About this file

This document is a Request for Proposal (RFP) for a contract opportunity for the Department of the Interior's Bureau of Reclamation. The objective is to acquire a contractor to evaluate the application of a High-Resolution K (HRK) logging system for improved subsurface investigations to assist with dewatering system designs in excavations at three different dam sites: Scoggins dam in Oregon, Hyrum dam in Utah, and Altus dam in Oklahoma.

The contractor will be required to perform HRK in-situ subsurface tests, collect low-K soil samples, develop an empirical relationship for K estimates in the low-K formations, develop a field protocol and data analysis procedure to measure hydraulic conductivity using the HRK system, and provide progress reports and a final report. The contract has a base period of 1 year with two optional tasks that may be exercised. Pricing is firm-fixed price. This is a total small business set-aside with no other specific socioeconomic programs identified.

PERFORMANCE WORK STATEMENT (PWS)

Innovative Use of the Hydraulic Profiling Tool (HPT), High-Resolution K (HRK), and Nuclear Magnetic Resonance (NMR) Logging for Optimizing Dewatering System Designs

1.0 INTRODUCTION

Dewatering systems involve the control of regional groundwater elevation in the vicinity of an excavation area, typically with pumping systems. Sump pumping for poorly drained zones can be effective; however, seepage through the excavation areas can cause significant risks to slope instability and other construction problems. Current practices for investigating hydrogeologic properties are limited by the significant spatial variability that traditional, well-based investigations cannot capture. Therefore, an integrated HPT, HRK, and NMR site characterization program could provide valuable insights into the site-specific groundwater and subsurface geologic conditions and aid in designing effective dewatering systems for excavations at multiple Reclamation sites.

Reclamation has performed many investigation programs for the dam safety office that involved conducting aquifer performance tests and designing dewatering systems for understanding geological formation and groundwater conditions in excavation sites. A real-time HPT system approach to identify permeable zones of aquifer formations has been considered for suitable well designs. This approach will provide accurate screened zones and hydrogeological parameter estimations of aquifer systems prior to further aquifer testing program and appropriate dewatering system designs in excavation areas of dam sites. The HPT testing program could be a valuable component of the overall effort to characterize the site-specific groundwater and subsurface geologic conditions. HPT data could be used to inform aquifer formation conditions and enable proper and efficient design of dewatering systems.

A major benefit of HPT is the savings realized by optimizing the layout of soil borings and well installations to be used for subsurface characterization. As a field investigation tool, HPT provides valuable real-time data about formation lithology, K, and the piezometric profile, which guide proper well placement and design for targeted zones. The HPT data helps define an appropriate aquifer testing program and gives reliable geological profiles to initiate hydrogeological parameter inputs to the groundwater modeling resulting in economical dewatering system designs.

The innovative use of HPT, HRK, and NMR for improved subsurface investigations to assist with dewatering system designs in excavations can provide immediate, future, and long-term improved site characterization for a variety of field projects at Reclamation sites. During the initial stage of site investigation, these approaches can provide a quick understanding of subsurface formation properties, and result in more efficient and targeted investigations and field systems designs in subsequent phases.

2.0 DEFINITIONS

Contracting Officer (CO) – A duly appointed person with the authority to enter into, administer or terminate purchase orders, and to make findings and determinations on behalf of the United States Government. This is the only individual authorized to change the purchase order or any of the requirements stated herein.

Contracting Officer’s Representative (COR) – The individual, designated and authorized in writing by the contracting officer to perform specific technical or administrative functions for the separate construction contract awarded to the contractor.

Contractor – The contractor to perform the work required for this specific task order. The individual, partnership, company, or corporation responsible for the duties and responsibilities under the task order.

3.0 SCOPE

The objective of this contract is to acquire a contractor technical service to evaluate the application of a High-Resolution K (HRK) logging system for improved subsurface investigations to assist with dewatering system designs in excavations with known experts in the field of subsurface investigation research. This contract is to conduct a research project into the understanding of subsurface site conditions at lower costs with the use of an HRK logging system.

While HPT can be used to quickly assess the vertical change in aquifer properties at many locations, the direct push permeameter (DPP) component of HRK allows hydraulic conductivity (K) to be measured at a much larger range than HPT, as well as a more reliable conversion of HPT data into K estimates by performing site-specific calibrations.

The contractor shall perform the following tasks:

a. Perform the HRK in-situ subsurface tests at each identified research site.

b. Collect low-K soil samples with direct push soil sampling tools at each site.

c. Develop an empirical relationship for K estimates in the low-K formations.

d. Communicate progress by both email and conference call conversations.

e. Develop a field protocol and data analysis procedure to measure hydraulic conductivity using an

HRK system for optimizing dewatering system designs.

f. Work with research team members to utilize the HRK logging system.

g. Present the draft report results derived from this research effort. The results of this study will be reviewed by interested regional partners and Technical Service Center (TSC) engineers.

h. Write and submit a final report at the end of each project year.

The above HRK field logging test is forecasted for three different locations and setup as three separate tasks and shall be exercised as following:

- Task 1: for the Scoggins dam in Oregon shall be issued at award.

- Optional Task 2: Hyrum dam in Utah, and

- Optional Task 3: Altus dam in Oklahoma.

4.0 QUALIFICATIONS

The contractor must have the HRK logging system that should be compatible with CPT truck and an Art’s Manufacturing & Supply (AMS) drill rig with Direct Push (DP) capability that Reclamation has. The contractor shall demonstrate the following qualifications by providing three (3) prior works.

4.1 The contractor shall be proficient in research science studies on the geologic resources and hazards such as groundwater, rocks and minerals, and earthquakes.

4.2 The contractor shall have knowledge in groundwater well monitoring for unconsolidated aquifers such as alluvial deposits.

4.3 Contractor shall have 10 to15 years’ experience in aquifer field methods for obtaining detailed information about groundwater conditions, interpretation of water level changes in wells, interaction between groundwater and surface water, and the impact of pumping, land use and climate change on groundwater resources.

4.4 Contractor shall have documented experience in work focusing on the development of field-based methods for more efficient and accurate characterization of groundwater flow and contaminant transport in shallow, unconsolidated settings. Contractor shall have a leading role on a number of projects that seek to obtain high-resolution measurement of subsurface hydraulic conductivity using methods such as direct-push profiling, nuclear magnetic resonance, and distributed temperature sensing. Contractor shall explore innovative ways of integrating different methods to achieve optimal site characterization under complex field conditions.

4.5 Contractor shall have knowledge in direct push permeameter (DPP) and HRK for characterizing vertical variations in hydraulic conductivity (K) in shallow unconsolidated settings.

The DPP measurement provides quantitative K measurements and can be used to realize the potential of HPT more fully.

5.0 PERIOD OF PERFORMANCE

The Bureau of Reclamation, Acquisitions Office, Denver, Colorado plans to make a Firm Fixed Priced award. This requirement is for a base 1 year performance period with the option to exercise two additional tasks, three (3) years in total.

The HRK field logging test is expected to be performed three locations: Scoggins dam in Oregon, Hyrum dam in Utah, and Altus dam in Oklahoma.

Task 1 is for the Scoggins dam in Oregon and will be performed during the base year.

The other two task will be set up as optional task and will be exercised accordingly:

Optional Task 2: Hyrum dam in Utah, and Optional Task 3: Altus dam in Oklahoma.
