Description This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued.
The Bureau of Reclamation, Yuma Area Office, intends to procure a Laboratory Information Management System (LIMS) based on the specifications below which include compatibility with the current system (StarLims).
The LIMS must meet the minimum technical and functional requirements outlined in the Statement of Work (SOW). Offerors proposing an “equal” product must clearly demonstrate how their solution meets or exceeds all salient characteristics of the STARLIMS system, including compatibility with existing data, equipment, and workflows.
Statement of Work
1.0 Background
The Bureau of Reclamation (Reclamation), Lower Colorado Region, Analytical Laboratory, in the Yuma Area Office collects, processes, and analyzes water samples for various projects throughout the Yuma Area. Water samples are tested to make decisions regarding water quality.
mailto:chainsworth@usbr.gov
Reclamation must ensure the 1944 Treaty and the State of Arizona water quality requirements are met. To meet those requirements, Reclamation needs a Laboratory Information Management System (LIMS). A LIMS software is the only system used to log in samples, monitor workflow, manage data, and generate reports. A LIMS software is used to report all data for the Minute 242 Treaty, for the Yuma Desalting Plant operations, and for AZ environmental compliance permits.
A LIMS software also requires specific proprietary maintenance and service to ensure optimal performance. Technical support, upgrades, and engineering resources will be needed to maintain operating capabilities. A service agreement is required to avoid costly adjustments to the software. Only certified software engineers will perform this service to ensure continued performance specifications and service eligibility.
2.0 Scope
The Bureau of Reclamation (Reclamation) needs a Laboratory Information Management System (LIMS) to be able to accomplish our mission in reporting data to be in compliance with the Minute 242 Treaty. LIMS will need to be able to perform with everything that is described under the Task section. In addition to the software, annual maintenance will be required, and the cost of travel and labor should be included in the price. Also, telephone and email support should be available minimally during business hours (7am-4pm), Arizona time. A technician should be available to revise and fix our issues within 48 hours and make travel arrangements if the laboratory requests an in-person repair. Lastly, all required licenses needed to fully operate the LIMS should be included as well in this contract.
