coordinator will be responsible for gathering and maintaining all BLS program IT/telecom/AV/Security design and technical requirements over the life of the project, including regularly reviewing and updating these requirements. This individual will assist BLS with ensuring proper coordination across all program trades and stakeholders (e.g.: the GSA DB, BLS components, FFE contractors) and will be the primary point of contact for all BLS and BLS IT contractor teams, ensuring that all IT efforts are centrally coordinated and integrated from the BLS POR, Design Intent Drawings, Construction Documents, and contract installation (submittal review and contract compliance). The IT coordinator will have input to develop all basis of designs with the Design Architect of Record through planning stages to construction completion, commissioning, and turnover.
1.6.14.7 Interior Designer: Qualifications: Minimum of ten (10) years practicing Interior Design.
Knowledge of building and accessibility codes, commercial furniture as it pertains to office space, and commercial finishes. Thorough understanding of space planning and implementing space standards, specifying appropriate finishes to maintain standards and building aesthetics as well as to promote the health and wellbeing of occupants as well as durability for anticipated use.
Functional Responsibility: Participate in meetings with the customer to evaluate and establish needs and propose solutions in the form of floor plans, elevations, renderings, etc. The Sr. Interior Designer should work with the customer to reach the desired solution as it pertains to reuse of existing furniture and/or the purchase of new furniture, layouts that make the most efficient use of the space while providing for functional needs of the agency or agencies affected, all while adhering to appropriate codes and standards. The Interior Designer should provide all drawings and specifications required for approval, procure the furniture and all services required to ensure that it is functional, and coordinate installation and inspection. In concurrence with the furniture aspect of each project, the Interior Designer should also coordinate finishes, such floor coverings.
It is required that the Interior Designer work with the larger project team to ensure all services are coordinated, and adhere to the schedule set forth by the Project Manager.
