OSMRE intends on awarding a Firm-Fixed-Price (FFP) Purchase Order (PO) from this solicitation. SECTION 2 – STATEMENT OF WORK

1. Objective:

The Lexington Field Office (LFO) of the Office of Surface Mining Reclamation and Enforcement (OSMRE) is seeking a commodity and installation contract for the purchase and installation of a parking lot security fence. The fence is being installed to deter continued vandalism, theft of government property and to protect field employees at the Lexington Field Office location.

2. Background:

The OSMRE was established by the Surface Mining Control and Reclamation Act of 1977 (SMCRA).

OSMRE established the nationwide program to protect the public and the environment from the adverse effects of surface coal mining operations, while balancing the nation’s need for continued domestic coal production with protection of the environment. OSMRE operates field offices across the country strategically placed to perform oversite and enforcement of SMCRA.

3. Justification:

Recently multiple vehicles have been vandalized for the removal of catalytic converters. The cost to replace these parts is expensive. The estimated repair costs per vehicle averages $3000+ each time a vehicle is vandalized. Also, during this time the vehicle is out of service since the vehicle should not be operated without a catalytic converter. The Lexington Field Office currently does not have adequate fenced parking area for the overnight and weekend storage protection of all the vehicles utilized from this facility. For this reason, we seek to install a security fence to protect the vehicles and to provide for the safety of the employees at this location.

4. Scope of Work:

OSMRE wants to install a chain link security fence in the parking lot with two gates at the Lexington Field office to protect government vehicles from theft and vandalism. All posts must be installed using construction techniques to allow for the fence to be anchored in the ground according to commercial fencing standards. Please provide separate quotes for the base scope of work and the optional work item.
